    Organic Farming Scenarios: Operational Analysis and Costs of implementing Innovative Technologies

    The objective of this study has been to design a number of farm scenarios representing future plausible and internally consistent organic farming enterprises based on milk, pig, and plant production and use these farm scenarios as the basis for the generation of generalised knowledge on labour and machinery input and costs. Also, an impact analysis and feasibility study of introducing innovative technologies into the organic production system has been invoked. The labour demand for the production farms ranged from 61 to 253hha1 and from 194 to 396hLU1 (LU is livestock units) for work in the animal houses. Model validation results showed that farm managerial tasks amount to 14–19% of the total labour requirement. The impact of introducing new technologies and work methods related to organic farming was evaluated using two innovative examples of weed control: a weeding robot and an integrated system for band steaming. While these technologies increased the capital investment required, the labour demand was reduced by 83–85% in sugar beet and 60% in carrots, which would improve profitability by 72–85% if fully utilised. Profitability is reduced, if automation efforts result in insufficient weed removal compared to manual weeding. Specifically, the benefit gained by robotic weeding was sensitive to the weed intensity and the initial price of the equipment, but a weeding efficiency of under 25% is required to make it unprofitable. This approach demonstrates the feasibility of applying and testing operational models in organic farming systems in the continued evaluation and documentation of labour and machinery inputs

    This paper presents the case for research on institutional environments for organically certified agriculture in developing countries. Observing that some analyses hold Southern organic agriculture as pro-poor and perhaps also more energy efficient than fossil fuel dependent industrialized agriculture, the paper explores differences and similarities in the policy rationale of promoting certified organics in North and South. Based on analysis of institutional environments for COA in Brazil and China, the paper proceed to identify some challenges, opportunities and policy options for strengthening not only certified organic agriculture per se, but an environmentally and socially sustainable food system, providing smallholder livelihoods and rural development

    There were no significant changes in 2019 to FTA’s theory of change1. FTA plans all its work on the basis of its operational priorities. These, in turn, focusresearch towards major development demands and knowledge gaps, orienting FTA towards the implementation of the SDGs and other global commitments. Three operational priorities were added in 2020 (see list in Appendix 1) to better delineate pre-existing research areas addressing development bottlenecks needing dedicated investment and visibility: smallholder tree-crop commodities, tree seeds and seedlings delivery systems, and foresight. FTA organized in 2019, at the request of its ISC, a joint ISC-FTA workshop on impact assessment methods for the program. Based on the outcomes of this workshop FTA will, inter alia, revisit in 2020 its impact pathways and end of programme outcomes, and if need be, corresponding adjustments to the ToC of FTA and/or of its FPs will be made

    Sierra Leone's infrastructure : a continental perspective

    Infrastructure development in Sierra Leone contributed about half a percentage point to the economy's per capita growth rate in 2003-07. But if Sierra Leone could upgrade its infrastructure to the level of the best performer in Africa, per capita growth rates could be boosted by more than three percentage points. After nine years of peace, economic activity is flourishing at every level in Sierra Leone. But the 11-year civil war destroyed the country's infrastructure, and rebuilding the road network and ports while improving the electrical, water, and telecommunications infrastructure is proving difficult. Looking ahead, expanding electrification is a top priority because current access levels, at only 1-5 percent of the urban population and 0 percent in rural areas, are impeding other development. The water and sanitation sector faces similar challenges, as only 1 percent of the rural population has access to piped water. Sierra Leone has been spending about 134millionannuallyoninfrastructureinrecentyears.About134 million annually on infrastructure in recent years. About 66 million is lost each year to inefficiencies. Comparing spending needs against existing spending and potential efficiency gains leaves an annual funding gap of 59to59 to 278 million per year. If savings from greater efficiency could be fully captured, Sierra Leone would not meet its posited infrastructure targets for another 30 years.     Strategic Reforms for Accelerated Agricultural Growth in Pakistan

    Agricultural growth rates in the 1960s, 1970s, 1980s and 1990s show that strong growth during the 1960s was driven by several factors, including greater certainty in the use of irrigation water (as a result of an agreement with India), the introduction of productivityenhancing fertiliser-seed packages, the introduction of tubewells and the electrification of rural areas, and policy changes that improved the profitability of farming. Growth during the 1970s dropped to 2.3 percent as a result of the uncertainty created by land reforms in 1972 and 1977, severe climatic shocks, a cotton virus that depressed production for most of the decade, and political instability. The recovery in the 1980s and early 1990s can be attributed to the introduction of new cotton varieties and improved management techniques, as well as to a gradual improvement in economic incentives. Closer inspection of the nature and sources of this growth raises concerns about its sustainability and casts doubt on the ability of the sector to grow by more than 3–4 percent a year in the future. Many of the past sources of agricultural growth in Pakistan appear to have been fully exploited. Strategy for the future must effectively address the followings. Allowing the market to Operate, policy reforms that support the ongoing structural adjustment should be given top priority. To address the crisis in irrigation management market-determined incentives must be allowed to determine resource allocation within the irrigation system. Reform in extension should include establishing closer links with research institutions and reducing the number of front-line extension workers and replacing them with fewer, bettertrained workers who are more responsive to the needs of farming systems. Full-fledged land reform is difficult to enact and can be considered only after a comprehensive study of costs and benefits. Some important measures can be implemented immediately, however. Foremost is providing security of tenure to many farmers, especially tenants-at-will, thereby improving responsiveness to incentives and creating better incentives for long-term investments.
