Anticipating Information Needs Based on Check-in Activity
In this work we address the development of a smart personal assistant that is
capable of anticipating a user's information needs based on a novel type of
context: the person's activity inferred from her check-in records on a
location-based social network. Our main contribution is a method that
translates a check-in activity into an information need, which is in turn
addressed with an appropriate information card. This task is challenging
because of the large number of possible activities and related information
needs, which need to be addressed in a mobile dashboard that is limited in
size. Our approach considers each possible activity that might follow after the
last (and already finished) activity, and selects the top information cards
such that they maximize the likelihood of satisfying the user's information
needs for all possible future scenarios. The proposed models also incorporate
knowledge about the temporal dynamics of information needs. Using a combination
of historical check-in data and manual assessments collected via crowdsourcing,

Making informed choices in social care: the importance of accessible information
The current policy trend is to encourage greater choice in the use of welfare services. To make informed choices, people need information. The process of finding and using information has costs for individuals in terms of effort, time and material resources. These costs are different for different people and impact on their use of information in different ways. Thus, the accessibility of information is important in ensuring those people who need to make choices can do so in an informed way. This paper discusses the importance of information in making informed choices about social support by drawing on the findings of a scoping review of government research and development activity on the accessibility of information about adult social care services. The scoping review was carried out in spring 2006. Details of recent, current and planned projects were obtained through discussions with staff in government departments, government agencies and other related organisations identified using a snowballing technique. Forty-two contacts were made. Eleven research and 36 development projects were identified that aimed to investigate or improve the accessibility of information about social care services. A limited literature search was undertaken on information needs in areas not already under investigation by government. Eighteen articles were identified. Information and helpline staff from six voluntary organisations gave their views on the accessibility of information about social care services. Our findings show that there is no government-related or other recent research evidence on the specific information access needs for some user groups and services, for example, people from ethnic minority groups. For other user groups, such as people with chaotic lifestyles, there is evidence on information needs but no current or planned development projects to address these needs. The implications for the costs of finding and processing information to aid informed choices are discussed
Ontology for Representing Human Needs
Need satisfaction plays a fundamental role in human well-being. Hence understanding citizens' needs is crucial for developing a successful social and economic policy. This notwithstanding, the concept of need has not yet found its place in information systems and online tools. Furthermore, assessing needs itself remains a labor-intensive, mostly offline activity, where only a limited support by computational tools is available. In this paper, we make the first step towards employing need management in the design of information systems supporting participation and participatory innovation by proposing OpeNeeD, a family of ontologies for representing human needs data. As a proof of concept, OpeNeeD has been used to represent, enrich and query the results of a needs assessment study in a local citizen community in one of the Vienna districts. The proposed ontology will facilitate such studies and enable the representation of citizens' needs as Linked Data, fostering its co-creation and incentivizing the use of Open Data and services based on it

Personalization via collaboration in web retrieval systems: a context based approach
World Wide Web is a source of information, and searches on the Web can be analyzed to detect patterns in Web users' search behaviors and information needs to effectively handle the users' subsequent needs. The rationale is that the information need of a user at a particular time point occurs in a particular context, and queries are derived from that need. In this paper, we discuss an extension of our personalization approach that was originally developed for a traditional bibliographic retrieval system but has been adapted and extended with a collaborative model for the Web retrieval environment. We start with a brief introduction of our personalization approach in a traditional information retrieval system. Then, based on the differences in the nature of documents, users and search tasks between traditional and Web retrieval environments, we describe our extensions of integrating collaboration in personalization in the Web retrieval environment. The architecture for the extension integrates machine learning techniques for the purpose of better modeling users' search tasks. Finally, a user-oriented evaluation of Web-based adaptive retrieval systems is presented as an important aspect of the overall strategy for personalization
Contextual queries express mobile information needs
The users of mobile devices increasingly use networked services to address their information needs. Questions asked by mobile users are strongly influenced by contextual factors such as location, conversation and activity. We report on a diary study performed to better understand mobile information needs. We find that the type of questions recorded by participants varies across their locations, with differences between home, shopping and in-car contexts. These variations occur both in the query terms and in the form of desired answers. Both the location of queries and the participants' activities affected participants' questions. When information needs were affected by both location and activity, they tended to be strongly affected by both factors. The overall picture that emerges is one of multiple contextual influences interacting to shape mobile information needs. Mobile devices that attempt to adapt to users' context will need to account for a rich variety of situational factors
Context-Aware Information Retrieval for Enhanced Situation Awareness
In the coalition forces, users are increasingly challenged with the issues of information overload and correlation of information from heterogeneous sources. Users might need different pieces of information, ranging from information about a single building, to the resolution strategy of a global conflict. Sometimes, the time, location and past history of information access can also shape the information needs of users. Information systems need to help users pull together data from disparate sources according to their expressed needs (as represented by system queries), as well as less specific criteria. Information consumers have varying roles, tasks/missions, goals and agendas, knowledge and background, and personal preferences. These factors can be used to shape both the execution of user queries and the form in which retrieved information is packaged. However, full automation of this daunting information aggregation and customization task is not possible with existing approaches. In this paper we present an infrastructure for context-aware information retrieval to enhance situation awareness. The infrastructure provides each user with a customized, mission-oriented system that gives access to the right information from heterogeneous sources in the context of a particular task, plan and/or mission. The approach lays on five intertwined fundamental concepts, namely Workflow, Context, Ontology, Profile and Information Aggregation. The exploitation of this knowledge, using appropriate domain ontologies, will make it feasible to provide contextual assistance in various ways to the work performed according to a userâs taskrelevant information requirements. Sources of Sex Information Used by Young British Women Who Have Sex with Women (WSW) and Women Who Have Sex Exclusively with Men (WSEM): Evidence from the National Survey of Sexual Attitudes and Lifestyles
There is little consideration about the provision of information about sex to women who have sex with women (WSW). This study drew on data from the third National Survey of Sexual Attitudes and Lifestyle, a nationally representative survey of people in Great Britain. Logistic regression was undertaken to examine firstly the relationships between WSW and women who have sex exclusively with men (WSEM) and their main source of information about sex, and secondly between WSW/WSEM and unmet need for information about sex. Each source was included as the binary outcome indicating yes this was the main source, or no this was not the main source of information about sex. The results found that WSW had significantly lower odds of reporting lessons at schools as their main source of information, and significantly higher odds of reporting sources defined as âotherâ (predominantly first girlfriend/boyfriend or sexual partner) as their main source of information. Reported levels of unmet need for information was also higher amongst young WSW compared with WSEM. This study provides new insights into the sex educational needs of young women and highlights the need for sex education in schools in Great Britain to include information on a full-range of sexual practices, including same-sex sexual relationships
Information needs and access of Members of Vigilante in Adamawa State, North -East Nigeria
ABSTRACT The study investigated the Information needs and access of Members of Vigilante in Adamawa state, North-eastern Nigeria, one of the three states bedeviled by the Boko Haram insurgency. Quantitative research methodology and Cross-sectional survey design was applied for the study. The population of the study comprised of One Thousand Four Hundred Members (1400) drawn from Nineteen (19) local governments areas in the state. Krejcie and Morgan Table (1970) was used to draw (302) members as sample of the population, while Walpoleâs (1982) formula for proportions was used in arriving at a sample for each stratum (i.e. each local government area). In collecting data, a total of Three Hundred and Two (302) copies of questionnaires were administered, and Two Hundred and Forty 240 copies (79.47%) were returned and found useful. The data collected was analyzed using descriptive statistics. The outcome of the study revealed that the information needs of members were daily mainly work related and from informal sources, as there were no public libraries/information centers in 17 local governmentsâ areas of the state. The outcome of the research also revealed barriers to information access to include general lack of formal information infrastructure such as libraries/information centers, poor and unreliable informal information sources, as well as lack of training on information literacy skills for members of Vigilante. It is recommended that there is a need for those involved in vigilante information delivery to continuously examine and identify evolving information needs of members of vigilante in order to meet such needs. Government should resuscitate the dying public libraries in all the local government areas of Adamawa state to provide information services. Libraries should organize training on information literacy and other information use skills for members of vigilante, because if this is done, it will enhance and improve information access across communities in Adamawa state. Finally, information resources be repackaged in order to take care of challenges of proximity to sources of information, language barrier and other challenges faced by members of vigilante
Leveraging Social Foci for Information Seeking in Social Media
The rise of social media provides a great opportunity for people to reach out
to their social connections to satisfy their information needs. However,
generic social media platforms are not explicitly designed to assist
information seeking of users. In this paper, we propose a novel framework to
identify the social connections of a user able to satisfy his information
needs. The information need of a social media user is subjective and personal,
and we investigate the utility of his social context to identify people able to
satisfy it. We present questions users post on Twitter as instances of
information seeking activities in social media. We infer soft community
memberships of the asker and his social connections by integrating network and
content information. Drawing concepts from the social foci theory, we identify
answerers who share communities with the asker w.r.t. the question. Our
experiments demonstrate that the framework is effective in identifying
