    A Systemic Approach to Next Generation Infrastructure Data Elicitation and Planning Using Serious Gaming Methods

    Infrastructure systems are vital to the functioning of our society and economy. However, these systems are increasingly complex and are more interdependent than ever, making them difficult to manage. In order to respond to increasing demand, environmental concerns, and natural and man-made threats, infrastructure systems have to adapt and transform. Traditional engineering design approaches and planning tools have proven to be inadequate when planning and managing these complex socio-technical system transitions. The design and implementation of next generation infrastructure systems require holistic methodologies, encompassing organizational and societal aspects in addition to technical factors. In order to do so, a serious gaming based risk assessment methodology is developed to assist infrastructure data elicitation and planning. The methodology combines the use of various models, commercial-off-the-shelf solutions and a gaming approach to aggregate the inputs of various subject matter experts (SMEs) to predict future system characteristics. The serious gaming based approach enables experts to obtain a thorough understanding of the complexity and interdependency of the system while offering a platform to experiment with various strategies and scenarios. In order to demonstrate its abilities, the methodology was applied to National Airspace System (NAS) overhaul and its transformation to Next Generation Air Transportation System (NextGen). The implemented methodology yielded a comprehensive safety assessment and data generation mechanism, embracing the social and technical aspects of the NAS transformation for the next 15 years

    An Agent-based Approach for Improving the Performance of Distributed Business Processes in Maritime Port Community

    In the recent years, the concept of “port community” has been adopted by the maritime transport industry in order to achieve a higher degree of coordination and cooperation amongst organizations involved in the transfer of goods through the port area. The business processes of the port community supply chain form a complicated process which involves several process steps, multiple actors, and numerous information exchanges. One of the widely used applications of ICT in ports is the Port Community System (PCS) which is implemented in ports in order to reduce paperwork and to facilitate the information flow related to port operations and cargo clearance. However, existing PCSs are limited in functionalities that facilitate the management and coordination of material, financial, and information flows within the port community supply chain. This research programme addresses the use of agent technology to introduce business process management functionalities, which are vital for port communities, aiming to the enhancement of the performance of the port community supply chain. The investigation begins with an examination of the current state in view of the business perspective and the technical perspective. The business perspective focuses on understanding the nature of the port community, its main characteristics, and its problems. Accordingly, a number of requirements are identified as essential amendments to information systems in seaports. On the other hand, the technical perspective focuses on technologies that are convenient for solving problems in business process management within port communities. The research focuses on three technologies; the workflow technology, agent technology, and service orientation. An analysis of information systems across port communities enables an examination of the current PCSs with regard to their coordination and workflow management capabilities. The most important finding of this analysis is that the performance of the business processes, and in particular the performance of the port community supply chain, is not in the scope of the examined PCSs. Accordingly, the Agent-Based Middleware for Port Community Management (ABMPCM) is proposed as an approach for providing essential functionalities that would facilitate collaborative planning and business process management. As a core component of the ABMPCM, the Collaborative Planning Facility (CPF) is described in further details. A CPF prototype has been developed as an agent-based system for the domain of inland transport of containers to demonstrate its practical effectiveness. To evaluate the practical application of the CPF, a simulation environment is introduced in order to facilitate the evaluation process. The research started with the definition of a multi-agent simulation framework for port community supply chain. Then, a prototype has been implemented and employed for the evaluation of the CPF. The results of the simulation experiments demonstrate that our agent-based approach effectively enhances the performance of business process in the port community

    Promoting Intermodal Connectivity at California’s High Speed Rail Stations

    High-speed rail (HSR) has emerged as one of the most revolutionary and transformative transportation technologies, having a profound impact on urban-regional accessibility and inter-city travel across Europe, Japan, and more recently China and other Asian countries. One of HSR’s biggest advantages over air travel is that it offers passengers a one-seat ride into the center of major cities, eliminating time-consuming airport transfers and wait times, and providing ample opportunities for intermodal transfers at these locales. Thus, HSR passengers are typically able to arrive at stations that are only a short walk away from central business districts and major tourist attractions, without experiencing any of the stress that car drivers often experience in negotiating such highly congested environments. Such an approach requires a high level of coordination and planning of the infrastructural and spatial aspects of the HSR service, and a high degree of intermodal connectivity. But what key elements can help the US high-speed rail system blend successfully with other existing rail and transit services? That question is critically important now that high-speed rail is under construction in California. The study seeks to understand the requirements for high levels of connectivity and spatial and operational integration of HSR stations and offer recommendations for seamless, and convenient integrated service in California intercity rail/HSR stations. The study draws data from a review of the literature on the connectivity, intermodality, and spatial and operational integration of transit systems; a survey of 26 high-speed rail experts from six different European countries; and an in-depth look of the German and Spanish HSR systems and some of their stations, which are deemed as exemplary models of station connectivity. The study offers recommendations on how to enhance both the spatial and the operational connectivity of high-speed rail systems giving emphasis on four spatial zones: the station, the station neighborhood, the municipality at large, and the region

Modern electric distribution systems with emerging operation methods and advanced metering systems bring new challenges to the system analysis, control and management. Interdependency of cyber and physical layers and interoperability of various control and management strategies require wide and accurate test and analysis before field implementation. Real-time simulation is known as a precise and reliable method to support new system/device development from initial design to implementation. However, for the study of different application algorithms, considering the various expertise requirements, the interconnection of multiple development laboratories to a real-time simulation lab, which constitutes the core of an interdepartmental real-time simulation platform, is needed. This paper presents the implemented architecture of such an integrated lab, which serves real-time simulations to different application fields within electric distribution system domain. The architecture is an implementation of an Internet-of-Things to facilitate software in-the-loop (SIL) and hardware in-the-loop (HIL) tests. A demo of the proposed architecture is presented, applied to the testing of a fault location algorithm in a portion of a realistic distribution system model.     Mechanical Analysis of Subgrades of Road Pavements in Life Cycle Assessment

    When evaluating the sustainability of a construction project, it is important to verify the influence of climate uncertainty and the depletion of natural resources that permeate the strategies to make infrastructure possible, especially those associated with the transportation sector, which have great potential to generate environmental impacts. Thus, the objective of this study is to evaluate the effect that subgrade material variation, which constitutes highway pavements with flexible surfacing, can generate in the Life Cycle Assessment (LCA) of these infrastructures. For this purpose, pavements that had the same materials and thicknesses for the execution of the base (gravel soil-NG') and the subbase (clay soil LG'), but with subgrades composed of different types of tropical soils, classified as lateritic and non-lateritic, were proposed. The combination of these elements enabled the elaboration of pavements with different service lives and atmospheric emissions. The scope of the study included the phases of extraction and production of the inputs necessary to build the roadway envisioned in each scenario, as well as the construction phase itself, considering the operation of construction equipment. The LCA focused on the emission of greenhouse gases (GHGs) and the quantity of primary energy employed in the phases considered. It was concluded that the materials used in this study have similar mechanical behavior, and therefore the results of the design of the thicknesses of the asphalt overlay were close and consequently result in similar energy consumption and greenhouse gas emissions. Doi: 10.28991/CEJ-2022-08-07-012 Full Text: PD
