    Issues concerning web-based business reporting: an analysis of the views of interested parties

    Rapid developments in information and communications technology have led organisations in many countries to consider the impact of the Internet on the delivery and dissemination of business information. This paper reports the findings of a UK study into the views of various user groups, preparers and auditors regarding specific proposals for change and newly emerging practices. Over 500 individuals from six groups responded to a questionnaire study, representing an overall response rate of 33%. Views were elicited regarding: (i) the desirability of different kinds of additional information that could be provided electronically, (ii) the usefulness of different navigation and search aids, and (iii) the portability of information under different formats.It is found that users favour many of the expansions of scope made possible by the web. A range of navigation aids, search aids and file formats are found by all groups to be at least fairly useful, especially global navigation aids. Preferences regarding file formats vary across the groups. Paired group comparisons show that, while expert and non-expert users hold similar views in relation to many issues, users' and preparers' views differ considerably. Auditors' views generally fall in between those of users and preparers. Cyert and Ijiri's (1974) framework is used to rationalise the observed conflicts and congruences of interest, underpinning clear pointers for policy-makers

    This Article addresses the myriad problems posed by unfettered discovery in the United States Rather than promoting fairness and efficiency in the American legal system, plaintiffs today often use discovery in an abusive and vexatious manner to coerce defendants into accepting quick settlements Over the past several decades, discovery has expanded in both scope and magnitude such that discovery costs now account for at least half of the total litigation costs in any given case The advent of electronic discovery has only exacerbated the problem, given the sheer number of electronic documents generated in the course of business and the corresponding time, effort, and cost associated with electronic discovery Although recent efforts to amend the Federal Rules of Civil Procedure have failed to combat the abuses of civil discovery, meaningful and effective reform of the current system is possible This Article proposes a number of pragmatic reforms-including adopting the English rule for discovery disputes and suspending discovery during the pendency of a motion to dismiss-to mitigate the abusive and costly nature of discovery in the United State

    Open access and promotion and tenure evaluation plans at the University of Wisconsin–Eau Claire

    Department and program evaluation plans at the University of Wisconsin–Eau Claire were examined to see if these documents provide evidence that could be used to justify supporting the publication of peer-reviewed open access articles toward tenure and promotion. In an earlier study, the authors reveal that faculty members at the University of Wisconsin–Eau Claire are more unaware of open access publishing than their counterparts at larger universities. These findings dovetail with other studies that show that faculty members are reluctant to publish in open access journals because of concerns about the quality of those journals. The existing body of scholarship suggests that tenure-line faculty fear publishing in open access journals because it could adversely impact their chances of promotion and tenure. The authors of this current study sought to determine if department and program evaluation plans could influence negative perceptions faculty have of open access journals. The implications of this study for librarians, scholarly communication professionals, tenure-line faculty, departments, and programs are addressed

    The Value of User-Visible Internet Cryptography

    Cryptographic mechanisms are used in a wide range of applications, including email clients, web browsers, document and asset management systems, where typical users are not cryptography experts. A number of empirical studies have demonstrated that explicit, user-visible cryptographic mechanisms are not widely used by non-expert users, and as a result arguments have been made that cryptographic mechanisms need to be better hidden or embedded in end-user processes and tools. Other mechanisms, such as HTTPS, have cryptography built-in and only become visible to the user when a dialogue appears due to a (potential) problem. This paper surveys deployed and potential technologies in use, examines the social and legal context of broad classes of users, and from there, assesses the value and issues for those users

    The aims and objectives of OCRIS were to: • Survey the extent to which repository content is in scope for institutional library OPACs, and the extent to which it is already recorded there; • Examine the interoperability of OPAC and repository software for the exchange of metadata and other information; • List the various services to institutional managers, researchers, teachers and learners offered respectively by OPACs and repositories; • Identify the potential for improvements in the links (e.g. using link resolver technology) from repositories and/or OPACs to other institutional services, such as finance or research administration; • Make recommendations for the development of possible further links between library OPACs and institutional repositories, identifying the benefits to relevant stakeholder groups
