    Understanding location decisions of energy multinational enterprises within the European smart cities’ context: An integrated AHP and extended fuzzy linguistic TOPSIS method

    Becoming a smart city is one of the top priorities in the urban agenda of many European cities. Among the various strategies in the transition path, local governments seek to bring innovation to their cities by encouraging multinational enterprises to deploy their green energy services and products in their municipalities. Knowing how to attract these enterprises implies that political leaders understand the multi-criteria decision problem that the energy sector enterprises face when deciding whether to expand to one city or another. To this end, the purpose of this study is to design a new manageable and controllable framework oriented to European cities’ public managers, based on the assessment of criteria and sub-criteria governing the strategic location decision made by these enterprises. A decision support framework is developed based on the AHP technique combined with an extended version of the hesitant fuzzy linguistic TOPSIS method. The main results indicate the higher relative importance of government policies, such as degree of transparency or bureaucracy level, as compared to market conditions or economic aspects of the city’s host country. These results can be great assets to current European leaders, they show the feasibility of the method and open up the possibility to replicate the proposed framework to other sectors or geographical areas.The authors acknowledge the support from the European Union “Horizon 2020 Research and Innovation Programme” under the grant agreements No 731297.     An overview of fuzzy multi-criteria decisionmaking methods in hospitality and tourism industries: bibliometrics, methodologies, applications and future directions

    Stakeholders in hospitality and tourism industries are involved in many decision-making scenarios. Multi-criteria decision-making (MCDM) methods have been widely used in hospitality and tourism industries. Although some articles summarised the applications of MCDM models in hospitality and tourism industries, they ignored the fuzziness of individual cognition in an uncertain environment. In addition, these surveys lacked a comprehensive overview from the perspective of bibliometrics analysis and content analysis regarding the whole hospitality and tourism industries. To analyse the applications of fuzzy MCDM methods in hospitality and tourism industries and further explore future research directions, this article reviews 85 selected papers published from 1997 to 2022 regarding fuzzy MCDM models applied in hospitality and tourism industries. Through analysing the results of bibliometric analysis, methodologies and applications, we found that analytic hierarchy process (AHP) and TOPSIS methods are the most widely used MCDM methods, and tourism evaluation, hotel evaluation and selection, tourism destination evaluation and selection are the most attractive research issues in hospitality and tourism industries. Finally, future research directions are proposed from three aspects. This article provides insights for researchers and practitioners who have interest in fuzzy MCDM models in hospitality and tourism industries

    A systematic review on multi-criteria group decision-making methods based on weights: analysis and classification scheme

    Interest in group decision-making (GDM) has been increasing prominently over the last decade. Access to global databases, sophisticated sensors which can obtain multiple inputs or complex problems requiring opinions from several experts have driven interest in data aggregation. Consequently, the field has been widely studied from several viewpoints and multiple approaches have been proposed. Nevertheless, there is a lack of general framework. Moreover, this problem is exacerbated in the case of experts’ weighting methods, one of the most widely-used techniques to deal with multiple source aggregation. This lack of general classification scheme, or a guide to assist expert knowledge, leads to ambiguity or misreading for readers, who may be overwhelmed by the large amount of unclassified information currently available. To invert this situation, a general GDM framework is presented which divides and classifies all data aggregation techniques, focusing on and expanding the classification of experts’ weighting methods in terms of analysis type by carrying out an in-depth literature review. Results are not only classified but analysed and discussed regarding multiple characteristics, such as MCDMs in which they are applied, type of data used, ideal solutions considered or when they are applied. Furthermore, general requirements supplement this analysis such as initial influence, or component division considerations. As a result, this paper provides not only a general classification scheme and a detailed analysis of experts’ weighting methods but also a road map for researchers working on GDM topics or a guide for experts who use these methods.     VIKOR Technique:A Systematic Review of the State of the Art Literature on Methodologies and Applications

    The main objective of this paper is to present a systematic review of the VlseKriterijuska Optimizacija I Komoromisno Resenje (VIKOR) method in several application areas such as sustainability and renewable energy. This study reviewed a total of 176 papers, published in 2004 to 2015, from 83 high-ranking journals; most of which were related to Operational Research, Management Sciences, decision making, sustainability and renewable energy and were extracted from the “Web of Science and Scopus” databases. Papers were classified into 15 main application areas. Furthermore, papers were categorized based on the nationalities of authors, dates of publications, techniques and methods, type of studies, the names of the journals and studies purposes. The results of this study indicated that more papers on VIKOR technique were published in 2013 than in any other year. In addition, 13 papers were published about sustainability and renewable energy fields. Furthermore, VIKOR and fuzzy VIKOR methods, had the first rank in use. Additionally, the Journal of Expert Systems with Applications was the most significant journal in this study, with 27 publications on the topic. Finally, Taiwan had the first rank from 22 nationalities which used VIKOR technique

    The state of the art development of AHP (1979-2017): A literature review with a social network analysis

    Although many papers describe the evolution of the analytic hierarchy process (AHP), most adopt a subjective approach. This paper examines the pattern of development of the AHP research field using social network analysis and scientometrics, and identifies its intellectual structure. The objectives are: (i) to trace the pattern of development of AHP research; (ii) to identify the patterns of collaboration among authors; (iii) to identify the most important papers underpinning the development of AHP; and (iv) to discover recent areas of interest. We analyse two types of networks: social networks, that is, co-authorship networks, and cognitive mapping or the network of disciplines affected by AHP. Our analyses are based on 8441 papers published between 1979 and 2017, retrieved from the ISI Web of Science database. To provide a longitudinal perspective on the pattern of evolution of AHP, we analyse these two types of networks during the three periods 1979?1990, 1991?2001 and 2002?2017. We provide some basic statistics on AHP journals and researchers, review the main topics and applications of integrated AHPs and provide direction for future research by highlighting some open questions

    A probabilistic linguistic thermodynamic method based on the water-filling algorithm and regret theory for emergency decision making

    Since thermodynamics can describe the energy of matter and its form of storage or transformation in the system, it is introduced to resolve the uncertain decision-making problems. The paper proposes the thermodynamic decision-making method which considers both the quantity and quality of the probabilistic linguistic decision information. The analogies for thermodynamical indicators: energy, exergy and entropy are developed under the probabilistic linguistic circumstance. The probabilistic linguistic thermodynamic method combines the regret theory which captures decision makers’ regret-aversion and the objective weight of criterion obtained by the water-filling algorithm. The proposed method is applied to select the optimal solution to respond to the floods in Chongqing, China. The self-comparison is conducted to verify the effectiveness of the objective weight obtained by the water-filling algorithm and regret theory in the probabilistic linguistic thermodynamic method. The reliability and feasibility of the proposed method are verified by comparative analysis with other decision-making methods by some simulation experiments and non-parametric tests

    Zadeh's fuzzy set theory incorporates the impreciseness of data and evaluations, by imputting the degrees by which each object belongs to a set. Its success fostered theories that codify the subjectivity, uncertainty, imprecision, or roughness of the evaluations. Their rationale is to produce new flexible methodologies in order to model a variety of concrete decision problems more realistically. This Special Issue garners contributions addressing novel tools, techniques and methodologies for decision making (inclusive of both individual and group, single- or multi-criteria decision making) in the context of these theories. It contains 38 research articles that contribute to a variety of setups that combine fuzziness, hesitancy, roughness, covering sets, and linguistic approaches.
