    Comparative Economics of Cattle and Wildlife Ranching in the Zimbabwe Midlands

    The economics of ranches in the Zimbabwe Midlands, generating income from cattle, or wildlife, or both, were compared during 1989/90 to test the claim that wildlife ranching can generate greater profits than cattle ranching on semi-arid African savannas. Both financial (market) prices and economic prices (opportunity cost) were used. Financial data were obtained from 15 cattle, 7 wildlife and 13 mixed ranches in four areas with wildlife and from 15 cattle ranches in two areas with sparse wildlife. Estimates of economic prices were obtained from official data. In the first paper, gross revenues, costs, net revenues, and capital investments of each ranch type were compared. Cattle ranches in the areas with sparse wildlife provided the greatest net revenues while only mixed ranches were financially profitable in areas with abundant wildlife. Wildlife ranches had the least capital investments. In the second paper a policy analysis matrix was used to compare financial and economic profitability. Excluding policy interventions, cattle ranches in areas with sparse wildlife were most profitable. Negative financial-economic profit differences showed that all ranchers faced production disincentives, but cattle ranchers were affected the most. In the third paper an attempt was made to quantify the cost of lost rangeland productivity due to overstocking. Carrying capacities and stocking rates were estimated and a range of overstocking costs was used. Cattle ranches appeared to be overstocked while wildlife ranches were not. Thus the larger economic profit of cattle versus wildlife ranches decreased when range productivity loss increased. The last paper compared the relative efficiency of cattle, wildlife, and mixed ranches from the financial perspective (using the private cost ratio) and from the national perspective (using the domestic resource cost). While few ranches were financially efficient, cattle ranches with sparse wildlife and mixed and wildlife operations were found to be economically efficient when overstocking costs were not charged. With increased rangeland sensitivity to overstocking, the probability of economic inefficiency increased more for cattle than mixed or wildlife ranches.     Certification standards for sustainable game ranching in the Northern Province, South Africa

    Thesis (MSc)--University of Stellenbosch, 2000.ENGLISH ABSTRACT: Formal systems of environmental management and certification for activities associated with extensive land use, relate mainly to forestry. The emergence of forest certification largely originates from the issue of tropical deforestation and the associated boycott campaigns against tropical timber. At the United Nations Conference on Environment and Development in Rio de Janeiro in 1992, a new set of international norms were set in the form of Forest Principles. These were non-binding and together with international initiatives, such as the Tropical Forestry Action Programme and the International Tropical Timber Organisation have failed to decrease deforestation. New efforts to encourage sustainable forestry through forest certification were made by Non Governmental Organisations which collaborated with the private sector in developing new policy instruments. They followed the trend of eco-labelling in an attempt to link green consumers to producers whose aim it is to improve management practices. The Forest Stewardship Council (FSC) was established. The FSC system relies on forest management principles and criteria approved by itself and is based on performance standards. The International Standards Organisation (ISO) also developed a management standard based on the principle of continuous improvement. ISO developed the ISO 14001 standard for the certification of Environmental Management Systems which is applicable to any industry concerned with the environment. From questionnaire surveys carried out among a sample of private game ranch owners/managers in the Northern Province, current standards of management were established. It was found that private owners/managers rely mostly on their own experience and knowledge. Information about management on game ranches is rarely available and only major concerns and most visible problems are attended to. Guidelines with standards for an Environmental Management System (EMS) according to the ISO 14000 series were drawn up from the results of the surveys and a literature review. A checklist of principles and criteria which could be used for the certification process was also developed. The final objective is to attain quality game ranch management which is environmentally sensitive, socially aware/beneficial and economically viable. This is crucial for the conservation and preservation of the natural systems in South Africa in which private land owners playa major role.AFRIKAANSE OPSOMMING: Formele omgewingsbestuursisteme en sertifisering vir aktiwiteite wat geassosieer word met ekstensiewe grondbenutting, word hoofsaaklik gekoppel met bosbou. Die konsep van sertifisering het tot stand gekom as gevolg van die omstredenheid rondom ontbossing en die gassosieerde sanksies teen tropiese hout. By die Verenigde Nasies Konferensie oor Omgewing en Ontwikkeling in Rio de Janeiro in 1992 is 'n nuwe stel internasionale norme daargestel in die vorm van Bosbeginsels. Hierdie was nie-bindend en saam met internasionale inisiatiewe soos die Tropiese Bos Aksie Program en die Internasionale Tropiese Hout Organisasie het hulle gefaal om ontbossing te verminder. Nuwe pogings om volhoubare bosboupraktyke aan te moedig is aangewend nadat Nie-Regering Organisasies en die privaatsektor saamgewerk het om nuwe beleidsinstrumente te ontwikkel. Hulle het die neiging vir die "eko-etiket" nagevolg in 'n poging om omgewingsbewuste verbruikers in kontak te bring met produseerders wat gemoeid is met verbeterde bestuurspraktyke. Die Forest Stewardship Council (FSC) het tot stand gekom en hulle sisteem sluit bosbestuursbeginsels en kriteria in wat deur hulleself goedgekeur is en gebaseer is op werkverrigtingstandaarde. Die Internasionale Standaarde Organisasie (ISO) het ook 'n bosbestuurstandaard opgestel gebaseer op die beginsel van kontinue verbetering. ISO het die ISO 14001 standaard opgestel vir Omgewingsbestuursisteme wat van toepassing gemaak kan word op enige industrie wat gemoeid is met die omgewmg. Na afhandeling van vraelys opnames onder privaat wildsplaas eienaars/bestuurders, is daar vasgestel wat die standaard van bestuur tans in die Noordelike Provinsie is. Privaat eienaarsIbestuurders maak meestal staat op hulle eie ondervinding en kennis. Inligting oor die bestuur van die wildsplase is nie geredelik beskikbaar nie en slegs die mees sigbare en grootste probleme word bestuur. 'n Riglyn met standaarde vir 'n Omgewingsbestuursisteem volgens ISO is opgestel vanaf resultate van die opnames en 'n literatuurstudie asook 'n "Checklist" wat beginsels en kriteria insluit wat gebruik kan word in die sertifiseringsproses is ook ontwerp. Die finale doel is om kwaliteit bestuur te bewerkstellig wat omgewingsensitief, sosiaal bewus/voordelig en ekonomies lewensvatbaar is. Laasgenoemde is uiters belangrik aangesien privaat grondeienaars 'n sleutelrol speel in die bewaring en preservering van die natuurlike sisteme in Suid-Afrika

    The effect of environmental variability on livestock and land-use management: the Borana Plateau, Southern Ethiopia

    The Borana people are the predominant ethnic group on the Borana Plateau in southern Ethiopia, who have recently increased their reliance on crops. Rainfall in the region averages between 353 mm to 873 mm; variability is high, with coefficients of variation ranging from .21 to .68. Anectdotal evidence implies that the vulnerability of pastoralist households to drought is increasing; stock levels increase dramatically during good rainfall years but plummet when rainfall is poor, indicating that the drought cycle is becoming more pronounced. In recent years, there has also been a dramatic increase in land allocated to crops, and land allocated to pastures that are either privatized or accessible to only a small sub-group of people. It is hypothesized that one of the key determinants of the productivity and sustainability of the systems is the ability of community members to cooperate over the use and maintenance of these resources. In this paper, we develop indicators of cooperation and examine factors affecting these indicators. We then use these indicators to determine the impact of cooperation on stock densities and land allocation patterns. Results indicate that cooperation is positively related to factors that increase the profitability of livestock, but negatively related to the total number of households, the use of community pastures by non-community members, and heterogeneity of wealth within the community.Ethiopia., Pastoral systems Environmental aspects Africa., Land use Ethiopia., Livestock., Crops.,

The conference focused on institutional aspects of rangeland management and brought together policy makers and researchers from North Africa, Sub-Saharan Africa and West Asia to discuss sustainable rangeland production strategies and livelihood of pastoral communities in dry areas.     Managing resources in erratic environments: an analysis of pastoralist systems in Ethiopia, Niger, and Burkina Faso

    This study analyzes the links between risk and the kinds of property rights that have evolved to provide the mobility necessary to raise livestock in drought-prone countries in this case Burkina Faso, Ethiopia, and Niger. The study also evaluates the impact of cooperation on resource management in these environments. The express purpose of this research is to contribute to the current debate on resource management in highly variable environments, focusing on the impact of climate variability on and the role of cooperation in resource management. More specifically, a conceptual framework is developed to analyze the impact of climatic variability and cooperative capacity on land allocation patterns, stock densities, and patterns of herd mobility.     The impact of pastoral farming and wildlife management practices on lion-livestock interactions in the Kgalagadi-South region of Botswana

Tech.) - Central University of Technology, Free State, 2009All over the African continent south of the Sahara Desert, African lion numbers are plummeting to levels where, over large areas of their remaining distribution range, extinction has become a real threat. The main reason for the decreasing numbers is the increasing conflict between livestock farmers and lions. Lions are forced to kill livestock where their natural prey has been squeezed out by livestock and associated farming practices, and the farmers find it necessary to protect their livelihoods, often through the indiscriminate killing of lions. In the Kgalagadi-South region of Botswana, lion/livestock interactions present a challenge to livestock owners and wildlife managers alike. The relatively low ecological carrying capacity and occupied lion habitats in the Kgalagadi Transfrontier Park (KTP) force some expelled young adult and sub-adult lions southwards into the adjoining Wildlife Management Area (WMA) KD/15, which separates the KTP and the communal grazing area. This WMA most likely also contains resident prides. Some of these predators sporadically enter the livestock grazing area. Similarly, large stock often enters the WMA. It is mostly these boundary transgressions that result in livestock killing, and the reaction of livestock owners often leads to the killing of lions. To gather information concerning the nature and extent of the situation, two questionnaires were prepared with the assistance of the Department of Biostatistics of the University of the Free State, South Africa. One questionnaire targeted livestock owners while the other was aimed at wildlife officials of the Department of Wildlife and National Parks in Botswana and SANParks in South Africa. Both covered the five-year period 2002-2006. A trial run was carried out to adjust to problem-specific circumstances before fieldwork commenced. Fieldwork was done during four consecutive seasons – in January, February, April and December 2007. Thirty livestock respondents and 13 wildlife officials were interviewed during the first two excursions into the study area. The third visit was to plot the cut-line between the WMA and the grazing area (by means of a Global Positioning System or GPS) and to make first-hand observations regarding movement over the cut-line. During all four visits the environmental (including grazing) conditions and density and distribution of wildlife and stock were observed in both the WMA and the grazing areas. The information gathered points towards a seemingly unsolvable situation. The exceptionally high daytime temperatures and food scarcity, brought about by erratic rainfall, overgrazing near boreholes, generally low carrying capacity and low phosphorus (P) levels, force large stock, i.e. cattle, horses, donkeys and mules, to graze far away from the safety of the cattle-posts during the cool hours of the night, thus making kraaling impractical. Such circumstances enhance exposure to lion predation especially in or near the WMA and the KTP fence. Some lions also penetrate deep into the grazing areas, especially in the arid western part of the study area. This study revealed certain weaknesses in current wildlife and livestock management practices in the study area, the sum of which put both farmers and the lion population under extreme pressure. Most of these shortcomings can be rectified without drastic invasive methods. Such adjustments can result in improved livestock and wildlife utilisation and protection of the lions. For example: the placement of mixed phosphorus and salt licks near cattle-posts to fulfil the need for vital micro and macro elements; addressing unnecessary livestock losses, which contribute to a lower income and less tolerance towards predation (e.g. botulism, which may stem from stock chewing on bones in their desire for more phosphorus, and losses to black-backed jackal, Canis mesomelas, in poorly maintained kraals); more drinking troughs at boreholes to prevent unnecessary shoving and minimise energy waste; and the introduction of more bulls to herds to increase the calving percentage. The study further concluded that there is little reason why stockowners should consider protecting lions. It suggests that significant value can be added to the wildlife (and the protection of lions) in the specific area by making farmers and other local residents share in the relatively untapped ecotourism potential of the area
