    A cross-sectional study of the inter-relationships of strategic, contextual and performance variables

    This is an empirical investigation of the nature of corporate strategic planning practices among major corporations operating in the ASEAN countries - Singapore, Malaysia, Thailand, Philippines and Indonesia. The study is structured along a hypothesis testing framework. The data was collected via mailed survey instruments (using mainly 5-point Likert-type scales) which were developed for each respondent type - the Chief Executive, Senior Manager, and Corporate Planner - and refined through pre-testing. Comparative analyses are made of inter-country and inter-industry differences in strategic planning practices. Hypotheses concerning the interrelationships of strategic, contextual and performance variables are then subjected to statistical testing. This study found interesting individual as well as patterns of correlationships between strategic-contextual, contextual-performance, and strategic-performance variables. The implications of these findings to management were discussed. Suggestions were also made as to the future directions of planning research

    Strategic development of the built environment through international construction, quality and productivity management

    This thesis presents a coherent, sustained and substantial contribution to the advancement of knowledge or application of knowledge or both in the field of construction management and economics. More specifically, this thesis outlines the strategic development of the built environment through lessons from international construction, quality and productivity management. The strategic role of construction in economic development is emphasized. It describes the contributions transnational construction firms made towards modern-day construction project management practices globally. It establishes the relationship between construction quality and economic development and fosters a better understanding of total quality management and quality management systems in enhancing construction industry performance. Additionally, it prescribes lessons from the manufacturing industry for construction productivity and identifies the amount of carbon emissions reduced through lean construction management practices to alleviate the generally adverse effects of the built environment on global climate change. It highlights the need for integrated management systems to enhance quality and productivity for sustainable development in the built environment. The thesis is an account of how the built environment has evolved, leveraging on lessons from international construction, quality and productivity management for improvements over the past two decades

    Foresight in governments – practices and trends around the world

    This study provides the initial results of a survey of foresight activities undertaken by a select group of governments around the world.The study was begun following the recent initiative by European Union (EU) in- stitutions to build a joint foresight capacity (European Strategy and Policy Analysis System – ESPAS) that assesses long-term global trends to help them strengthen policy planning. In addition to contributing to the discussion about this new EU activity, the study is also intended to be of interest for the wider European policy planning community and to anyone interested in learning about how governments practise ‘the art of the long view’ (Schwartz, 1991).This study looks at the way governments approach foresight, the issues they try to grapple with and the challenges they face in connecting foresight and policy. Its focus is on foresight exercises that look ten years or more into the future. The study does not include within its scope foresight activities undertaken at the initiative of business, academic or non-governmental organisations, though some government-led activities do involve these other actors.Foresight work includes a range of activities related to the production of knowledge about possible futures. This knowledge is not of the future, nor any real future, but rather ‘the manufactured knowledge of [a] restricted number of possibilities’ (Sardar, 2010). The output of foresight work very often involves the creation of scenarios for the future which can be analysed for their likelihood and potential impact. Foresight also commonly uses practices such as ‘trend impact analysis’, ‘horizon scanning’, or the Delphi method.This study presents an initial tour d’horizon of a limited number of countries who undertake foresight activities: Australia, Brazil, Canada, China, Finland, France, Germany, India, Indonesia, Italy, Japan, Mexico, the Netherlands, Norway, Russia, Singapore, South Africa, South Korea, Sweden, Switzerland, the United Kingdom (UK) and the United States (US). The countries were chosen to represent a diverse selection of countries based on location, economic profile, power status and political regime. The analysis is based on desk research and interviews conducted with professionals in government, academia and think tanks. This study also looked at the foresight activities of a range of international organisations with mandates for public service and which interact with governments as sources of knowledge and policy advice. As foresight activity tends to be scattered across departments and not always made public, it was not possible to be exhaustive in our analysis of the countries in this study. Time constraints and language barriers may also have affected the outcome of the study.The first part of the study identifies the main issues that governments grapple with and offers a preliminary historical overview to shed light on current practice. The second part compares the approaches to foresight taken by governments and the institutional setting for foresight activities. The third part tries to assess the conditions for fruitful foresight

    Improving coastal livelihoods through sustainable aquaculture practices - a report to the collaborative APEC Grouper Research and Development Network

    Wild-harvest fisheries for live reef fish are largely over-exploited or unsustainable because of over-fishing and the widespread use of destructive fishing practices such as blast and cyanide fishing. Sustainable aquaculture – such as that of groupers – is one option for meeting the strong demand for reef fish, as well as potentially maintaining or improving the livelihoods of coastal communities. This report from a short study by the STREAM Initiative draws on secondary literature, media sources and four diverse case studies from at-risk reef fisheries, to frame a strategy for encouraging sustainable aquaculture as an alternative to destructive fishing practices. It was undertaken as a component of the APEC-funded project Collaborative Grouper Research and Development Network (FWG/01/2001) to better understand how recent technical advances in grouper culture and other complementary work – including that of the Asia-Pacific Marine Finfish Aquaculture Network (APMFAN) hosted by NACA – could better support the livelihoods of poor coastal communities.     Design for safety: theoretical framework of the safety aspect of BIM system to determine the safety index

    Despite the safety improvement drive that has been implemented in the construction industry in Singapore for many years, the industry continues to report the highest number of workplace fatalities, compared to other industries. The purpose of this paper is to discuss the theoretical framework of the safety aspect of a proposed BIM System to determine a Safety Index. An online questionnaire survey was conducted to ascertain the current workplace safety and health situation in the construction industry and explore how BIM can be used to improve safety performance in the industry. A safety hazard library was developed based on the main contributors to fatal accidents in the construction industry, determined from the formal records and existing literature, and a series of discussions with representatives from the Workplace Safety and Health Institute (WSH Institute) in Singapore. The results from the survey suggested that the majority of the firms have implemented the necessary policies, programmes and procedures on Workplace Safety and Health (WSH) practices. However, BIM is still not widely applied or explored beyond the mandatory requirement that building plans should be submitted to the authorities for approval in BIM format. This paper presents a discussion of the safety aspect of the Intelligent Productivity and Safety System (IPASS) developed in the study. IPASS is an intelligent system incorporating the buildable design concept, theory on the detection, prevention and control of hazards, and the Construction Safety Audit Scoring System (ConSASS). The system is based on the premise that safety should be considered at the design stage, and BIM can be an effective tool to facilitate the efforts to enhance safety performance.     Shifting Spatialities of Power: The Case of Australasian Aviation

    This paper explores how different modalities, spatialities and scales of power operate in a geopolitical context. By tracing the dynamic and shifting economic geographies of state and firm power in the events leading up to the collapse of a major Australian firm, Ansett Airlines, it reveals the difference that place and position make to the creation and use of power. The paper stresses agents’ relational positioning, their ‘places’ in multiple networks of association and the ways in which their past actions and visions of the future condition their strategic options. The paper contextualises the workings of power and explores how power relationships are re-configured in specific contested events. It concludes that power cannot be separated from the spatial and temporal dimensions of actual contexts, from actor’s positions in contexts, or from their strategic objective

    Perceptions of Physics Teachers in Singapore About Curriculum Sequencing

    Curricular sequencing is central to instruction design and enactment. If carefully planned for, the order of topics to be taught would determine how the fundamentals of the discipline can be presented and introduced to learners, in a sequence that eases them into more complex ways of reasoning and thinking about the domain. These sequences or learning progressions often reflect the experts’ conceptual schemas of the discipline and are conceived as strategic models for instruction (Duschl et al., 2011). The varied findings from current research on learning progressions underscore the complexity of teaching and learning, and imply that even ‘well-crafted’, standards-based, and authorized learning progressions need to be understood, decoded and customized by educators in the field. Teachers need to interpret and enact these standards-endorsed learning progressions in ways that are appropriate for their own students. This qualitative study sought to understand and document what physics teachers in Singapore believe are conceptual themes that connect the concepts in Kinematics and Dynamics, the logic that underpins the transitions between topics, and the considerations as well as general strategies that teachers employ when planning a learning progression. The sample was purposive and comprised 22 teachers who taught physics at grades seven to twelve in Singapore schools. Data were obtained through in-depth, task-based interviews with the physics teachers. The study found that the teachers’ arrangement of the learning objectives were unique, implying that there is likely to be no standard learning progression across Singapore classrooms or across school types. From the teacher interviews, there were a total of ten pedagogical strategies and considerations (six that were concept-themed and four that were generic) that teachers may reflect on when planning a learning progression. These ten pedagogical practices offer teachers various permutations for curricular sequencing. The findings of the study suggest that teachers recognize the significance and consequence of learning progressions and conscientiously plan their presentations of the teaching unit. In the teachers’ daily teaching practice, the order of topics taught depends on contextual factors and their professional beliefs, and would thus depart from a standard formal sequence
