    The role of young users in determining long term care expenditure in Norway

    <i>Aims</i>: In Norway, it is the responsibility of the country's 429 municipalities to provide long term care (LTC) services to their residents. Recent years have seen a sharp rise in the number of LTC users under the age of 65. This paper aims to explore the effect of this rise on LTC expenditure. <i>Methods</i>: Panel data models are used on data from municipalities from 1986 to 2011. An instrumental variable approach is also utilised to account for possible endogeneity related to the number of young users. <i>Results</i>: The number of young users appears to have a strong effect on LTC expenditure. There is also evidence of municipalities exercising discretion in defining eligibility criteria for young users in order to limit expenditure. Conclusions: The rise in the number of young LTC users presents a long-term challenge to the sustainability of LTC financing. The current budgeting system does not appear to fully compensate municipalities for expenditure on young LTC users. This may put strain on the financing of services for older users

    A Theoretical Model for Measuring the Influence of Accessibility in Residential Choice Behaviour

    Due to the renewed interest for Integrated Land-use and Transport models, the urge for sound models that describe the behaviour of the agents on the urban markets has grown. A preferred subject of study within this context is the empirical research into the influence of accessibility on the residential choice behaviour of households. However, despite of the effort of several researchers, this relationship seems hard to quantify. In this paper we present a theoretical design for a discrete choice model of the residential choice of households. From the existing knowledge from a literature review and new insights, we present a new approach for measuring the influence of accessibility on the residential choice process. This theoretical model exists of three main parts, namely: the unique information of households, the arrangement of households into certain destination groups and composing systematic choice sets to estimate a discrete choice model. Within this framework, an important role is set aside for the concept of subjective accessibility, being the individuals perception and utility of accessibility. Finally, we derived a Logit model that is able to combine the simultaneous influence of migration distance and commuting time.

    URRUC - Urban-rural Connectivity in Non-metropolitan Regions. Final report

    Urban-rural linkages and interactions are of vital importance for the future development of the non-metropolitan regions and to achieve the Europe 2020 goals of smart, sustainable and inclusive growth actively supported by the current European Structural and Investment Funds and a number of EU policy initiatives. In particular, the new Cohesion Policy Regulation (2014-2020) puts a strong emphasis on the role of urban-rural interactions for achieving better coordination of structural funds as well as new tools fostering integrated strategies which can allow for EU Member States to make territorial investments in a more flexible and targeted way. The European Commission is currently working with the Member States, industry and public authorities to roll-out the “Intelligent Transport Systems” (ITS) initiative, which is considered “vital to increase safety and tackle Europe's growing emission and congestion problems”, but also for creating new services and jobs as well as supporting growth in the transport sector. This type of innovative demand-response transport management system provides an ideal solution for rural and low-population metropolitan areas as it allows for tailor-made services giving rural residents possibilities to move with the same freedom as residents in cities and towns. This has proven to be a cost-effective type of transport system offering wider territorial coverage The four stakeholders involved in this targeted analysis have identified a potential opportunity to improving transport policy and systems related to urban-rural connectivity in non-metropolitan areas by engaging in knowledge transfer processes and activities based on networks of exchange. This process will help identify good practices and generate recommendations for policy makers and stakeholders in the stakeholder regions and countries as well as in territories across the EU faced with similar challenges, particularly coastal locations with nearby isolated communities and hinterlands. The territorial evidence that will be produced within this activity will be particularly useful with regards to developing policies for non-metropolitan regions that suffer from limitations of connectivity, poor accessibility to services and unbalanced development by identifying good practices to improve the internal connectivity and sustainability of transport systems, supporting synergies and cross-sectoral dialogue, and advancing public transport planning

    Urban transport, pedestrian mobility and social justice: a GIS analysis of the case of the Lisbon Metropolitan Area

    Urban transport projects redistribute accessibility and environmental quality across the city, potentially creating disadvantages for some social groups. This thesis investigates whether these effects are cumulative or compensatory in the case of the Lisbon Metropolitan Area, analysing inequalities in the light of competing principles of social justice. The novelty of this research lies in the interpretation of local environmental effects as factors restraining the mobility of pedestrians. We propose a series of GIS-based indicators, including community severance and noise exposure of pedestrians on the way to work and walking around their neighbourhoods. We found that projects giving priority to private transport have a disproportionate effect on the pedestrian environment of the elderly and low-qualified populations. The analysis addresses two of the most pressing issues in transport equity analysis. The first is the spatial heterogeneity in patterns of inequality. We estimate relationships between socio-economic variables and indicators of the local effects of transport using alternative comparison areas, defined in terms of centrality and commuting destinations. We found that the social distribution of those effects is sensitive to location and spatial scale. The second issue is the nature of the processes leading to inequalities. We show that accessibility and pedestrian mobility have an influence on neighbourhood socio-economic recomposition and on patterns of settlement in newly developed areas. We also analyse the implications of integrating distributive concerns in transport planning. In the design of the optimal route alignment for a new road, these concerns may increase aggregate community severance costs. In the application of traffic restriction policies, there are trade-offs between the welfare of different groups of concern in terms of time to work and pedestrian exposure to noise. In both cases, the achievement of equity may not be compatible with the party-political interests of the policy-maker

    An academic and policy debate has been running in recent decades on whetherand to what extent travel behaviour is influenced by the built environment.This dissertation addresses the influence on daily travel distance, chainingbehaviour, car ownership, and car commuting. As cars are the dominant modeof transport, car travel received most attention. The analyses were based ona comprehensive dataset collected in the North Wing of the Randstad in theNetherlands. The study findings indicate that a more compact urban structurereduces car use. However, the effects are small. One important lesson is thatbehavioural mechanisms are never simple but invariably elicit compensation.The challenge facing planners is to design cities and neighbourhoods that makeit easier to drive less and that are attractive to live in

    An Investigation of Intra-Household Interactions in Travel Mode Choice

    AN INVESTIGATION OF INTRA-HOUSEHOLD INTERACTIONS IN TRAVEL MODE CHOICE This thesis develops a modelling framework to integrate intra-household interactions with tour-based mode choice. The findings provide evidence of intra-household interactions in travel mode choice of each household member and highlight factors associated with joint household activities and shared ride arrangements, with a distinction between weekdays and weekends. The results indicate that household resources, mobility and social constraints, and opportunities to coordinate household members’ activities play an important role in arranging joint household travel. Also, modelling outputs signal the differences that interpersonal interactions make to model elasticities and the implications for transport policy. The originality and the contribution of this research lie in four main areas. First, it tests the relevance of interactions between household members to household mode choice decisions and adds an additional ‘layer of interactions’ to the activity-based modelling framework. The study offers an analysis of household travel decisions embedding context and situation effects, thereby reflecting more realistically the nature of travel decisions. Second, this study offers a typology of joint household tour patterns embedded in a modelling approach which permits a variety of activity-travel patterns amongst all household members together with intra-household interactions. Third, the research provides evidence on the effects of land use factors measured at the micro-level so as to identify which aspects of the built environment are most likely to support policy change for sustainable transport choices. Finally, by separating weekend activity-travel from their weekday counterparts, this study is able to quantify empirically differences which suggest different transport management measures aimed to alleviate traffic congestion and promote public transport use

    Environmental sustainability in basic research:a perspective from HECAP+

    The climate crisis and the degradation of the world's ecosystems require humanity to take immediate action. The international scientific community has a responsibility to limit the negative environmental impacts of basic research. The HECAP+ communities (High Energy Physics, Cosmology, Astroparticle Physics, and Hadron and Nuclear Physics) make use of common and similar experimental infrastructure, such as accelerators and observatories, and rely similarly on the processing of big data. Our communities therefore face similar challenges to improving the sustainability of our research. This document aims to reflect on the environmental impacts of our work practices and research infrastructure, to highlight best practice, to make recommendations for positive changes, and to identify the opportunities and challenges that such changes present for wider aspects of social responsibility
