    Negative Externalities on Property Values Resulting from Water Impairment: The Case of the Pigeon River Watershed

    The following hypothesis was tested: Willingness to bear a negative water impairment externality differs between those who do and those who do not receive economic benefit from the impairment source, e.g., a paper mill. The hypothesis was tested using a hedonic analysis of ambient water quality in two discrete housing markets in the Pigeon River Watershed, which have been polluted by the operation of a paper mill. The results suggest that North Carolina residents of the subwatersheds with impaired river, who experience economic benefits from the paper mill in addition to harmful effects, do perceive the pollution as a negative externality, whereas they may have a willingness to bear a similar type of negative externality associated with impaired streams. In contrast, the effects of both degraded river and streams on property values is perceived as a negative externality by residents in the Tennessee side, who experience only harmful effects from the pollution. North Carolina residents may hold greater willingness to bear the harmful effects of pollution as a given condition in their decision-making process because they receive economic benefits from the paper mill, while this internalization of the negative externality is weaker for residents in the Tennessee side.negative Externalities, water quality, spatial hedonic model, Environmental Economics and Policy,

    The impact of agricultural activities on water quality: a case for collaborative catchment-scale management using integrated wireless sensor networks

    The challenge of improving water quality is a growing global concern, typified by the European Commission Water Framework Directive and the United States Clean Water Act. The main drivers of poor water quality are economics, poor water management, agricultural practices and urban development. This paper reviews the extensive role of non-point sources, in particular the outdated agricultural practices, with respect to nutrient and contaminant contributions. Water quality monitoring (WQM) is currently undertaken through a number of data acquisition methods from grab sampling to satellite based remote sensing of water bodies. Based on the surveyed sampling methods and their numerous limitations, it is proposed that wireless sensor networks (WSNs), despite their own limitations, are still very attractive and effective for real-time spatio-temporal data collection for WQM applications. WSNs have been employed for WQM of surface and ground water and catchments, and have been fundamental in advancing the knowledge of contaminants trends through their high resolution observations. However, these applications have yet to explore the implementation and impact of this technology for management and control decisions, to minimize and prevent individual stakeholder’s contributions, in an autonomous and dynamic manner. Here, the potential of WSN-controlled agricultural activities and different environmental compartments for integrated water quality management is presented and limitations of WSN in agriculture and WQM are identified. Finally, a case for collaborative networks at catchment scale is proposed for enabling cooperation among individually networked activities/stakeholders (farming activities, water bodies) for integrated water quality monitoring, control and management

    Agribusiness and space: No limits to growth

    Technological developments responding to world food needs are examined. It is noted that agribusiness technology has become more space-related in recent years. Although crops forecasting and improvements in yield (the green revolution) were developed prior to the space era, it would be unthinkable today to ignore the contributions of operational meteorological and communications satellites and experimental Earth observation satellites in agribusiness. Space-driven communications now permit national agribusiness database management networks, with a significant portion of the data being space-derived. In demonstration experiments, space communications were shown to improve those aspects of the food problem related to education and communications

    A Belief Network Approach to Modeling of Environmental Change: The Methodology and Prospects for Application

    In environmental management, assessments and far-reaching decisions must typically be made under very high or extreme uncertainty. The future development of the environment in interaction with societies in transition is very difficult to forecast. This is the case regardless of whether the change is introduced actively at the project or policy level, or passively through accumulated environmental deterioration or climatic change. This study presents a belief network methodology designed specifically for modeling environmental change. Belief networks contain a set of interlinked nodes. Prior probability distributions of nodes are updated with information from the rest of the network, according to transfer information in links. A link can transmit information in two directions. The existing belief network methodology was extended in several ways to meet the multiple requirements of environmental modeling. Most notably, two-layered parallel linking of nodes was allowed: the conventional probabilistic linking, and linking of outcomes of probability distributions using deterministic or logical relations. Moreover, several decision analysis techniques were included. The applicability of the methodology is discussed in reference to the following topics: knowledge acquisition, decision analytic modeling, mechanistic and process modeling, topological and spatial modeling, learning and adaptive modeling, and hybrid use
