Smart School Budgeting: Resources for Districts
In an era of aggressive public education reform, school districts face increasing pressure to produce higher levels of student performance with increasingly limited resources. The economic downturn has forced many districts to tighten their belts, and careful thought must be given to how each and every dollar is spent. Optimally, district leaders should work with stakeholders in their communities to set goals, analyze current spending, provide transparency in their budgeting, and consider cost-saving and reallocation strategies. The Rennie Center has created a toolkit, Smart School Budgeting: Resources for Districts, aiming to assist district leaders in decision-making about school budgeting. Smart School Budgeting is intended to push school leaders to take a more deliberative approach to school budgeting. The resources presented in the toolkit act as a starting point for districts examining their own budgeting processes. The document is designed as a user-friendly summary of existing literature and tools on school finance, budgeting, and resource allocation that directs district leaders and school business officials to practical and useful information to shape resource decisions. Each section includes an overview of a critical topic in school budgeting, summaries of useful documents and resources, relevant case studies (if available), and a resource list with hyperlinked documents for easy access. The toolkit is organized around the following topics: introduction and context for school budget analysis; setting goals; types of budgets; strategies for analyzing spending; tools for budget analysis; and cost-saving strategies.This toolkit was released at a public event on October 3, 2012
Agile values and their implementation in practice
Today agile approaches are often used for the
development of digital products. Since their development in
the 90s, Agile Methodologies, such as Scrum and Extreme
Programming, have evolved. Team collaboration is strongly
influenced by the values and principles of the Agile Manifesto. The
values and principles described in the Agile Manifesto support
the optimization of the development process. In this article, the
current operation is analyzed in Agile Product Development
Processes. Both, the cooperation in the project team and the
understanding of the roles and tasks will be analyzed. The results
are set in relation to the best practices of Agile Methodologies. A
quantitative questionnaire related to best practices in Agile Product
Development was developed. The study was carried out with
175 interdisciplinary participants from the IT industry. For the
evaluation of the results, 93 participants were included who have
expertise in the subject area Agile Methodologies. On one hand,
it is shown that the collaborative development of product-related
ideas brings benefits. On the other hand, it is investigated which
effect a good understanding of the product has on decisions made
during the implementation. Furthermore, the skillset of product
managers, the use of pair programming, and the advantages of

[Excerpt] We are pleased to offer this updated edition of Resources for Workplace Diversity: An Annotated Practitioner Guide to Information, a unique offering of The Workplace Diversity Network. Our goal is to assemble a selected, annotated list of compelling and useful resources available to help diversity practitioners create organizations that are diverse and productive. As a working group, we agreed that useful resources would include newly published books as well as historic, seminal works that provide insight and illumination irrelevant of their age. In the updated edition, we’ve expanded existing sections, added new ones and referenced online access where possible. Building capacity in climate change policy analysis and negotiation: methods and technologies
Capacity building is often cited as the reason “we cannot just pour money into developing countries” and why so many development projects fail because their design does not address local conditions. It is therefore a key technical and political concept in international development.
Some of the poorest countries in the world are also some of the most vulnerable to the impacts of climate change. Their vulnerability is in part due to a lack of capacity to plan and anticipate the effects of climate change on crops, water resources, urban electricity demand etc. What capacities do these countries lack to deal with climate change? How will they cope? What steps can they take to reduce their vulnerability?

Measuring Impact: The Art, Science and Mystery of Nonprofit News
This report seeks to answer the two-pronged question, "What is 'impact,' and how can it be measured consistently across nonprofit newsrooms?" A review of recent, relevant literature and our informal conversations with experts in the field reveal growing ambitions toward the goal of developing a common framework for assessing journalism's impact, yet few definitive conclusions about how exactly to reach that framework. This is especially the case when journalism's "impact" is defined by its ultimate social outcomes -- not merely the familiar metrics of audience reach and website traffic. As with all journalism, the frame defines the story, and audience is all-important. Defining "impact" as a social outcome proves a complicated proposition that generally evolves according to the constituency attempting to define it. Because various stakeholders have their own reasons for wanting to measure the impact of news, understanding those interests is an essential step in crafting measurement tools and interpreting the metrics they produce. Limitations of impact assessment arise from several sources: the assumptions invariably made about the product and its outcome; the divergent and overlapping categories into which nonprofit journalism falls in the digital age; and the intractable problem of attempting to quantify "quality." These formidable challenges, though, don't seem to deter people from posing and attempting to find answers to the impact question. Various models for assessing impact are continually being tinkered with, and lessons from similar efforts in other fields offer useful insight for this journalistic endeavor. And past research has pointed to specific needs and suggestions for ways to advance the effort. From all of this collective wisdom, several principles emerge as the cornerstones upon which to build a common framework for impact assessment

The publication has been updated with the practitioner in mind – those teaching in the classroom and those engaging with policy and student interactions in other ways, such as careers guidance and learning development workers. Practitioners are our focus, as we discuss the policy and institutional context that frames the environment within which people work. The early sections of this publication are intended to illuminate the possibilities and constraints that operate in different national, institutional and departmental situations, having a direct impact on the way that teaching and learning takes place between practitioners and students. Case studies of learning and teaching that support the development of student employability, in the classroom, through distance and part-time learning and in co-curricular and extra-curricular activities, are provided throughout the publication. On Modeling and Analyzing Cost Factors in Information Systems Engineering
Introducing enterprise information systems (EIS) is usually associated with high costs. It is therefore crucial to understand those factors that determine or influence these costs. Though software cost estimation has received considerable attention during the last decades, it is difficult to apply existing approaches to EIS. This difficulty particularly stems from the inability of these methods to deal with the dynamic interactions of the many technological, organizational and projectdriven cost factors which specifically arise in the context of EIS. Picking up this problem, we introduce the EcoPOST framework to investigate the complex cost structures of EIS engineering projects through qualitative cost evaluation models. This paper extends previously described concepts and introduces design rules and guidelines for cost evaluation models in order to enhance the development of meaningful and useful EcoPOST cost evaluation models. A case study illustrates the benefits of our approach. Most important, our EcoPOST framework is an important tool supporting EIS engineers in gaining a better understanding of the critical factors determining the costs of EIS engineering projects
