    How a Diverse Research Ecosystem Has Generated New Rehabilitation Technologies: Review of NIDILRR’s Rehabilitation Engineering Research Centers

    Over 50 million United States citizens (1 in 6 people in the US) have a developmental, acquired, or degenerative disability. The average US citizen can expect to live 20% of his or her life with a disability. Rehabilitation technologies play a major role in improving the quality of life for people with a disability, yet widespread and highly challenging needs remain. Within the US, a major effort aimed at the creation and evaluation of rehabilitation technology has been the Rehabilitation Engineering Research Centers (RERCs) sponsored by the National Institute on Disability, Independent Living, and Rehabilitation Research. As envisioned at their conception by a panel of the National Academy of Science in 1970, these centers were intended to take a “total approach to rehabilitation”, combining medicine, engineering, and related science, to improve the quality of life of individuals with a disability. Here, we review the scope, achievements, and ongoing projects of an unbiased sample of 19 currently active or recently terminated RERCs. Specifically, for each center, we briefly explain the needs it targets, summarize key historical advances, identify emerging innovations, and consider future directions. Our assessment from this review is that the RERC program indeed involves a multidisciplinary approach, with 36 professional fields involved, although 70% of research and development staff are in engineering fields, 23% in clinical fields, and only 7% in basic science fields; significantly, 11% of the professional staff have a disability related to their research. We observe that the RERC program has substantially diversified the scope of its work since the 1970’s, addressing more types of disabilities using more technologies, and, in particular, often now focusing on information technologies. RERC work also now often views users as integrated into an interdependent society through technologies that both people with and without disabilities co-use (such as the internet, wireless communication, and architecture). In addition, RERC research has evolved to view users as able at improving outcomes through learning, exercise, and plasticity (rather than being static), which can be optimally timed. We provide examples of rehabilitation technology innovation produced by the RERCs that illustrate this increasingly diversifying scope and evolving perspective. We conclude by discussing growth opportunities and possible future directions of the RERC program

The increasing concern of state and federal departments of rehabilitation for this technology lag was the stimulus for a series of problem-solving workshops held in California during 1977. As a result of the workshops, the recommendation emerged that the California Department of Rehabilitation take the lead in the development of a coordinated delivery system that would eventually serve the entire state and be a model for similar systems across the nation

In summary, the application was developed based on the virtual learning environment Moodle and aims to develop a learning environment that supports the visually impaired students of e-learning, allowing them to ask questions, discuss and share ideas through forums and use chat rooms in real time. The fundamental purpose of this application is to cooperate with scientific knowledge in the sense that this is a representation of technological advance on the accessibility tools in distance education mode and provide comfort, flexibility and accessibility for the visually impaired students, realizing that education should always be inclusive

    Admission of Deaf Soldiers to the Military: Rethinking the Undifferentiated Soldier Paradigm

    Keith Nolan, a deaf man with undergraduate and graduate degrees, asked to be admitted to military training to become a uniformed American soldier. The military said no, and the issue was joined. Nolan’s application presents the Department of Defense (DOD) with an opportunity to reconsider its historical bar to people who are deaf. The Article suggests a new paradigm in thinking about the selection criteria used to screen out deaf applicants for military service, a paradigm rooted in a disability studies framework. With a few exceptions in the Civil War, the United States armed forces have barred people with disabilities, including those who are deaf, from serving in the military. The current recruitment model is based on the “undifferentiated soldier,” which requires an applicant for military service to become combat-ready, that is, someone who can serve on the front line of fighting even if ultimately the soldier never enters the theater of war in his or her military career. As Keith Nolan’s case demonstrates, the military assumes deaf applicants are incapable of military service because they cannot become combat ready. These assumptions underline a DOD report to Congress last year that militates against deaf soldiers in the United States armed forces. It is time to rethink these assumptions

    The Information area has revolutionized the workplace. Douglas Kruse, a professor of human resources and the director of the program for disability research at Rutgers University, states that 7% of employed persons with disabilities work 20 hours or more a week from home. While some modern countries have established “virtual teams”, which are said to be comprised of people who are geographically scattered and who work across boundaries of space and time using computer driven communication technologies, it is also true that many developing countries remain structured around conventional face-to-face teams. A motive toward virtual team working may be cost effectiveness. Increasing transport and human resource costs makes face to face contact less attractive unless they are essential. In an environment of urging to move into the direction of governing the activities via electronic moves, consideration of the individuals who deliver their services to the society in the form of virtual teams are of the primary value which should accelerate the E culture while E government is aimed at. By reviewing literature and theories, this paper present the definition and characteristics of virtual teams. A comparison of different types of virtual teams along with the application, strengths and limitations of them regarding as the promising elements of e activities are elaborated.     The impact of using location-based services with a behaviour-disordered child

    In this paper we explore technologies that help parents locate their children. Parents regularly use mobile phones to stay in touch with their children, but recent developments in location-based tracking allow parents to assess the location of their child directly. Such location-based services offer new assurances, but also bring new privacy challenges. In order to explore these, we conducted a case study focussing on the way in which a family has used location-based technologies to keep track of a child with Aspergers Syndrome and Attention Deficit Hyperactivity Disorder. This novel research shows that Location-Based Services, although usually applied to lone-worker situations, can be effectively applied to other user groups. The parents of the child were interviewed at length, and the interview was analysed using qualitative methods. The findings are discussed and considered against a current predictive model of LBS use
