    A Longitudinal Study Of E-Government Maturity

    Extending the findings of prior cross-sectional studies, this paper presents a longitudinal analysis of the drivers of e-Government maturity. We constructed a panel dataset for the period from 2003 to 2007 using data published by various authoritative sources. We fitted a mixed-effects regression model to the data to study how the growth of e-Government around the globe is influenced by changing levels of affluence, ICT infrastructure, human capital, and governance. We found that countries’ e-Government matures as they become more affluent (in terms of GDP per capita) and as their ICT infrastructure improves. Human capital and the quality of governance have no significant effect on the development of e-Government maturity. The results suggest that countries investing in leading-edge ICT infrastructure can maintain or improve their global standing in e-Government without substantial changes to human capital or governance. We put forward plausible reasons to explain our findings, and their implications for future research and the practice of e-government

    The development of the professional values and practice standard in the secondary graduate initial teacher training route in England

    The paper reports on a pilot research project to investigate how trainee teachers develop an understanding of the competences that must be reached in the area of professional practice and values , which is one of the standards that needs to be met before the award of Qualified Teacher Status in England. Data were collected from secondary trainee teachers, their placement mentors in schools and university tutors. Data have been interpreted in the context of potential threats to the professionalism of teachers, through the introduction of managerialist influences in public funded education. The main findings are: that trainees think that the most dominant influence on developing understanding of professional values are their school placements ; there were little differences in the responses from four subject areas studied ; mentors and other lead teachers play an important role in the development of understanding of professional values; the grades awarded by mentors when assessing professional practice and values varies between the four subjects studied. The explanation for these findings is complex and is related to the understanding and interpretation of the standard by both mentors and trainee teachers. The findings highlight some of the difficulties in attempting to assess competency standards in an area that is underpinned by values and suggest that initial teacher training can best assist the development of the standard when it is approached in a critical way by all parties.</p

    Class Origins, Education and Occupational Attainment: Cross-cohort Changes among Men in Britain

    Studies of intergenerational class mobility and of intragenerational occupational mobility have of late tended to diverge in their concerns and methodology. This reflects assumptions regarding the increasing part played by education in intergenerational mobility and the decreasing part played by class origins in intragenerational mobility, once educational attainment is controlled. The paper contributes to the questioning of these assumptions on empirical grounds. Analyses are made of the occupational mobility of men in three British birth cohorts over the course of their earlier working lives :i.e. men born in 1946, 1958 and 1970. It is found that while the most important effect on mobility chances is that of educational qualifications, the importance of education does not increase across the three cohorts; that class origins also have a significant effect on mobility chances, and one that does not decrease across the cohorts; and that features of worklife experience, in particular the frequency of occupational changes, likewise have a persisting effect on mobility chances, independently of both education and class origins. However, while secular changes in mobility processes are scarcely in evidence, the analyses do provide strong indications of a cohort effect. Men in the 1958 birth cohort, whose first years in the labour market coincided with a period of severe recession, de-industrialisation and high unemployment, would appear to have experienced various lasting disadvantages in their subsequent occupational histories

    A Patient-Centered Framework for Evaluating Digital Maturity of Health Services: A Systematic Review

Extensive literature exists about how to assess the components of digital maturity, but it has not been used to design a comprehensive framework for evaluation. Consequently, the measurement systems that do exist are limited to evaluating digital programs within one service or care setting, meaning that digital maturity evaluation is not accounting for the needs of patients across their care pathways. Objective: The objective of our study was to identify the best methods and metrics for evaluating digital maturity and to create a novel, evidence-based tool for evaluating digital maturity across patient care pathways. Methods: We systematically reviewed the literature to find the best methods and metrics for evaluating digital maturity. We searched the PubMed database for all papers relevant to digital maturity evaluation. Papers were selected if they provided insight into how to appraise digital systems within the health service and if they indicated the factors that constitute or facilitate digital maturity. Papers were analyzed to identify methodology for evaluating digital maturity and indicators of digitally mature systems. We then used the resulting information about methodology to design an evaluation framework. Following that, the indicators of digital maturity were extracted and grouped into increasing levels of maturity and operationalized as metrics within the evaluation framework. Results: We identified 28 papers as relevant to evaluating digital maturity, from which we derived 5 themes. The first theme concerned general evaluation methodology for constructing the framework (7 papers). The following 4 themes were the increasing levels of digital maturity: resources and ability (6 papers), usage (7 papers), interoperability (3 papers), and impact (5 papers). The framework includes metrics for each of these levels at each stage of the typical patient care pathway. Conclusions: The framework uses a patient-centric model that departs from traditional service-specific measurements and allows for novel insights into how digital programs benefit patients across the health system

    Uncovering the Common Risk Free Rate in the European Monetary Union

    We introduce Longitudinal Factor Analysis (LFA) to extract the Common Risk Free (CRF)rate from a sample of sovereign bonds of countries in a monetary union. Since LFA exploits the typically very large longitudinal dimension of bond data, it performs better than traditional factor analysis methods that rely on the much smaller cross-sectional dimension. European sovereign bond yields for the period 2006-2010 are decomposed into a CRF rate, a default risk premium, and a liquidity risk premium, shedding new light on issues such as benchmark status, flight-to-quality and flight-to-liquidity hypotheses. Our empirical findings suggest that investors chase both credit quality and liquidity, and that liquidity is more valued when aggregate risk is high.Factor analysis; risk free interest rate; sovereign bond; benchmark

    Sustainable Growth and Ethics: a Study of Business Ethics in Vietnam Between Business Students and Working Adults

    Sustainable growth is not only the ultimate goal of business corporations but also the primary target of local governments as well as regional and global economies. One of the cornerstones of sustainable growth is ethics. An ethical organizational culture provides support to achieve sustainable growth. Ethical leaders and employees have great potential for positive influence on decisions and behaviors that lead to sustainability. Ethical behavior, therefore, is expected of everyone in the modern workplace. As a result, companies devote many resources and training programs to make sure their employees live according to the high ethical standards. This study provides an analysis of Vietnamese business students&rsquo; level of ethical maturity based on gender, education, work experience, and ethics training. The results of data from 260 business students compared with 704 working adults in Vietnam demonstrate that students have a significantly higher level of ethical maturity. Furthermore, gender and work experience are significant factors in ethical maturity. While more educated respondents and those who had completed an ethics course did have a higher level of ethical maturity, the results were not statistically significant. Analysis of the results along with suggestions and implications are provided

    Does size matter? Experiences and perspectives of BIM implementation from large and SME construction contractors

    This paper presents the findings of a qualitative study into the experiences and perspectives of large and SME construction contractors towards the implementation of Building Information Modelling (BIM) within their organisations. Results of the survey were statistically analysed to test for similarity and significant variations between the two groups. The results confirmed that both groups were equally aware of the perceived benefits of BIM, but found that the largest barriers to implementation were the costs associated with the technology and training requirements. Significant differences between the groups included plans to implement BIM and concerns with legal and commercial barriers
