    Managing technological transitions: prospects, places, publics and policy

    Transition management (TM) approaches have generated considerable interest in academic and policy circles in recent years (Kemp and Loorbach, 2005; Rotmans and Kemp, 2003). In terms of a loose definition, a ‘transition can be defined as a gradual, continuous process of structural change within a society or culture’ (Rotmans et al, 2001, p.2). The development of TM, much of which has occurred within the context of the Netherlands, may be seen as a response to the complexities, uncertainties and problems which confront many western societies, in organising ‘sustainably’ various aspects of energy, agricultural, water, transport and health systems of production and consumption. Problems such as pollution, congestion, the vulnerability of energy or water supplies and so on are seen as systemic and entwined or embedded in a series of social, economic, political, cultural and technological relationships. The systemic nature of many of these problems highlights the involvement - in the functioning of a particular system and any subsequent transition - of multiple actors or ‘stakeholders’ across different local, national and international scales of activity. With this in mind, such problems become difficult to ‘solve’ and ‘solutions’ are seen to require systemic innovation rather than individual or episodic responses. The point being that ‘these problems are system inherent and
 the solution lies in creating different systems or transforming existing ones’ (Kemp and Loorbach, 2005, p.125). In this paper we critically engage with and build upon transitions approaches to address their ‘applicability’ in the context of the UK. In doing this the paper addresses the prospective potential of transitions approaches, but also their relative neglect of places and publics. Through developing an argument which addresses the strengths and ‘gaps’ of transitions approaches we also analyse the resonances and dissonances between three themes – cities and regions, public participation and national hydrogen strategy – in the transitions literature and the UK policy context

    Water resource management under short term system perturbations such as storms and longer-term systemic changes caused by climate change such as droughts is a challenge when multiple agencies are involved. To address this challenge this research focuses on water management under changing climate conditions and population growth through understanding the agency water jurisdictions, management strategies, and modes of operation in Las Vegas Valley. A framework for integrated management through sharing data and models is presented that combines drinking water supply, flood control, and waste water treatment. This framework can be adopted to improve coordination among different water management agencies

    Energy Transition and Urban Planning for Local Development. A Critical Review of the Evolution of Integrated Spatial and Energy Planning

    The aim of the article is to analyse the evolution of spatial and energy planning integration, seen as a mean to foster local development, from the birth of the theme to the current prospects of shared sustainability and Decentralised Energy System (DES) solutions. The paper is a review of the evolution of the spatial and energy planning integration, exploring weaknesses and future opportunities. After an initial period of intense theoretical elaboration, the relationship between energy and city physical-functional organization and planning is still far from finding an implementation. The article explains this lack of integration through the analyses of significant steps in the last 50 years with the aim to outline current obstacles in achieving a more comprehensive vision of energy and spatial planning. The experiences selected highlight critical aspects concerning the trend towards the divergence of energy planning from systemic urban and spatial planning, also due to the low consideration of energy as a factor for local development. From the processes of decentralization and energy localism, some perspectives emerge which converge on the eco-energy district as a projection of the local energy community and which seem to enhance a more systemic and strategic dimension of planning

To manage global risks effectively and build resilience to their impacts, better efforts are needed to understand, measure and foresee the evolution of interdependencies between risks, supplementing traditional risk-management tools with new concepts designed for uncertain environments. If global risks are not effectively addressed, their social, economic and political fallouts could be far-reaching, as exemplified by the continuing impacts of the financial crisis of 2007-2008

    The impact of regulation, ownership and business culture on managing corporate risk within the water industry

    Although the specifics of water utility ownership, regulation and management culture have been explored in terms of their impact on economic and customer value, there has been little meaningful engagement with their influence on the risk environment and risk management. Using a literature review as the primary source of information, this paper maps the existing knowledge base onto two critical questions: what are the particular features of regulation, ownership and management culture which influence the risk dynamic, and what are the implications of these relationships in the context of ambitions for resilient organizations? In addressing these queries, the paper considers the mindful choices and adjustments a utility must make to its risk management strategy to manage strategic tensions between efficiency, risk and resilience. The conclusions note a gap in understanding of the drivers required for a paradigm shift within the water sector from a re-active to a pro-active risk management culture. A proposed model of the tensions between reactive risk management and pro-active, adaptive risk management provides a compelling case for measured risk management approaches which are informed by an appreciation of regulation, ownership and business culture. Such approaches will support water authorities in meeting corporate aspirations to become "high reliability" services while retaining the capacity to out-perform financial and service level targets

    1. Nature-based solutions harness the power and sophistication of nature to turn environmental, social and economic challenges into innovation opportunities. They can address a variety of societal challenges in sustainable ways, with the potential to contribute to green growth, 'future-proofing' society, fostering citizen well-being, providing business opportunities and positioning Europe as a leader in world markets. \u2028 2. Nature-based solutions are actions which are inspired by, supported by or copied from nature. They have tremendous potential to be energy and resource-efficient and resilient to change, but to be successful they must be adapted to local conditions. \u2028 3. Many nature-based solutions result in multiple co-benefits for health, the economy, society and the environment, and thus they can represent more efficient and cost-effective solutions than more traditional approaches. \u2028 4. An EU Research & Innovation (R&I) agenda on nature-based solutions will enable Europe to become a world leader both in R&I and in the growing market for nature-based solutions. For this, the evidence base for the effectiveness of nature-based solutions needs to be developed and then used to implement solutions. Both need to be done in conjunction with stakeholders. The potential for transferability and upscaling of solutions also requires further investigation. There is also a need to develop a systemic approach that combines technical, business, finance, governance, regulatory and social innovation. \u2028 5. Four principal goals have been identified that can be addressed by nature-based solutions: ïżœïżœ Enhancing sustainable urbanisation through nature-based solutions can stimulate economic growth as well as improving the environment, making cities more attractive, and enhancing human well-being. \u2028 ïżœïżœ Restoring degraded ecosystems using nature-based solutions can improve the resilience of ecosystems, enabling them to deliver vital ecosystem services and also to meet other societal challenges. \u2028 ïżœïżœ Developing climate change adaptation and mitigation using nature-based solutions can provide more resilient responses and enhance the storage of carbon. \u2028 ïżœïżœ Improving risk management and resilience using nature-based solutions can lead to greater benefits than conventional methods and offer synergies in reducing multiple risks. \u2028 6.     A nexus perspective on competing land demands: Wider lessons from a UK policy case study

    As nations develop policies for low-carbon transitions, conflicts with existing policies and planning tools are leading to competing demands for land and other resources. This raises fundamental questions over how multiple demands can best be managed. Taking the UK as an empirical example, this paper critiques current policies and practices to explore the interdependencies at the water-energy-food nexus. It considers how current land uses and related policies affect the UK’s resilience to climate change, setting out an agenda for research and practice relevant to stakeholders in land-use management, policy and modelling. Despite recent progress in recognising such nexus challenges, most UK land-related policies and associated science continue to be compartmentalised by both scale and sector and seldom acknowledge nexus interconnections. On a temporal level, the absence of an over-arching strategy leaves inter-generational trade-offs poorly considered. Given the system lock-in and the lengthy policy-making process, it is essential to develop alternative ways of providing dynamic, flexible, practical and scientifically robust decision support for policy-makers. A range of ecosystem services need to be valued and integrated into a resilient land-use strategy, including the introduction of non-monetary, physical-unit constraints on the use of particular services
