    A state which does not desire an arms race may nevertheless acquire new weapons if it believes another state will acquire them. If each state assigns some arbitrarily small probability to the event that the other state has a dominant strategy to acquire more weapons, then a multiplier effect appears, and the unique Bayesian Nash equilibrium involves an arms race with probability one. However, if the prior probability that a player is a dominant strategy type is sufficiently small, then there is an equilibrium of the cheap-talk extension of the arms race game where the probability of an arms race is close to zero.

    Global Solutions vs. Local Solutions for the AI Safety Problem

    There are two types of artificial general intelligence (AGI) safety solutions: global and local. Most previously suggested solutions are local: they explain how to align or “box” a specific AI (Artificial Intelligence), but do not explain how to prevent the creation of dangerous AI in other places. Global solutions are those that ensure any AI on Earth is not dangerous. The number of suggested global solutions is much smaller than the number of proposed local solutions. Global solutions can be divided into four groups: 1. No AI: AGI technology is banned or its use is otherwise prevented; 2. One AI: the first superintelligent AI is used to prevent the creation of any others; 3. Net of AIs as AI police: a balance is created between many AIs, so they evolve as a net and can prevent any rogue AI from taking over the world; 4. Humans inside AI: humans are augmented or part of AI. We explore many ideas, both old and new, regarding global solutions for AI safety. They include changing the number of AI teams, different forms of “AI Nanny” (non-self-improving global control AI system able to prevent creation of dangerous AIs), selling AI safety solutions, and sending messages to future AI. Not every local solution scales to a global solution or does it ethically and safely. The choice of the best local solution should include understanding of the ways in which it will be scaled up. Human-AI teams or a superintelligent AI Service as suggested by Drexler may be examples of such ethically scalable local solutions, but the final choice depends on some unknown variables such as the speed of AI progres

    A quantum of solace? European peace movements during the Cold War and their elective affinities

    The article discusses the European dimension of antinuclear protests in Europe during the Cold War. In conceptual terms, explanations of peace movement mobilisation during the early 1980s as result of a value change to post-materialist values are criticised. Contrary to this interpretation, peace activists, in particular women’s peace protests, stressed the material shortcomings they faced as a results of expenditure on nuclear armaments. In terms of their European character, antinuclear activists during the first mobilisation wave until 1963 developed substantial transnational contacts, but kept an orientation towards their nation as an identity space. During the campaign against the Euromissiles in the early 1980s, an increasingly dense network of elective affinities according to – for instance – denomination or professional expertise emerged. Attempts to connect peace activists on both sides of the Iron Curtain in a â€șdĂ©tente from belowâ€č, however, eere hampered by practical problems and divergent perceptions of the political situation. Even while movement activists interacted and coordinated their efforts across national borders, they did not simply merge into a European civil society.     ’Clash of civilizations’, Crusades, Knights and Ottomans : an analysis of Christian-Muslim interaction in the Mediterranean

    In a world that has become so powerfully gripped by a possible escalation of a ‘clash of civilizations’ that could spiral out of control, interest in the history of Christian-Muslim encounters and violence is on the rise. The aim of this chapter is to provide some historical depth to a debate that often tends to be shallow in its appreciation of a complex legacy of interaction between different people. It will commence with an overview of the recent debate that emerged in response to the ideas of Samuel P. Huntington. It will then consider the historical implications of the crusades in the way they have come to colour contemporary West-Muslim relations. Finally, the chapter will consider a number of naval battles between the Knights Hospitallers of St. John the Baptist and the Ottoman Empire as a case study in early modern Christian-Muslim interaction. This relationship will be looked at from the religious angle, but other factors that informed this conflict, such as status and masculinity, will also be considered.peer-reviewe

    The Polyzoa discussed or described in this paper are all from fresh or brackish water. The majority are from the Tale Sap in the north-eastern part of the Malay Peninsula} but a few come from the Tai-Hu in the Kiangsu Province of China. I have also included notes on one Indian form. The following species are to be considered: ENTOPROCTA. Chitaspis athleticus, gen. et sp. nov., from the Tale Sap. CTENOSTOMATA. Alcyonidium mytili, Dalyell, from Indian estuaries, etc. Triticella pediceltata (Alder), from the Tale Sap. Bowerbankiacaudata, Hincks, from the Tale Sap and Perak. Paludicella elongata, Leidy, from the Tai-Hu. Paludicella pentagonalis, sp. nov., from the Tale Sap. Victorelta bengalensis, Annandale, from the Tale Sap. Hislopia cambodgiensis (Jullien), from the Tai-Hu. Hislopia malayensis. sp. nov., from Jalor in the Malay Peninsula. It will be as well to defer consideration of the biology and distribution of these species until I have been able to deal systematically with the Phylactolaemata and Cheilostomata collected on my tour. All that need be said here is that while the species of Paludicella and Hislopia are from fresh water, the others. on the list are from brackish water
