    A study on the KPIs for smart water management in developing countries

    Thesis(Master) --KDI School:Master of Public Mangement,2020.The purpose of this study is to develop KPIs (Key Performance Index) to assess the level of smart water management in developing countries for the development and application of business models in developing countries. With existing projects centered on water resources, capital and complex projects, K-water is urgently needed to come up with new business alternatives for future K-water blueprints. K-water already developed 65 KPIs for the assessment of water management level (K-water, 2017). This study derived KPIs of an appropriate size considering water supply status in developing countries through Delphi technique as a first step. Twenty of the 65 existing indicators were selected as shown below. A. Water supply system features (6 items) B. Adequacy of Water Supply Facilities (7 items) C. Operational and Maintenance Reliability (7 items) In step 2, AHP analysis determined the priority of each indicator. It is expected that K-water will be able to support the expansion of new waterworks and overseas projects through assessment of smart water management level developed through this study.1.     Preface: This volume is the first published proceeding of the Utah Water Pollution Associations Annual Meeting. The Technical Program of the Annual Meeting was divided into five separate sessions. The program was developed to attract individuals concerned with management, design and operation of wastewater treatment facilities. Special emphsis was given to the design and operation of wastewater filtration devices. Unfortunately, four papers are not included in the proceedings because the authors failed to meet the submission deadline. These papers are (1) Utah Discharge Requirements by Calvin Sudweeks, (2) Chlorine, Califorms, 1977 Standards and you by Robert A. Sperling, (3) Panel Discussion by Ken Watson, and (4) Panel Discussion by Michael Miner. One additional paper entitled Problems of Mounting a Major Water Pollution Control Program by Martin Lang is not included in the proceedings due to personal committment as National Vice President of the Water Pollution Control Federation. The Technical Program Committee greatly appreciates the time and effort expended by the authors and advertisers who made these porceedings possible

    Regulatory Policies and Reforms in the Power and Downstream Oil Industries

    This paper looks at the regulatory reforms in the electricity and downstream oil industries, two important inputs to the production process that were heavily regulated by the government. While electricity has strong externalities as well as economies of scale and scope, the oil industry does not exhibit natural monopoly characteristics nor does it display economic features that would warrant government regulation. The paper also analyzes the economic theories underlying these reforms: why is regulation necessary, what are the different forms of regulation, and how can these policy reforms bring about competition? It also identifies the emerging issues and problems associated with the regulatory reforms. Given our little experience in the effective use of public regulation in a market-driven setting, research is needed to provide a deeper understanding of these issues within the context of our economic, institutional, and political structure. This is necessary in order to come up with possible approaches to overcome our weaknesses and shore up weak administrative and enforcement capacities.electricity and power, economic regulation, regulatory reform, downstream oil
