An Assessment of PIER Electric Grid Research 2003-2014 White Paper
This white paper describes the circumstances in California around the turn of the 21st century that led the California Energy Commission (CEC) to direct additional Public Interest Energy Research funds to address critical electric grid issues, especially those arising from integrating high penetrations of variable renewable generation with the electric grid. It contains an assessment of the beneficial science and technology advances of the resultant portfolio of electric grid research projects administered under the direction of the CEC by a competitively selected contractor, the University of California’s California Institute for Energy and the Environment, from 2003-2014
The LIFE2 final project report
Executive summary: The first phase of LIFE (Lifecycle Information For E-Literature) made a major contribution to
understanding the long-term costs of digital preservation; an essential step in helping
institutions plan for the future. The LIFE work models the digital lifecycle and calculates the
costs of preserving digital information for future years. Organisations can apply this process
in order to understand costs and plan effectively for the preservation of their digital
collections
The second phase of the LIFE Project, LIFE2, has refined the LIFE Model adding three new
exemplar Case Studies to further build upon LIFE1. LIFE2 is an 18-month JISC-funded
project between UCL (University College London) and The British Library (BL), supported
by the LIBER Access and Preservation Divisions. LIFE2 began in March 2007, and
completed in August 2008.
The LIFE approach has been validated by a full independent economic review and has
successfully produced an updated lifecycle costing model (LIFE Model v2) and digital
preservation costing model (GPM v1.1). The LIFE Model has been tested with three further
Case Studies including institutional repositories (SHERPA-LEAP), digital preservation
services (SHERPA DP) and a comparison of analogue and digital collections (British Library
Newspapers). These Case Studies were useful for scenario building and have fed back into
both the LIFE Model and the LIFE Methodology.
The experiences of implementing the Case Studies indicated that enhancements made to the
LIFE Methodology, Model and associated tools have simplified the costing process. Mapping
a specific lifecycle to the LIFE Model isn’t always a straightforward process. The revised and
more detailed Model has reduced ambiguity. The costing templates, which were refined
throughout the process of developing the Case Studies, ensure clear articulation of both
working and cost figures, and facilitate comparative analysis between different lifecycles.
The LIFE work has been successfully disseminated throughout the digital preservation and
HE communities. Early adopters of the work include the Royal Danish Library, State
Archives and the State and University Library, Denmark as well as the LIFE2 Project partners.
Furthermore, interest in the LIFE work has not been limited to these sectors, with interest in
LIFE expressed by local government, records offices, and private industry. LIFE has also
provided input into the LC-JISC Blue Ribbon Task Force on the Economic Sustainability of
Digital Preservation.
Moving forward our ability to cost the digital preservation lifecycle will require further
investment in costing tools and models. Developments in estimative models will be needed to
support planning activities, both at a collection management level and at a later preservation
planning level once a collection has been acquired. In order to support these developments a
greater volume of raw cost data will be required to inform and test new cost models. This
volume of data cannot be supported via the Case Study approach, and the LIFE team would
suggest that a software tool would provide the volume of costing data necessary to provide a
truly accurate predictive model
A Change Support Model for Distributed Collaborative Work
Distributed collaborative software development tends to make artifacts and
decisions inconsistent and uncertain. We try to solve this problem by providing
an information repository to reflect the state of works precisely, by managing
the states of artifacts/products made through collaborative work, and the
states of decisions made through communications. In this paper, we propose
models and a tool to construct the artifact-related part of the information
repository, and explain the way to use the repository to resolve
inconsistencies caused by concurrent changes of artifacts. We first show the
model and the tool to generate the dependency relationships among UML model
elements as content of the information repository. Next, we present the model
and the method to generate change support workflows from the information
repository. These workflows give us the way to efficiently modify the
change-related artifacts for each change request. Finally, we define
inconsistency patterns that enable us to be aware of the possibility of
inconsistency occurrences. By combining this mechanism with version control
systems, we can make changes safely. Our models and tool are useful in the
maintenance phase to perform changes safely and efficiently.Comment: 10 pages, 13 figures, 4 table
A novel haptic model and environment for maxillofacial surgical operation planning and manipulation
This paper presents a practical method and a new haptic model to support manipulations of bones and their segments during the planning of a surgical operation in a virtual environment using a haptic interface. To perform an effective dental surgery it is important to have all the operation related information of the patient available beforehand in order to plan the operation and avoid any complications. A haptic interface with a virtual and accurate patient model to support the planning of bone cuts is therefore critical, useful and necessary for the surgeons. The system proposed uses DICOM images taken from a digital tomography scanner and creates a mesh model of the filtered skull, from which the jaw bone can be isolated for further use. A novel solution for cutting the bones has been developed and it uses the haptic tool to determine and define the bone-cutting plane in the bone, and this new approach creates three new meshes of the original model. Using this approach the computational power is optimized and a real time feedback can be achieved during all bone manipulations. During the movement of the mesh cutting, a novel friction profile is predefined in the haptical system to simulate the force feedback feel of different densities in the bone
Balancing operating revenues and occupied refurbishment costs 1: problems of defining project success factors and selecting site planning methods
In planning the refurbishment of railway stations the spatial needs of the contractor and of the ongoing business stakeholders have to be balanced. A particular concern is the disruptive effect of construction works upon pedestrian movement. RaCMIT (Refurbishment and Customer Movement Integration Tool) was a research project aimed at addressing this problem. The objective of the research was to develop a decision protocol facilitating optimisation of overall project value to the client's business. This paper (the first of two) presents a framework for considering public disruption in occupied refurbishment using two case studies in large railway stations as examples. It briefly describes new tools which (combined with existing techniques) assist decision making in the management of disruption. It links strategic with sitebased decision making and suggests how public disruption may be treated as a variable to be jointly optimised along with traditional criteria such as time, cost and quality. Research observations as well as current literature suggest that for overall decision-making, opportunities may be lost (under current practice) for minimising joint project cost/revenue disruption, and, for spatio-temporal site decision-making, effective and efficient tools now exist to model both sides of the construction site boundary
Improving Heart Failure Education Prior to Discharge: An Emmi Implementation Project
Background: Heart failure is one of the leading causes of hospitalizations and increased health care costs in the United States. Many patients are readmitted within 30 days of discharge, resulting in increased costs. Purpose of Capstone Project: The purpose of this capstone project was to improve heart failure education for patients admitted with heart failure to Mercy Medical Center by utilizing Emmi educational videos in order to decrease the risk of hospital readmissions, improve quality of life, and decrease costs. Methods: The project focused on educating nurses about the importance of utilizing the video. It was asked of the nurses that each patient admitted with a diagnosis of heart failure have the opportunity to watch the educational video prior to discharge. The number of patients with heart failure that were given the opportunity to watch the Emmi educational video was collected. The evaluation of this project was a comparison of the number of Emmi educational videos utilized before the implementation of the Capstone Project to the numbers of videos utilized after the implementation. Results: When comparing the ordering of the Emmi videos after implementation to before the implementation, there was a noticeable increase in Emmi usage. This included the ordering for all categories of the heart failure Emmi and the general heart failure Emmi. Unfortunately, ordering the Emmi did not mean that the video was utilized. Recommendations: It was recommend that the utilization of Emmi videos be continued. Nurses need continued encouragement to utilize the video and not just order it. It was also recommended that APRNs and PAs focus on ordering and implementing the Emmi videos. Lastly, making Emmi utilization a function of case managers, cardiac rehab nurses, and discharge nurses was recommended
The potential of public participation geographic information systems in UK environmental planning: Appraisals by active publics
The paper draws on an empirical study of two workshops in which the issues that arise from the use of geographic information systems (GIS) as a planning tool in public participation settings were explored by local residents who take an active interest in local planning matters in their London borough. The paper demonstrates how issues concerned with the democratization of GIS and public participation GIS (PPGIS) informed the structure and conduct of the workshops and the qualitative analysis of the workshop discussions. Key themes raised by participants included: the potential of PPGIS as a means of extending knowledge networks; issues of data ownership and the responsiveness of data providers to public concerns; and the role that institutional norms and practices play in democratizing information availability and the transparency of the decision-making process. The paper concludes that the potential of PPGIS as a planning tool cannot be separated from public concerns about the legitimacy of the planning process or local government
