    Knowledge integration in One Health policy formulation, implementation and evaluation

    The One Health concept covers the interrelationship between human, animal and environmental health and requires multistakeholder collaboration across many cultural, disciplinary, institutional and sectoral boundaries. Yet, the implementation of the One Health approach appears hampered by shortcomings in the global framework for health governance. Knowledge integration approaches, at all stages of policy development, could help to address these shortcomings. The identification of key objectives, the resolving of trade-offs and the creation of a common vision and a common direction can be supported by multicriteria analyses. Evidence-based decision-making and transformation of observations into narratives detailing how situations emerge and might unfold in the future can be achieved by systems thinking. Finally, transdisciplinary approaches can be used both to improve the effectiveness of existing systems and to develop novel networks for collective action. To strengthen One Health governance, we propose that knowledge integration becomes a key feature of all stages in the development of related policies. We suggest several ways in which such integration could be promoted

    Problem centred city-hinterland management - a scientific and policy approach

    According to models of urban development the relations between city cores and its hinterlands are defined by strong inter-linkages and interdependencies. Some examples for those are: - Procurement of reserve areas - Exchange of energy and mass-flows - Sharing of logistical and deposit functions. Co-operations are used to foster these inter-linkages and the institutional framework with its relevant actors (organisations, associations) embedded in both spatial areas are used to determine this frame. In former works we have identified two layers to analyse these co-operations (i.e. micro and macro level). The micro level can be defined also as the personal level where personal contacts and interactions in form of communication patterns and information flows determine the problem solution capacity, the relationship between the actors/players and the success and failure of a co-operation. The macro level can be defined as the overall framework conditions or the system related conditions. These conditions influence city-hinterland relations directly and are often the reason for failed co-operation efforts. Therefore it is necessary to check these conditions first. This paper will deal with the possible design and management of city-hinterland relations which may overcome conflicts and weaknesses. Our approach will not only be based upon empirical evidence from the Vienna region but also be embedded in an interdisciplinary scientific frame. We will therefore try to combine regional science and management science as well as behavioural science in this design. The key hypothesis will be that efficient and effective city-hinterland management will only be possible if centred on problems at hand rather than institutional routines. Co-operations in this context should help to strengthen this orientation. The empirical background of our paper will be drawn from the findings of a research project funded within the focal research programme "Kulturlandschaftsforschung" of the Austrian Federal Ministry of Science. Within this research project four city-hinterland municipalities within the metropolitan area of Vienna have been thoroughly analysed. This contribution will provide the basic information to derive the mentioned theoretical framework.

    MCDM Farm System Analysis for Public Management of Irrigated Agriculture

    In this paper we present a methodology within the multi-criteria paradigm to assist policy decision-making on water management for irrigation. In order to predict farmers' response to policy changes a separate multi-attribute utility function for each homogeneous group, attained applying cluster analysis, is elicited. The results of several empirical applications of this methodology suggest an improvement of the ability to simulate farmers' decision-making process compared to other approaches. Once the utility functions are obtained the policy maker can evaluate the differential impacts on each cluster and the overall impacts in the area of study (i.e. a river basin) by aggregation.     Participatory Modelling and Decision Support for Natural Resources Management in Climate Change Research

    The ever greater role given to public participation by laws and regulations, in particular in the field of environmental management calls for new operational methods and tools for managers and practitioners. This paper analyses the potentials and the critical limitations of current approaches in the fields of simulation modelling (SM), public participation (PP) and decision analysis (DA), for natural resources management within the context of climate change research. The potential synergies of combining SM, PP and DA into an integrated methodological framework are identified and a methodological proposal is presented, called NetSyMoD (Network Analysis – Creative System Modelling – Decision Support), which aims at facilitating the involvement of stakeholders or experts in policy - or decision-making processes (P/DMP). A generic P/DMP is formalised in NetSyMoD as a sequence of six main phases: (i) Actors analysis; (ii) Problem analysis; (iii) Creative System Modelling; (iv) DSS design; (v) Analysis of Options; and (vi) Action taking and monitoring. Several variants of the NetSyMoD approach have been adapted to different contexts such as integrated water resources management and coastal management, and, recently it has been applied in climate change research projects. Experience has shown that NetSyMoD may be a useful framework for skilled professionals, for guiding the P/DMP, and providing practical solutions to problems encountered in the different phases of the decision/policy making process, in particular when future scenarios or projections have to be considered, such as in the case of developing and selecting adaptation policies. The various applications of NetSyMoD share the same approach for problem analysis and communication within the group of selected actors, based upon the use of creative thinking techniques, the formalisation of human-environment relationships through the DPSIR framework, and the use of multi-criteria analysis through a Decision Support System (DSS) software.Modelling, Public Participation, Natural Resource Management, Policy, Decision-Making, Governance, DSS

    A state-of-the-art multi-criteria model for drug benefit-risk analysis

    Drug benefit-risk analysis is based on firm clinical evidence related to various safety and efficacy outcomes, such as tolerability, treatment response, and adverse events. In this paper, we propose a new approach for constructing a supporting multi-criteria model that fully takes into account this evidence. Our approach is based on the Stochastic Multicriteria Acceptability Analysis (SMAA) methodology, which allows us to compute the typical value judgments that support a decision, to quantify uncertainty, and to compute a comprehensive benefit-risk profile. As an example, we constructed a multi-criteria model for the therapeutic group of second-generation antidepressants. We analyzed Fluoxetine, Paroxetine, Sertraline, and Venlafaxine according to relative efficacy and absolute rates of several common adverse drug reactions using meta-analytical data from the literature. Our model showed that there are clear trade-offs among the four drugs. Based on our experiences from this study, SMAA appears to be a suitable approach for quantifying trade-offs and decision uncertainty in drug benefit-risk analysis.

    Sustainability assessment and complementarity

    Sustainability assessments bring together different perspectives that pertain to sustainability in order to produce overall assessments and a wealth of approaches and tools have been developed in the past decades. But two major problematics remain. The problem of integration concerns the surplus of possibilities for integration; different tools produce different assessments. The problem of implementation concerns the barrier between assessment and transformation; assessments do not lead to the expected changes in practice. This paper aims to analyze issues of complementarity in sustainability assessment and transformation as a key to better handling the problems of integration and implementation. Based on a generalization of Niels Bohr’s complementarity from quantum mechanics, we have identified two forms of complementarity in sustainability assessment, observer stance complementarity and value complementarity. Unlike many other problems of sustainability assessment, complementarity is of a fundamental character connected to the very conditions for observation. Therefore complementarity cannot be overcome methodologically; only handled better or worse. Science is essential to the societal goal of sustainability, but these issues of complementarity impede the constructive role of science in the transition to more sustainable structures and practices in food systems. The agencies of sustainability assessment and transformation need to be acutely aware of the importance of different perspectives and values and the complementarities that may be connected to these differences. An improved understanding of complementarity can help to better recognize and handle issues of complementarity. These deliberations have relevance not only for sustainability assessment, but more generally for transdisciplinary research on wicked problems

    Integrated assessment of biological invasions

    An assessment of the consequences of biological invasions and of the measures taken against must be at the base of each social decision in this field. Three forms of uncertainty can be distinguished that make such a decision difficult to take: (1) factual uncertainty, which encompasses not only risk, but also unknown probabilities of known consequences, and unknown consequences, (2) individual uncertainty, i.e. insecurity about the values to consider, and about the form how to consider them, and (3) social actor uncertainty, i.e. uncertainty about the social actors to consider and how to do it. This paper furnishes axiomatic reflections about the difficulties of assessments integrating these three uncertainties. Using this analytical separation, it restructures two main assessment techniques, and herewith shows the main differences between cost-benefit-analysis and multi-criteria decision aid in supporting public decisions about biological invasions. It is shown that the main difference between cost-benefit-analysis, the classical economic decision support, and multi-criteria decision analysis is less its mono- vs. multi-criteria approach, but its facility to be embedded in a social decision context. With multicriteria decision aid it is more facile to lay open the uncertainties in all three dimensions and to make them an explicit topic for public discourse.     Operational Research (OR) techniques have been applied, from the early stages of the discipline, to a wide variety of issues in education. At the government level, these include questions of what resources should be allocated to education as a whole and how these should be divided amongst the individual sectors of education and the institutions within the sectors. Another pertinent issue concerns the efficient operation of institutions, how to measure it, and whether resource allocation can be used to incentivise efficiency savings. Local governments, as well as being concerned with issues of resource allocation, may also need to make decisions regarding, for example, the creation and location of new institutions or closure of existing ones, as well as the day-to-day logistics of getting pupils to schools. Issues of concern for managers within schools and colleges include allocating the budgets, scheduling lessons and the assignment of students to courses. This survey provides an overview of the diverse problems faced by government, managers and consumers of education, and the OR techniques which have typically been applied in an effort to improve operations and provide solutions

    Network Analysis, Creative System Modelling and Decision Support: The NetSyMoD Approach

    This paper presents the NetSyMoD approach – where NetSyMod stands for Network Analysis – Creative System Modelling – Decision Support. It represents the outcome of several years of research at FEEM in the field of natural resources management, environmental evaluation and decision-making, within the Natural Resources Management Research Programme. NetSyMoD is a flexible and comprehensive methodological framework, which uses a suite of support tools, aimed at facilitating the involvement of stakeholders or experts in decision-making processes. The main phases envisaged for the process are: (i) the identification of relevant actors, (ii) the analysis of social networks, (iii) the creative system modelling and modelling of the reality being considered (i.e. the local socio-economic and environmental system), and (iv) the analysis of alternative options available for the management of the specific case (e.g. alternative projects, plans, strategies). The strategies for participation are necessarily context-dependent, and thus not all the NetSyMod phases may be needed in every application. Furthermore, the practical solutions for their implementation may significantly differ from one case to another, depending not only on the context, but also on the available resources (human and financial). The various applications of NetSyMoD have nonetheless in common the same approach for problem analysis and communication within a group of actors, based upon the use of creative thinking techniques, the formalisation of human-environment relationships through the DPSIR framework, and the use of multi-criteria analysis through the mDSS software.Social Network, Integrated Analysis, Participatory Modelling, Decision Support
