The Principles Of Developing A Management Decision Support System For Scientific Employees
Employees engaged in mental work have become the most valuable assets of any organization in the 21st century. The satisfaction of those involved in mental work requires the provision of objectivity and transparency in their decision-making. This, in turn, entails the development of scientifically motivated decision making mechanisms and scientific-methodological approaches to evaluate their performance based on innovative technologies.The main goal of this article is in development of the scientific and methodological framework for the establishment of a decision support system to manage the employees engaged in mental work and operating in uncertainty. In this regard, initially, the question of evaluating the activities of scientific workers is examined, its characteristic features are determined, and the fuzzy relation model is proposed as a multi-criterion issue formed in uncertainty. Taking into consideration the hierarchical structure of the criteria that allows evaluating the activities of scientific workers, a phased solution method based on an additive aggregation method is proposed. In accordance with the methodology, a functional scheme of the decision support system to manage the scientific personnel is developed. The working principle of each block and the interaction of the blocks are described. The rules for the employees\u27 management decisions are shown by referring to the knowledge production model.Based on the proposed methodological approach, the implementation phases of the decision support system for the management of the scientific workers of the Institute of Information Technology of ANAS are described. To evaluate the employees\u27 performance, the tools to collect initial information, evaluate the system of criteria, define their importance coefficients and mathematical descriptions are provided. Some results of the system software are presented. The opportunities of the system based on the proposed methodology to support enterprise mangers to make scientifically justified decisions are provided
Theoretical Interpretations and Applications of Radial Basis Function Networks
Medical applications usually used Radial Basis Function Networks just as Artificial Neural Networks. However, RBFNs are Knowledge-Based Networks that can be interpreted in several way: Artificial Neural Networks, Regularization Networks, Support Vector Machines, Wavelet Networks, Fuzzy Controllers, Kernel Estimators, Instanced-Based Learners. A survey of their interpretations and of their corresponding learning algorithms is provided as well as a brief survey on dynamic learning algorithms. RBFNs' interpretations can suggest applications that are particularly interesting in medical domains
Multi-criteria decision making with linguistic labels: a comparison of two methodologies applied to energy planning
This paper compares two multi-criteria decision making (MCDM) approaches based on linguistic label assessment. The first approach consists of a modified fuzzy TOPSIS methodology introduced by Kaya and Kahraman in 2011. The
second approach, introduced by Agell et al. in 2012, is based on qualitative reasoning techniques for ranking multi-attribute alternatives in group decision-making with linguistic labels. Evolving Large-Scale Data Stream Analytics based on Scalable PANFIS
Many distributed machine learning frameworks have recently been built to
speed up the large-scale data learning process. However, most distributed
machine learning used in these frameworks still uses an offline algorithm model
which cannot cope with the data stream problems. In fact, large-scale data are
mostly generated by the non-stationary data stream where its pattern evolves
over time. To address this problem, we propose a novel Evolving Large-scale
Data Stream Analytics framework based on a Scalable Parsimonious Network based
on Fuzzy Inference System (Scalable PANFIS), where the PANFIS evolving
algorithm is distributed over the worker nodes in the cloud to learn
large-scale data stream. Scalable PANFIS framework incorporates the active
learning (AL) strategy and two model fusion methods. The AL accelerates the
distributed learning process to generate an initial evolving large-scale data
stream model (initial model), whereas the two model fusion methods aggregate an
initial model to generate the final model. The final model represents the
update of current large-scale data knowledge which can be used to infer future
data. Extensive experiments on this framework are validated by measuring the
accuracy and running time of four combinations of Scalable PANFIS and other
Spark-based built in algorithms. The results indicate that Scalable PANFIS with
AL improves the training time to be almost two times faster than Scalable
PANFIS without AL. The results also show both rule merging and the voting
mechanisms yield similar accuracy in general among Scalable PANFIS algorithms
and they are generally better than Spark-based algorithms. In terms of running
time, the Scalable PANFIS training time outperforms all Spark-based algorithms
when classifying numerous benchmark datasets.Comment: 20 pages, 5 figure
Modeling and Optimal Design of Machining-Induced Residual Stresses in Aluminium Alloys Using a Fast Hierarchical Multiobjective Optimization Algorithm
The residual stresses induced during shaping and machining play an important role in determining the integrity and durability of metal components. An important issue of producing safety critical components is to find the machining parameters that create compressive surface stresses or minimise tensile surface stresses. In this paper, a systematic data-driven fuzzy modelling methodology is proposed, which allows constructing transparent fuzzy models considering both accuracy and interpretability attributes of fuzzy systems. The new method employs a hierarchical optimisation structure to improve the modelling efficiency, where two learning mechanisms cooperate together: NSGA-II is used to improve the modelâs structure while the gradient descent method is used to optimise the numerical parameters. This hybrid approach is then successfully applied to the problem that concerns the prediction of machining induced residual stresses in aerospace aluminium alloys. Based on the developed reliable prediction models, NSGA-II is further applied to the multi-objective optimal design of aluminium alloys in a âreverse-engineeringâ fashion. It is revealed that the optimal machining regimes to minimise the residual stress and the machining cost simultaneously can be successfully located
