    A study of health effects of long-distance ocean voyages on seamen using a data classification approach

    Background: Long-distance ocean voyages may have substantial impacts on seamen’s health, possibly causing malnutrition and other illness. Measures can possibly be taken to prevent such problems from happening through preparing special diet and making special precautions prior or during the sailing if a detailed understanding can be gained about what specific health effects such voyages may have on the seamen. Methods: We present a computational study on 200 seamen using 41 chemistry indicators measured on their blood samples collected before and after the sailing. Our computational study is done using a data classification approach with a support vector machine-based classifier in conjunction with feature selections using a recursive feature elimination procedure. Results: Our analysis results suggest that among the 41 blood chemistry measures, nine are most likely to be affected during the sailing, which provide important clues about the specific effects of ocean voyage on seamen’s health. Conclusions: The identification of the nine blood chemistry measures provides important clues about the effects of long-distance voyage on seamen’s health. These findings will prove to be useful to guide in improving the living and working environment, as well as food preparation on ships

    Written by a senior scholar and master mariner, Sailors and Traders is the first comprehensive account of the maritime peoples of the Pacific. It focuses on the sailors who led the exploration and settlement of the islands and New Zealand and their seagoing descendants, providing along the way new material and unique observations on traditional and commercial seagoing against the background of major periods in Pacific history. The book begins by detailing the traditions of sailors, a group whose way of life sets them apart. Like all others who live and work at sea, Pacific mariners face the challenges of an often harsh environment, endure separation from their families for months at a time, revere their vessels, and share a singular attitude to risk and death. The period of prehistoric seafaring is discussed using archaeological data, interpretations from inter island exchanges, experimental voyaging, and recent DNA analysis. Sections on the arrival of foreign exploring ships centuries later concentrate on relations between visiting sailors and maritime communities. The more intrusive influx of commercial trading and whaling ships brought new technology, weapons, and differences in the ethics of trade. The successes and failures of Polynesian chiefs who entered trading with European-type ships are recounted as neglected aspects of Pacific history. As foreign-owned commercial ships expanded in the region so did colonialism, which was accompanied by an increase in the number of sailors from metropolitan countries and a decrease in the employment of Pacific islanders on foreign ships. Eventually small-scale island entrepreneurs expanded inter island shipping, and in 1978 the regional Pacific Forum Line was created by newly independent states. This was welcomed as a symbolic return to indigenous Pacific ocean linkages. The book’s final sections detail the life of the modern Pacific seafarer. Most Pacific sailors in the global maritime labor market return home after many months at sea, bringing money, goods, a wider perspective of the world, and sometimes new diseases. Each of these impacts is analyzed, particularly in the case of Kiribati, a major supplier of labor to foreign ships

    Does long-term length of stay on board affect the repatriation rates of seafarers?

    Background: The length of seafarers’ contract has undergone scrutiny regarding the health, welfare, and fatigue of the crew. This study investigates whether a stay of more than 200 days can increase the risk of medical repatriation among Filipino seafarers. Materials and methods: We reviewed the number of medical repatriations from January 2014 to December 2016, specifically those who were repatriated after more than 200 days on board. We used WHO ICD-10 classification to categorise diseases and medical events that cause the repatriation, and classified them under “Injury” or “Illness” as defined by the Occupational Injury and Illness Classification Manual. We also separated those who worked on cargo vessels as well as those who worked on passenger ships. We requested for the total number of seafarers who worked longer than 200 days on board. After calculating a repatriation rate for this specific group of long-term workers, we then compared this with a previous study. Chi-square analysis and regression analysis were applied to analyse the data comparing the passenger versus cargo ships repatriation rates. Results: There were a total of 840 cases of long-term repatriations in this study for the 3 year period. The total number of crew who had stayed for more than 200 days was 51,830. The different causes of repatriation are presented. Repatriation rates are also shown and a study of the regular stay and long term contracts are also compared. Conclusions: There are various disease entities significantly higher in the long term work group. We offer some possible explanations for some of these differences in repatriation rates. This data could be useful in planning of schedules, work hours and contracts as well as the prevention of disease in seafarers

    “IMPROVEMENT OF MARITIME EDUCATION AND TRAINING IN IRAN TOWARDS THE RATIFICATION AND IMPLEMENTATION OF STCW CONVENTION \ International conventions which Iran is a party to, are : - Safety of life at sea (SOLAS) I960 - Load line CLL) 1966 - Tonnage Measurement 1969 - Fund 1971 But there are a number of international codes,conventions, and other instruments related directly or indirectly to maritime education and training to which Iran is not a party . Such instruments are those adopted by I.L.O, I.T.U, and I.M.O,. It is very difficult to deal in detail with specific requirements of all conventions concerned. Furthermore , it is not intended nor within purpose of this project to go into details of those instruments, therefore it is appropriate to deal excusively with the 1978 STCW Convention as the title of this paper indicates. Iran could not attended the International Conference on Training and Certification of sea fareres held in London in 1978.A first step towards ratification of the STCW 1978 Convention is that, in the revised Iranian Maritime iii Code,the STCW Convention and the compliance with its requirements has been mentioned and accepted in principle. So the aim of this paper is to discuss all technical requirements of the convention. Also, I will try to touch on some of the associated policy ,administration , and organisational implementions, invalved in the preparation of the required means and instruments, one by one and I will go through the ratification and implementation process of the-STCW Convention. Once Iran ratifies the STCW Convention there will be a total fundemental change of its training system and certificate structure to be more in line with that of the Convention.Among others the trading limits will be revised to constitute two trading limits namely :near coastal and unrestricted . In this paper , an attempt has been made to plan and recommend a suitable procedure from the begining of the ratification of the convention to the mandatory requirements and courses to compLy with the STCW Convention and drafting of the subsidiary (relevant) legislation

    The aim of the thesis is to investigate the nineteenth-century evolution of an Italian maritime community, Camogli, within the broader framework of the technological transition from sail to steam. Thus, the thesis aims to shed light on an understudied process, at least with regard to the Mediterranean merchant marines, by adopting a micro-global perspective focused on the community of Camogli, its fleet and its seafarers. In so doing, the thesis outline the evolution of the maritime activities of the community, from the \u201clocal\u201d cabotage scale to the \u201cglobal\u201d oceanic tramp shipping, and aims to examine the transformations occurred in its shipping business and maritime labour, throughout a process which led to the gradual decline of the community, culminated in the fleet breakdown during the First World War

    Historical Exploration - Learning Lessons from the Past to Inform the Future

    This report examines a number of exploration campaigns that have taken place during the last 700 years, and considers them from a risk perspective. The explorations are those led by Christopher Columbus, Sir Walter Raleigh, John Franklin, Sir Ernest Shackleton, the Company of Scotland to Darien and the Apollo project undertaken by NASA. To provide a wider context for investigating the selected exploration campaigns, we seek ways of finding analogies at mission, programmatic and strategic levels and thereby to develop common themes. Ultimately, the purpose of the study is to understand how risk has shaped past explorations, in order to learn lessons for the future. From this, we begin to identify and develop tools for assessing strategic risk in future explorations. Figure 0.1 (see Page 6) summarizes the key inputs used to shape the study, the process and the results, and provides a graphical overview of the methodology used in the project. The first step was to identify the potential cases that could be assessed and to create criteria for selection. These criteria were collaboratively developed through discussion with a Business Historian. From this, six cases were identified as meeting our key criteria. Preliminary analysis of two of the cases allowed us to develop an evaluation framework that was used across all six cases to ensure consistency. This framework was revised and developed further as all six cases were analyzed. A narrative and summary statistics were created for each exploration case studied, in addition to a method for visualizing the important dimensions that capture major events. These Risk Experience Diagrams illustrate how the realizations of events, linked to different types of risks, have influenced the historical development of each exploration campaign. From these diagrams, we can begin to compare risks across each of the cases using a common framework. In addition, exploration risks were classified in terms of mission, program and strategic risks. From this, a Venn diagram and Belief Network were developed to identify how different exploration risks interacted. These diagrams allow us to quickly view the key risk drivers and their interactions in each of the historical cases. By looking at the context in which individual missions take place we have been able to observe the dynamics within an exploration campaign, and gain an understanding of how these interact with influences from stakeholders and competitors. A qualitative model has been created to capture how these factors interact, and are further challenged by unwanted events such as mission failures and competitor successes. This Dynamic Systemic Risk Model is generic and applies broadly to all the exploration ventures studied. This model is an amalgamation of a System Dynamics model, hence incorporating the natural feedback loops within each exploration mission, and a risk model, in order to ensure that the unforeseen events that may occur can be incorporated into the modeling. Finally, an overview is given of the motivational drivers and summaries are presented of the overall costs borne in each exploration venture. An important observation is that all the cases - with the exception of Apollo - were failures in terms of meeting their original objectives. However, despite this, several were strategic successes and indeed changed goals as needed in an entrepreneurial way. The Risk Experience Diagrams developed for each case were used to quantitatively assess which risks were realized most often during our case studies and to draw comparisons at mission, program and strategic levels. In addition, using the Risk Experience Diagrams and the narrative of each case, specific lessons for future exploration were identified. There are three key conclusions to this study: Analyses of historical cases have shown that there exists a set of generic risk classes. This set of risk classes cover mission, program and strategic levels, and includes all the risks encountered in the cases studied. At mission level these are Leadership Decisions, Internal Events and External Events; at program level these are Lack of Learning, Resourcing and Mission Failure; at Strategic Level they are Programmatic Failure, Stakeholder Perception and Goal Change. In addition there are two further risks that impact at all levels: Self-Interest of Actors, and False Model. There is no reason to believe that these risk classes will not be applicable to future exploration and colonization campaigns. We have deliberately selected a range of different exploration and colonization campaigns, taking place between the 15th Century and the 20th Century. The generic risk framework is able to describe the significant types of risk for these missions. Furthermore, many of these risks relate to how human beings interact and learn lessons to guide their future behavior. Although we are better schooled than our forebears and are technically further advanced, there is no reason to think we are fundamentally better at identifying, prioritizing and controlling these classes of risk. Modern risk modeling techniques are capable of addressing mission and program risk but are not as well suited to strategic risk. We have observed that strategic risks are prevalent throughout historic exploration and colonization campaigns. However, systematic approaches do not exist at the moment to analyze such risks. A risk-informed approach to understanding what happened in the past helps us guard against the danger of assuming that those events were inevitable, and highlights those chance events that produced the history that the world experienced. In turn, it allows us to learn more clearly from the past about the way our modern risk modeling techniques might help us to manage the future - and also bring to light those areas where they may not. This study has been retrospective. Based on this analysis, the potential for developing the work in a prospective way by applying the risk models to future campaigns is discussed. Follow on work from this study will focus on creating a portfolio of tools for assessing strategic and programmatic risk

    A world for the subject and a world of witnesses for the evidence : developments in geographical literature and the travel narrative in seventeenth-century England

    In the latter half of the seventeenth century, the first-person overseas voyage narrative enjoyed an unprecedented degree of popularity in England. This thesis is concerned with texts written by travellers and the increasing perception that such information might be useful to those engaged in newly-developing scientific specialisms. It draws upon a wide range of texts including geographiae, physico-theological texts, first-person voyage narratives and imaginary voyage prose fictions. The main focus of the thesis is on the movement away from traditional encyclopaedic geographical textbooks whose treatment of non-European countries comprised an amalgam of unattributed information and a mass of traditional and erudite beliefs, towards a priontising of eyewitness accounts by named observers. Following an introductory survey of the production of an indigenous body of geographical literature in England, the first chapter traces the decline in popularity of traditional geographiae and the separation of regional description from general theories of the earth. The second chapter shows how in the Restoration period the concerted efforts of Fellows of the newly-established Royal Society resulted in a significant increase in the number of overseas travel narratives being published. The third chapter looks at the way in which the Royal Society's campaign developed from its initiation in 1666 to the close of the century, focusing on the response of travellers to the Society's requests for information. The fourth chapter considers the way in which earlier accounts were advertised as fulfilling contemporary expectations of this type of discourse. The fifth and sixth chapters concern fictitious voyage narratives. Imitative of a genre the value of which was increasingly seen as residing in its veracity, these fictions adapted in accordance with the changes being introduced to real voyage accounts whilst continuing to perpetuate the archaic myths and traditional beliefs which had been ehminated from factual geographical description. Appended to the thesis is a list of accounts of voyages and travels outside Europe, printed in the Philosophical Transactions (1665-1700). Also listed are reviews and abstracts of geographical texts, inquiries concerning specific locations and directions and instructions aimed at seamen, with brief biographical information about the authors to indicate the range of contributors to that journal
