    WHY FUZZY ANALYTIC HIERARCHY PROCESS APPROACH FOR TRANSPORT PROBLEMS?

    The evaluation of transport projects has become increasingly complex. Different aspects have to be taken into account and the consequences of the problems are usually far reaching and the different policy alternatives are numerous and difficult to predict. Several pressure or action groups have also emerged causing an even more complex decision making process. The use of multi criteria analysis for the evaluation of transport projects has increased due to this increasing complexity of the problem situation. At the same time, the importance of stakeholders within this evaluation process should have been recognized. Researches on transport projects are generally carried out to provide information to policymakers that have to operate within restrictive parameters (political, economical, social, etcĆ¢ā‚¬Ā¦). Researchers should therefore take greater account of the different priorities of stakeholders such as policymakers, private enterprises and households. These stakeholders should be incorporated explicitly in the evaluation process. The Analytic Hierarchy Process is one of the Fuzzy Multiple Criteria Decision Making methods. It can be applied in a very broad range of applications of decision problems. Logistics, urban planning, public politics, marketing, finance, education, economics are a part of this wide application area. In transport subjects it can be used for the evaluation of transport policy measures or decision making problems. Due to its wide range application area, it has been an exciting research subject for many different field researchers. The aim of this paper is to introduce AHP method and to offer how to benefit it for the preference of urban planners in transport problems. This paper is composed of two main parts. First part consists of the literature survey regarding with the AHP and its application areas. The advantage of methods had been mentioned. Second part focuses on a sample application of AHP technique. The study uses AHP technique to determine the selection criteria in the transhipment port selection decision-making process.     While improving quality in health care is currently at the forefront of professional, political, and managerial attention, the key dimensions constituting health-care quality have not been fully understood. Also, few valid approaches have been proposed to the measurement of health-care quality. In this research, the Analytic Hierarchy Process (AHP) approach is applied to study the structure of health-care quality and deducted relative importance weights for each of the quality elements. A statistical quality model is derived to assess medical equipment quality which is an important part constituting the general health-care quality.     ViŔekriterijska evaluacija pametnih performansi europskih gradova: gospodarski, socijalni i okoliŔni aspekti

    The purpose of the paper is to provide the ranking of Central and Eastern European cities, based on various elements of citiesā€™ smart performance. Our analysis enables the evaluation of social, economic and environmental aspects of urban life that represent the determinants of citiesā€™ competitive profiles and consequently, the positions on the ranking lists. The research is based on the data on perceptions of citizens on different aspects of urban quality, provided by the Eurostatā€™s Urban Audit Perception Survey. For the assessment of various hierarchically structured indicators of citiesā€™ smart performance, a multi-criteria analysis model is developed, combining the AHP (Analytic Hierarchy Process) for determining the relative importance of criteria and TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method of ranking. The main finding of the paper implies that direct perceptions of citizens on the overall life satisfaction in the analyzed European cities are not influenced by their smart performance. The comparison of ranks obtained by the constructed multi-criteria model and perceived satisfaction of life indicates a rather weak relation.Svrha rada je rangirati gradove srednje i istočne Europe na temelju različitih elemenata pametnih performansi gradova. Ova analiza omogućuje procjenu druÅ”tvenih, ekonomskih i ekoloÅ”kih aspekata urbanog života, koji predstavljaju odrednice konkurentnosti gradova, a time i pozicije na rang listi. Istraživanje se temelji na podacima o percepciji građana o različitim aspektima urbane kvalitete, koje pruža Eurostatova baza Urban Audit Perception Survey. Za procjenu raznih hijerarhijski strukturiranih pokazatelja pametnih performansi gradova, razvijen je viÅ”ekriterijski model analize koji kombinira metodu Analitički hijerarhijski proces (Analytic Hierarchy Process ā€“ AHP) za određivanje relativne važnosti kriterija i TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) metodu rangiranja.     Design and Evaluation of Ballast Water Management Systems using Modified and Hybridised Axiomatic Design Principles

    There are two major motivations to this research. The first is based on the concerns raised at the International Maritime Organisation (IMO) MEPC 67 and 68 meetings regarding the capacity of some type-approved Ballast Water Management (BWM) Systems to meet the performance standard (D-2) of the BWM Convention at-all-times and in all conditions. The second is based on the reluctance expressed by some ship- owners to install the system onboard their ships as a Lloyd\u27s list survey suggested. In this work, an attempt was made to address these issues and concerns using a set of criteria stipulated in Regulation D-5.2 of the BWM Convention which provides the framework for reviewing and evaluating the practical concepts of managing ballast water, developing a conceptual model for managing ballast water and minimizing the contributions of human-error to BWM System performance by analyzing the associated operational human factors. Firstly, the design of a conceptual model of managing ballast water and the evaluation of some established practical concepts of BWM were achieved by using a suitable technique (Axiomatic Design or AD) which was selected via a robust procedure. The two axioms of Axiomatic Design (information and independence) were used to evaluate four different concepts of managing ballast water as well as develop a BWM Convention-compliant conceptual design matrix model respectively. Based on data collected from ballast water management experts, Post-loading Onshore Ballast Water Management System was shown to be the most appropriate ballast water management concept with respect to the Regulation D-5.2 set of criteria. This presents a paradigm shift in expert preference from traditional shipboard systems to onshore systems with respect to the IMO-criteria. The pathway for improved performance of the Convention-compliant design matrix was subsequently determined and prioritised using Sufield model of Altshuler\u27s theory of inventive problem solving (TRIZ). Lastly, a 5-step algorithm was developed to minimise operator errors in the BWM Systemā€™s operation. Fatigue and training were found to have the greatest impact on operator performance

    Clarity of View: An Analytic Hierarchy Process (AHP)-Based Multi-Factor Evaluation Framework for Driver Awareness Systems in Heavy Vehicles

    Several emerging technologies hold great promise to improve the situational awareness of the heavy vehicle driver. However, current industry-standard evaluation methods do not measure all the comprehensive factors contributing to the overall effectiveness of such systems. The average commercial vehicle driver in the USA is 54 years old with many drivers continuing past retirement age. Current methods for evaluating visibility systems only consider field of view and do not incorporate measures of the cognitive elements critical to drivers, especially the older demographic. As a result, industry is challenged to evaluate new technologies in a way that provides enough information to make informed selection and purchase decisions. To address this problem, we introduce a new multi-factor evaluation framework, ā€œClarity of View,ā€ that incorporates several important factors for visibility systems including: field of view, image detection time, distortion, glare discomfort, cost, reliability, and gap acceptance accuracy. It employs a unique application of the Analytic Hierarchy Process (AHP) that involves both expert participants acting in a Supra-Decision Maker role alongside driver-level participants giving both actual performance data as well as subjective preference feedback. Both subjective and objective measures have been incorporated into this multi-factor decision-making model that will help industry make better technology selections involving complex variables. A series of experiments have been performed to illustrate the usefulness of this framework that can be expanded to many types of automotive user-interface technology selection challenges. A unique commercial-vehicle driving simulator apparatus was developed that provides a dynamic, 360-degree, naturalistic driving environment for the evaluation of rearview visibility systems. Evaluations were performed both in the simulator and on the track. Test participants included trucking industry leadership and commercially licensed drivers with experience ranging from 1 to 40 years. Conclusions indicated that aspheric style mirrors have significant viability in the commercial vehicle market. Prior research on aspheric mirrors left questions regarding potential user adaptation, and the Clarity of View framework provides the necessary tools to reconcile that gap. Results obtained using the new Clarity of View framework were significantly different than that which would have previously been available using current industry status-quo published test methods. Additional conclusions indicated that middle-aged drivers performed better in terms of image detection time than young and elderly age categories. Experienced drivers performed better than inexperienced drivers, regardless of age. This is an important conclusion given the demographic challenges faced by the commercial vehicle industry today that is suffering a shortage of new drivers and may be seeking ways to retain its aging driver workforce. The Clarity of View evaluation framework aggregates multiple factors critical to driver visibility system effectiveness into a single selection framework that is useful for industry. It is unique both in its multi-factor approach and custom-developed apparatus, but also in its novel approach to the application of the AHP methodology. It has shown significance in ability to discern more well-informed technology selections and is flexible to expand its application toward many different types of driver interface evaluations

    The state of the art development of AHP (1979-2017): A literature review with a social network analysis

    Although many papers describe the evolution of the analytic hierarchy process (AHP), most adopt a subjective approach. This paper examines the pattern of development of the AHP research field using social network analysis and scientometrics, and identifies its intellectual structure. The objectives are: (i) to trace the pattern of development of AHP research; (ii) to identify the patterns of collaboration among authors; (iii) to identify the most important papers underpinning the development of AHP; and (iv) to discover recent areas of interest. We analyse two types of networks: social networks, that is, co-authorship networks, and cognitive mapping or the network of disciplines affected by AHP. Our analyses are based on 8441 papers published between 1979 and 2017, retrieved from the ISI Web of Science database. To provide a longitudinal perspective on the pattern of evolution of AHP, we analyse these two types of networks during the three periods 1979?1990, 1991?2001 and 2002?2017. We provide some basic statistics on AHP journals and researchers, review the main topics and applications of integrated AHPs and provide direction for future research by highlighting some open questions
