    Location models in the public sector

    The past four decades have witnessed an explosive growth in the field of networkbased facility location modeling. This is not at all surprising since location policy is one of the most profitable areas of applied systems analysis in regional science and ample theoretical and applied challenges are offered. Location-allocation models seek the location of facilities and/or services (e.g., schools, hospitals, and warehouses) so as to optimize one or several objectives generally related to the efficiency of the system or to the allocation of resources. This paper concerns the location of facilities or services in discrete space or networks, that are related to the public sector, such as emergency services (ambulances, fire stations, and police units), school systems and postal facilities. The paper is structured as follows: first, we will focus on public facility location models that use some type of coverage criterion, with special emphasis in emergency services. The second section will examine models based on the P-Median problem and some of the issues faced by planners when implementing this formulation in real world locational decisions.     Optimizing fire station locations for the Istanbul metropolitan municipality

In this paper, we discuss our development of a mathematical model to aid IMM in determining these locations by using data retrieved from its fire incident records. We use a geographic information system to implement the model on Istanbul’s road network, and solve two location models—set-covering and maximal-covering—as what-if scenarios. We discuss 10 scenarios, including the situation that existed when we initiated the project and the scenario that IMM implemented. The scenario implemented increases the city’s fire station coverage from 58.6 percent to 85.9 percent, based on a five-minute response time, with an implementation plan that spans three years

    The evaluation of transport projects has become increasingly complex. Different aspects have to be taken into account and the consequences of the problems are usually far reaching and the different policy alternatives are numerous and difficult to predict. Several pressure or action groups have also emerged causing an even more complex decision making process. The use of multi criteria analysis for the evaluation of transport projects has increased due to this increasing complexity of the problem situation. At the same time, the importance of stakeholders within this evaluation process should have been recognized. Researches on transport projects are generally carried out to provide information to policymakers that have to operate within restrictive parameters (political, economical, social, etc…). Researchers should therefore take greater account of the different priorities of stakeholders such as policymakers, private enterprises and households. These stakeholders should be incorporated explicitly in the evaluation process. The Analytic Hierarchy Process is one of the Fuzzy Multiple Criteria Decision Making methods. It can be applied in a very broad range of applications of decision problems. Logistics, urban planning, public politics, marketing, finance, education, economics are a part of this wide application area. In transport subjects it can be used for the evaluation of transport policy measures or decision making problems. Due to its wide range application area, it has been an exciting research subject for many different field researchers. The aim of this paper is to introduce AHP method and to offer how to benefit it for the preference of urban planners in transport problems. This paper is composed of two main parts. First part consists of the literature survey regarding with the AHP and its application areas. The advantage of methods had been mentioned. Second part focuses on a sample application of AHP technique. The study uses AHP technique to determine the selection criteria in the transhipment port selection decision-making process.     Taxonomic classification of planning decisions in health care: a review of the state of the art in OR/MS

    We provide a structured overview of the typical decisions to be made in resource capacity planning and control in health care, and a review of relevant OR/MS articles for each planning decision. The contribution of this paper is twofold. First, to position the planning decisions, a taxonomy is presented. This taxonomy provides health care managers and OR/MS researchers with a method to identify, break down and classify planning and control decisions. Second, following the taxonomy, for six health care services, we provide an exhaustive specification of planning and control decisions in resource capacity planning and control. For each planning and control decision, we structurally review the key OR/MS articles and the OR/MS methods and techniques that are applied in the literature to support decision making

    GEOGRAPHY OF A SPORTS METROPOLIS

    This study analyzes the sports infrastructure of Hamburg, Germany, from the residents’ perspective. Empirical evidence is provided using a micro-level dataset of 1,319 sports facilities, which is merged with highly disaggregated data on population, socio-demographic characteristics and land values. Based on implicit travel costs, locations’ endowment of sports infrastructure is captured by potentiality variables, while accounting for natural and unnatural barriers. Given potential demand, central areas are found to be relatively underprovided with a sports infrastructure compared to peripheral areas where opportunity cost in the form of price of land is lower. The determinants of spatial distribution vary systematically across types of sports facilities. Publicly provided open sports fields and sports halls tend to be concentrated in areas of relatively low income which is in line with their social infrastructure character, emphasized by local authorities. In contrast, there is a clear tendency for market allocated tennis facilities to follow purchasing power. Areas with higher proportions of foreigners are subject to relatively lower provision of a sports infrastructure, which contradicts the stated ambitions of planning authorities.PUBLIC INFRASTRUCTURE, SPORTS FACILITIES, SPORTS GEOGRAPHY

    Spatial Sampling Strategies for Assessing Public Opinion Under the Water Framework Directive: A Case Study of the Ythan Project

    Consultation with and inclusion of the public on measures to manage and improve water resources is a key tenet of the Water Framework Directive (WFD). This involves establishing people’s opinions but also the perspectives (both metaphoric and literal) which inform these. In particular water is a complex and dynamic spatial entity with many spatial expressions relating to its various functions, so perspectives as to its utility and proper management are equally various. In establishing a catchment rather than discipline based approach to management, the WFD recognises the spatially integrated nature of the issues. It also poses a challenge to research, in that the pattern presented by the interaction between human and biophysical processes is a compound of the complexities of the two systems. Capturing the detail of such a pattern from a sample requires a strategy which is sensitive to the relevant dynamics of each system. This paper considers a case study relating to a postal survey carried out by the Macaulay Institute on behalf of the EU Life Environment Fund’s Ythan Project, which aimed to develop wider participation in the protection of the River Ythan (Scotland’s first Nitrate Vulnerable Zone). A thousand questionnaires were sent to residents and farmers in the Ythan catchment in spring 2002, for comparison the adjacent River Ugie and the more distant Loch Leven catchments were surveyed the following year. The methodology presented represents the attempt to maximise at the design stage the utility this data would have for analysis of responses in relation to both respondent’s social-environs and the proximity of the water body, as well as to ensure a representative over all sample. The somewhat awkward term “water body” highlights the difficulties for the key issue of definition, be that for rivers and lochs, or people, residences and urban areas. The decisions made with regards to definition are explained and results from the survey presented illustrating the practical significance of initial object definitions in conditioning the outcome.
