    Flood Warning and Monitoring System Utilizing Internet of Things Technology

    Flooding is one of the major disasters occurring in various parts of the world including Malaysia. To reduce the effect of the disaster, a flood warning and monitoring are needed to give an early warning to the victims at certain place with high prone to flood. By implementing Internet of Thing technology into the system, it could help the victim to get an accurate status of flood in real-time condition. This paper is develop a real-time flood monitoring and early warning system using wireless sensor node at a high prone area of flood. This system is based on NodeMCU based technology integrated using Blynk application. The wireless sensor node can help the victims by detecting the water levels and rain intensity while giving an early warning when a flood or heavy rain occurs. Basically, the sensor node consists of ultrasonic sensor and rain sensor controlled by NodeMCU as the microcontroller of the system which placed at the identified flood area. Buzzer and LED started to trigger and alert the victim when the flood had reached certain level of hazard. Data detected from the sensors are sent to the Blynk application via wireless connection. Victim will get to know the current status of flood and rain by viewing the interface and receiving push notification that available in Blynk application via IOS or Android smartphones. The flood level’s data sent to the email could help various organizations for further improvement of the system and flood forecasting purposes. After a test had been conducted, it was found that this prototype can monitor, detect and give warning with notification to the victim earlier before the occurrence of floods

It is essential to develop systems to predict disasters and to generate and disseminate timely warnings. Recently, technologies such as the Internet of Things solutions have been integrated into alert systems to provide an effective method to gather environmental data and produce alerts. This work reviews the literature regarding Internet of Things solutions in the field of Early Warning for different natural disasters: floods, earthquakes, tsunamis, and landslides. The aim of the paper is to describe the adopted IoT architectures, define the constraints and the requirements of an Early Warning system, and systematically determine which are the most used solutions in the four use cases examined. Highlighted in this catalog are readily available preparedness and response apps that can be accessed by wireless devices, as well as assistive resources to advance the usability of wireless devices for consumers with disabilities. The apps are also helpful for the whole community. “Federal Emergency Management Agency (FEMA)’s “Whole Community” approach to emergency management recognizes that individuals, families and communities are assets and keys to success (Fugate 2011).

    This report constitutes Deliverable 2.2 of the FP7 Security Program research project ‘Designing Safer Urban Spaces’ (DESURBS, Grant Agreement no. 261652). The purpose of this report is to highlight the examples of open access online security and resilience approaches and tools and key documents that support decision making in regard to the Integrated Security and Resilience (ISR) framework (WP2.3), the structure of which has been incorporated into all the WP2 deliverables. The report presents information on the approaches mentioned above, found during the course of an extensive literature review, and from data collection that has been undertaken in the Nottingham (UK) and Jerusalem (Israel) case study cities of the project. This deliverable demonstrates that there is a great number of tools and documents available online, however the majority of them are context-specific and can only provide partial information that can be useful in disaster risk management. It has been identified that many of the tools are multi-hazard and can be used in conjunction with international documents and guidelines. There is however a lack of open-access tools for specific hazards, in particular industrial accidents and ground movements. This is due to a high specificity of these events and a necessity to use high-tech equipment for identification of these hazards and their mitigation

    With its growing usage, mobile technology is greatly improving disaster relief and public safety efforts. Countries around the world face threats from natural disasters, climate change, civil unrest, terrorist attacks, and criminal activities, among others. Mobile devices, tablets, and smart phones enable emergency providers and the general public to manage these challenges and mitigate public safety concerns.In this paper, part of the Brookings Mobile Economy Project, we focus on how mobile technology provides an early warning system, aids in emergency coordination, and improves public communications. In particular, we review how mobile devices assist with public safety, disaster planning, and crisis response. We explain how these devices are instrumental in the design and functioning of integrated, multi-layered communications networks. We demonstrate how they have helped save lives and ameliorate human suffering throughout the world

It has been widely recognized that information and communication technologies may contribute to knowledge management if they can be suitably utilized.     The Global Flood Partnership Conference 2017 - From hazards to impacts

    From 27 – 29 June 2017, the 2017 Global Flood Partnership Conference was held at the University of Alabama, U.S.A. More than 90 participants attended the conference coming from 11 different countries in 5 continents. They represented 56 institutions including international organisations, the private sector, national authorities, universities, governmental research agencies and non-profit organisations. Each year, floods cause devastating losses and damage across the world. Growing populations in ill-planned flood-prone coastal and riverine areas are increasingly exposed to more extreme rainfall events. With more population and economic assets at risk, governments, banks, international development and relief agencies, and private firms are investing in flood reduction measures. However, in many countries, the flood risk is not managed optimally because of a lack of scientific data and methods or a communication gap between science and risk managers. The Global Flood Partnership was launched in 2014 and is a cooperation framework between scientific organisations and flood disaster managers worldwide to develop flood observational and modeling infrastructure, leveraging on existing initiatives for better predicting and managing flood disaster impacts and flood risk globally. The conference theme was “From hazards to impacts” and participants had the opportunity to showcase their latest relevant research and activities. As usual, the advances and success stories of the Partnership were reviewed and the next steps to further strengthen the GFP were discussed. As in past meetings, participants had numerous opportunities to present their work, exchange ideas, and turn it into a lively and successful meeting.     We live in a globalised world characterized by constant crises in numerous social and geographical areas. Political instability, climate change, overpopulation, uncontrolled migration, poor governance, crime, as well as many other factors create the circumstances from which crises can develop. Each crisis given its causes and possible consequences requires different approaches and response systems. This research focuses on considering modern technological solutions that have the purpose of alerting and protecting individuals from risks and threats that can lead to their suffering, caused by natural, technical-technological and anthropogenic crisis events. It also aims to link the theory of human security and the big data concept and present their application through the development of the early warning system for crisis management in the Republic of Croatia. This research has significant value because it analyses and describes the establishment of a particular system in the world
