An Approach to Transform Public Administration into SOA-based Organizations

    Get PDF
Nowadays, Service-Oriented Architectures (SOA) is widely spread in private organizations. However, when transferring this knowledge to Public Administration, it is realized that it has not been transformed in terms of its legal nature into organizations capable to operate under the SOA paradigm. This fact prevents public administration bodies from offering the efficient services they have been provided by different boards of governments. A high-level framework to perform this transformation is proposed. Taking it as starting point, an instance of a SOA Target Meta-Model can be obtained by means of an iterative and incremental process based on the analysis of imperatives and focused on the particular business context of each local public administration. This paper briefly presents a practical experience consisting in applying this process to a Spanish regional public administration.Junta de Andalucía TIC-578

Renewed e-learning oriented IHO Cat. B Hydrography Program (2020-) in Belgium

A study onhydrographic education in Belgium carried out a few years ago, pointed out a shortage in hydrographic training. Before the introduction of the new "Postgraduate in Hydrography", most hydrographic surveyors in Belgium work in one of the main Europeandredging companies where they received additional specific hydrographic surveying training. Therefore, in 2013, a 1-year English spoken curriculum degree of "Postgraduate in Hydrography" in Belgium was accredited by the IHO (International Hydrographic Organization). Then, in 2019, a renewed curriculum, including extensive e-learning facilities, was established. The program (Cat-B) is a cooperation between the Geography Department of Ghent University and the Institute for Hydrography of the Antwerp Maritime Academy, which is the hosting institute. The aim is to combine the compulsory theoretical courses with on-the-job training provided by partners in the industry to ensure maximum competences. All courses are lectured in English, and can be taken up over several years to facilitate part-time work. These procedures allow for a qualitative and professional, yet accessible program. The theoretical courses are taught on two different campuses, the campus of the Antwerp Maritime Academy (HZS) and a campus of Ghent University (UGent) based on the available expertise and infrastructure, thus ensuring the quality. As travel time between both cities is relatively fast (ca. 45 min. travel time by public or private transport) together with the boundary condition that both locations are never used on the same day, this presents no problems to the students. The navigation related topics are taught at the Maritime Academy while the geodesy/data management/geology and ICT related topics are provided by the Geography, Geology and Informatics Departments at Ghent University

Peculiarities in the Development of Special Economic Zones and Industrial Parks in Russia

open access journalThis paper investigates the process of developing and implementing Special Economic Zones (SEZs) and industrial parks in Russia. Governments commonly use SEZ policies to develop and diversify exports, create jobs, and launch technology and knowledge sharing. The industrial cluster concept is based on the significance of rivalry and supplier networks within the cluster, the combination of geographical specificities and government policies that lead to innovation and productivity growth. This study reveals that, in Russia, the government’s approach in developing these initiatives has strongly interfered with business activities and prevented the vital competitive and collaborative behavior of firms within these economic zones

An annotated bibliography of technical papers, documents, and memorandums produced by or related to the Software Engineering Laboratory is given. More than 100 publications are summarized. These publications cover many areas of software engineering and range from research reports to software documentation. This document has been updated and reorganized substantially since the original version (SEL-82-006, November 1982). All materials have been grouped into eight general subject areas for easy reference: the Software Engineering Laboratory; the Software Engineering Laboratory-software development documents; software tools; software models; software measurement; technology evaluations; Ada technology; and data collection. Subject and author indexes further classify these documents by specific topic and individual author

Local Agenda 21 and ecological urban restructuring: An European model project in Leipzig

    Get PDF
AGENDA 21 as one of the final resolutions of the UN Conference on Environment and Development (UNCED) in June 1992 in Rio de Janeiro stresses in chapter 28 the important role of cities, towns and communities in globally sustainable development. One of the most important European model projects in this respect was carried out in Leipzig from 1993 to 1997. The Leipzig Ostraum Project was supported through the LIFE support program of the European Union with the largest subsidy awarded till that time (4,3 mill. DM, with a total project budget of about 20 mill. DM). The central goal of this project is the use, testing and further development of present knowledge with regard to sustainable urban restructuring in combination with innovative strategies of economic and employment policies. The scope of traditional urban ecology is extended to comprise adjacent rural areas and to revitalize regional material flows. In the meantime, affiliated projects have won support by the THERMIE program of the European Union and the EXWOST-program of the German Federal Ministry of Construction. This paper reports on the most important results of the Leipzig Project to date. In particular, the authors show that the concept of ecological urban restructuring and the Local Agenda 21 are in harmony with one another and can play a decisive role in stimulating consensus on future urban development. All urban actors can be winners in this process. Difficulties arose, however, through dishonest use of financial support by the project agency.
