Design and Characterization of a Secure Automatic Dependent Surveillance-Broadcast Prototype
During sensitive military operations, such as air operations in theater, the broadcasting of ADS-B messages poses a serious security concern, but the small message payload of ADS-B transmissions renders encryption standards such as AES unsuitable. Format-preserving encryption (FPE), a technique already in use on small message sizes such as credit card numbers, provides a suitable implementation of strong symmetric key encryption for the military context. This research proposes and details a Secure ADS-B (SADS-B) system which utilizes a bump-in-the-wire approach for encryption and decryption of ADS-B messages using FPE, going on to then characterize the prototype\u27s performance using the following metrics: detection and error rates, operational latency, and utilization of resources on the underlying field programmable gate array (FPGA) hardware. Findings include sub-millisecond operational latency, full data rate throughput capability for ADS-B, and approximately 50% utilization of the available FPGA resources. Overall, findings suggest that a layered security system such as SADS-B is suitable for adding confidentiality to ADS-B

There is no place like the Air Force Institute of Technology (AFIT). There is no academic group like AFIT’s Graduate School of Engineering and Management. Although we run an educational institution similar to many other institutions of higher learning, we are different and unique because of our defense-focused graduate-research-based academic programs. Our programs are designed to be relevant and responsive to national defense needs. Our programs are aligned with the prevailing priorities of the US Air Force and the US Department of Defense. Our faculty team has the requisite critical mass of service-tested faculty members. The unique composition of pure civilian faculty, military faculty, and service-retired civilian faculty makes AFIT truly unique, unlike any other academic institution anywhere

Communication planning for development: an operational framework
This thesis is concerned with communication planning for national development: specifically with the problem of utilising a developing country's communication resources to support an integrated programme of social, political and economic mobilisation. The research which it describes sets out to construct, and test, an operational planning framework, to include among its parameters decision-making processes and political factors as well as planning strategies for communication.
Following a literature search, a number of guiding principles in support of communication planning are hypothesized. These principles are then evaluated, modified and categorised, through comparison with selected communication projects and surveys, at levels ranging from the local to the national and regional. Subsequently, on the basis of this analysis, an experimental planning framework is devised, which is constructed around two basic axes: the first defining planning participants (including both planners and decision-makers), and the second defining the sequence of planning. A particular emphasis in elaborating this framework is on the relationship between communication and development planning, and on interactions between the various sectors concerned with national development.
An account is then given of a field test of the experimental framework in a developing country (Afghanistan); during which independent evaluations of both the framework and of its application were carried out. Following an analysis of these evaluations, the framework is modified and a revised version proposed. Finally, an attempt is made to relate the planning framework to current concerns with popular access to communication resources, and participation in communication planning and management, as a guide to future application and evaluation
Toward Agent-based Modeling of the U.S. Department of Defense Acquisition System
The systems development, procurement and sustainment of a nation\u27s military equipment is vital to its national interests, but the process is complex, constantly changing and highly adaptive, as well as time consuming and costly. The U.S. Department of Defense (DoD) expends both large amounts of capital and manpower to equip its armed forces. This research seeks to identify opportunities to gain better insight into the functioning of the defense acquisition system, building on previous simulations. A case is made that the DoD Requirements, Planning Acquisition, Technology and Logistics System is a complex adaptive system that has characteristics appropriate for exploration with agent-based modeling. This paper reviews relevant literature, existing models and presents preliminary analysis on an agent-based simulation of the DoD acquisition system. This research finds that agent-based modeling can provide insights to inform new acquisition theory
