    Models of technology and change in higher education: an international comparative survey on the current and future use of ICT in higher education

    The aim of this study is to investigate which scenarios are emerging with respect to the use of ICT in higher education and how future developments can be predicted and strategic choices can be based on that. It seeks to answer the following questions:\ud What strategic responses do institutions make with respect to the use of ICT; Which external conditions and developments influence these choices; Which external and internal conditions and measures are taken in order to achievestrategic targets; What are the implications for technology use, teaching and learning processes and staff? \ud The study applies an international comparative methodology and is carried out in the Netherlands, Germany, Norway, the United Kingdom, Australia, Finland and the USA. Data were collected through Web-based questionnaires tailored to three different response groups: decision makers, support staff and instructors. In total 693 persons responded to the questionnaire. This implies that between 20 and 50 percent of the institutions in the various countries responded (institutional data were also gathered), with the exception of the USA where the response was much lower

The authors of this article review prior literature on such efforts to find if they lead to increased democratic participation ("e-Democracy") for the affected citizens, with a focus on the key concepts of transparency, openness, and engagement. The authors find that such efforts are a starting point toward e-Democracy, but the journey is far from complete

    Management of e-technology in China

    "e" technology is bringing about many challenges for companies, in particular for their managers. This concerns a vast range of business processes in many sectors of the economy and in nearly every country of the world. In rapidly industrializing China, companies and other organizations are actively finding their way by adapting, developing and exploiting new e-technologies. The paper's focus is the identification of the management issues in implementing e-technology in China. The paper reports on research into difficulties of establishing and operating e-business in China. In particular, it discusses management related to e-technology sharing and application. A brief review of literature is followed by the analysis of three recent case studies: an international IT services alliance, a financial services provider and an international manufacturing joint venture. All case companies are applying e-technology in China, but the role of e-technology differs in the three cases: adding a service line to the existing business processes; developing a new business process; and increasing efficiency and effectiveness in business processes.     Overview and Analysis of Practices with Open Educational Resources in Adult Education in Europe

    OER4Adults aimed to provide an overview of Open Educational Practices in adult learning in Europe, identifying enablers and barriers to successful implementation of practices with OER. The project was conducted in 2012-2013 by a team from the Caledonian Academy, Glasgow Caledonian University, funded by The Institute for Prospective Technological Studies (IPTS). The project drew on data from four main sources: • OER4Adults inventory of over 150 OER initiatives relevant to adult learning in Europe • Responses from the leaders of 36 OER initiatives to a detailed SWOT survey • Responses from 89 lifelong learners and adult educators to a short poll • The Vision Papers on Open Education 2030: Lifelong Learning published by IPTS Interpretation was informed by interviews with OER and adult education experts, discussion at the IPTS Foresight Workshop on Open Education and Lifelong Learning 2030, and evaluation of the UKOER programme. Analysis revealed 6 tensions that drive developing practices around OER in adult learning as well 6 summary recommendations for the further development of such practices

    Offshore education : offshore education in the wider context of internationalisation and ICT: experiences and examples from Dutch higher education

    This report presents a study on offshore education conducted by a consortium of Dutch higher education researchers and commissioned by the Digital University (DU). The study explored the extent to which Dutch higher education institutions are involved in offering their educational services abroad (offshore education). After thoroughly embedding offshore education in the wider contexts of internationalisation and ICT policies, the study particularly explores the practical experiences with a number of real-life offshore activities of Dutch higher education.
