    Analysis for biotechnology innovations using Strategic Environmental Assessment (SEA):

    " Meeting the food needs of the world's growing population while reducing poverty and protecting the environment is a major global challenge. Genetically modified crops appear to provide a promising option to deal with this challenge. However there is a need to make strategic decisions on how to spend limited agricultural research funds in order to achieve a maximum impact with regard to finding sustainable solutions to end hunger and poverty. In international development institutions, there is growing interest in the potential use of Strategic Environmental Assessment (SEA) as part of a research based Environmental Management System (EMS) to promote mainstreaming of environmental considerations in policy development. SEA was developed as an approach to integrate environmental considerations at a policy level, where alternatives environmental policies can be evaluated. In this paper, we propose using SEA in a policy research and priority setting process regarding new technologies, taking the development of Genetically Modified Organisms (GMOs) as an example. We propose that this method would be a useful tool for the international agricultural research centers of the Consultative Group for International Agricultural Research (CGIAR), streamlining business processes, strengthening accountability, sharpening the research agenda it supports, fostering broader partnerships, and increasing the relevance and impact of CGIAR research in achieving international development goals. Currently international law requires only Environmental Impact Assessments (EIAs) of specific biotechnology projects. The incorporation of environmental considerations only at the level of specific projects precludes the adoption of alternative environmental policies. In this review, we outline an SEA approach currently being considered at the International Food Policy Research Institute (IFPRI) for use in evaluating biotechnology policies. SEA may be a useful tool to inform the evaluation of biotechnology policies and priorities by taking account of information on the economic, social, and environmental benefits, cost and risks of adopting those policies."     Impact assessment of food policy research a stocktaking workshop: synthesis report

    "This stocktaking workshop provided an opportunity for several groups with active interest in impact assessment relating to agricultural policy research to share experiences and views about what constitutes good practice in this field. The sponsoring organizations have had a long-standing concern for the relevance and effectiveness of agricultural and food policy research in general and at IFPRI in particular. That concern has been addressed in past meetings and the time seemed right for a further stocktaking. The focus of this 2004 meeting was on impact assessment experience at IFPRI. IFPRI has, since the mid-1990s, carried out a variety of activities aimed at assessing the impact of its policy research, capacity strengthening, and policy communications programs. The workshop brought together practitioners of such impact assessment work, users of such information, as well as researchers whose activities have been the subject of impact assessment. The cogency and necessity of such impact accounting work was reaffirmed in general terms. There was constructively critical commentary on the merits of particular approaches and instruments, such as narrative recordings and more quantitative methods of attempting to measure effects of research investments. The perennial issue of challenging counterfactuals was necessarily addressed, and the practicality of experimental and quasi-experimental methods considered. The need for consistency of assessment approaches between ex post studies (which have been the bulk of IFPRI's experience to date) and ex ante assessment efforts that represent an increasing share of the assessment portfolio was also discussed.     "Compared to both Canada and the United States, Australia has been slow to approve commercial planting of transgenic crops. Two probable reasons exist for the slow approval rate of transgenic crops in Australia. The first reason is community perceptions about the risks associated with transgenic technologies. The second is the regulatory framework currently employed to approve commercial releases. This paper examines some of the potential regulatory issues that may be affecting the review process and approval of transgenic technologies. First we provide a brief introduction to the regulatory structure in Australia, second we consider the impact of regional, national and state jurisdictions, third we argue that the regulator needs to consider the use of benefits analysis in decision making, fourth we argue for the use of probabilistic risk assessments in certain circumstances, and fifth we look at potential problems inherent in majority voting in a committee and recommend alternatives."     The System-wide Program for Collective Action and Property Rights (CAPRi) sponsored a workshop on Watershed Management Institutions, March 13-16, 1999 in Managua, Nicaragua. The workshop focused on methodologies for undertaking research on watersheds, particularly those issues and tools that enable a more thorough understanding of the complex interactions between the biophysical factors and socioeconomic institutions of watersheds. Both social and biophysical scientists from CGIAR and other research institutions were brought together to present research and participate in focused discussions on methodologies for addressing collective action and property rights, scale, participation, and impact assessment.     Institutional Learning and Change: An initiative to promote greater impact through agricultural research for poverty alleviation

    The ILAC Initiative consists of an evolving community of individuals committed to increasing the contributions of agricultural research to sustainable poverty reduction around the world. ILAC promotes research, methodology development and capacity development to increase understanding of agricultural change processes and increase the effectiveness of interventions to stimulate pro-poor innovation. This paper presents a broad overview of ILAC, including its background, origins and evolution, objectives and activities. It also presents the initiative’s central hypothesis and a set of guiding questions.     Integrating Behavioral Health & Primary Care in New Hampshire: A Path Forward to Sustainable Practice & Payment Transformation

    New Hampshire residents face challenges with behavioral and physical health conditions and the interplay between them. National studies show the costs and the burden of illness from behavioral health conditions and co-occurring chronic health conditions that are not adequately treated in either primary care or behavioral health settings. Bringing primary health and behavioral health care together in integrated care settings can improve outcomes for both behavioral and physical health conditions. Primary care integrated behavioral health works in conjunction with specialty behavioral health providers, expanding capacity, improving access, and jointly managing the care of patients with higher levels of acuity In its work to improve the health of NH residents and create effective and cost-effective systems of care, the NH Citizens Health Initiative (Initiative) created the NH Behavioral Health Integration Learning Collaborative (BHI Learning Collaborative) in November of 2015, as a project of its Accountable Care Learning Network (NHACLN). Bringing together more than 60 organizations, including providers of all types and sizes, all of the state’s community mental health centers, all of the major private and public insurers, and government and other stakeholders, the BHI Learning Collaborative built on earlier work of a NHACLN Workgroup focused on improving care for depression and co-occurring chronic illness. The BHI Learning Collaborative design is based on the core NHACLN philosophy of “shared data and shared learning” and the importance of transparency and open conversation across all stakeholder groups. The first year of the BHI Learning Collaborative programming included shared learning on evidence-based practice for integrated behavioral health in primary care, shared data from the NH Comprehensive Healthcare Information System (NHCHIS), and work to develop sustainable payment models to replace inadequate Fee-for-Service (FFS) revenues. Provider members joined either a Project Implementation Track working on quality improvement projects to improve their levels of integration or a Listen and Learn Track for those just learning about Behavioral Health Integration (BHI). Providers in the Project Implementation Track completed a self-assessment of levels of BHI in their practice settings and committed to submit EHR-based clinical process and outcomes data to track performance on specified measures. All providers received access to unblinded NHACLN Primary Care and Behavioral Health attributed claims data from the NHCHIS for provider organizations in the NH BHI Learning Collaborative. Following up on prior work focused on developing a sustainable model for integrating care for depression and co-occurring chronic illness in primary care settings, the BHI Learning Collaborative engaged consulting experts and participants in understanding challenges in Health Information Technology and Exchange (HIT/HIE), privacy and confidentiality, and workforce adequacy. The BHI Learning Collaborative identified a sustainable payment model for integrated care of depression in primary care. In the process of vetting the payment model, the BHI Learning Collaborative also identified and explored challenges in payment for Substance Use Disorder Screening, Brief Intervention and Referral to Treatment (SBIRT). New Hampshire’s residents will benefit from a health care system where primary care and behavioral health are integrated to support the care of the whole person. New Hampshire’s current opiate epidemic accentuates the need for better screening for behavioral health issues, prevention, and treatment referral integrated into primary care. New Hampshire providers and payers are poised to move towards greater integration of behavioral health and primary care and the Initiative looks forward to continuing to support progress in supporting a path to sustainable integrated behavioral and primary care
