    Privacy Concerns Regarding the Use of Biometrics in Trusted Traveler Programs

    One of the objectives of the U.S. government is to balance the individual’s right to privacy and national security interests. Trusted Traveler programs create a risk-based security model where the traveling public is categorized into low or high risk. There are, however, some privacy concerns related to the acceptance of the use of biometric technology in the adoption of expedited security screening procedures in commercial airports. The theoretical construct of this case study of the TSA Pre-Check Program is based on Ajzen and Fischbein’s theory of reasoned action, specifically through Davis’ technology acceptance model. The purpose of this case study was to explore the perceptions of the traveling public regarding the protection of privacy and the use of biometric technologies. Data for this study included 325 social media postings, 50 privacy complaints reported to the Department of Homeland Security between 2009 and 2014, and publicly available data from the Government Accountability Office about expedited screening for the years 2011 – 2014. Data were coded into a priori themes and then subjected to a content analysis procedure. Findings indicate that the traveling public generally support expedited security screening and consent to waiving certain privacy rights in order to facilitate expedited screening. Complaints from travelers were also primarily related to wait times and secondary screening, and not privacy concerns. The positive social change implications stemming from this study include recommendations to the TSA to expand the Trusted Traveler programs such that the primary concern of the traveling public, reduction of wait time is balanced against privacy concerns about the collection of biometric data as part of a measured response to aviation security

    The Homeland Security Presidential Directive 20 (HSPD-20) requires all local, state, tribal and territorial government agencies, and private sector owners of critical infrastructure and key resources (CI/KR) to create a Continuity of Operations/Continuity of Government Plan (COOP/COG). There is planning and training guidance for generic transportation agency COOP/COG work, and the Transportation Research Board has offered guidance for transportation organizations. However, the special concerns of the state-level transportation agency’s (State DOT’s) plan development are not included, notably the responsibilities for the entire State Highway System and the responsibility to support specific essential functions related to the State DOT Director’s role in the Governor’s cabinet. There is also no guidance on where the COOP/COG planning and organizing fits into the National Incident Management System (NIMS) at the local or state-level department or agency. This report covers the research conducted to determine how to integrate COOP/COG into the overall NIMS approach to emergency management, including a connection between the emergency operations center (EOC) and the COOP/COG activity. The first section is a presentation of the research and its findings and analysis. The second section provides training for the EOC staff of a state-level transportation agency, using a hybrid model of FEMA’s ICS and ESF approaches, including a complete set of EOC position checklists, and other training support material. The third section provides training for the COOP/COG Branch staff of a state-level transportation agency, including a set of personnel position descriptions for the COOP/COG Branch members

    Airport Passenger Processing Technology: A Biometric Airport Journey

    A passengers’ traveling journey throughout the airport is anything but simple. A passenger goes through numerous hoops and hurdles before safely boarding the aircraft. Many airports today are implementing isolated solutions for passenger processing. Some of these technologies include automated self-service kiosks and bag tag, self-service bag drop-off, along with automated self-service gates for boarding and border control. These solutions can be integrated with biometric systems to enhance passenger handling. This thesis analyzes the current passenger processing technology implemented at airports around the world and their associated challenges that passengers face. A new passenger processing technology called a biometric single token identification (ID) is presented as a solution to help alleviate current issues. By using a medium-sized international airport as a case study, the results show that a single token ID is beneficial to the time it takes to process a passenger. Furthermore, it demonstrates that implementation of a single token ID with self-service technology can provide enhanced passenger travel experience, improving operational process efficiency, all while ensuring safety and security

    Healthcare industry is essential for the wellbeing of society members, however this industry is characterized by high cost and by plagued by serious medical errors. Personal health records (PHR) can play an important role in solving healthcare problems by enhancing patients’ involvement in their treatment, and improving patient-provider communication. Despite the potential importance of PHR systems, they suffer from low adoption rate because of several factors such as digital divide and lack of training. In this paper we propose that mobile PHR systems (MPHR) can aid in overcoming barriers to adopt PHR. We present a theoretical model based on theory of planned behavior and innovation diffusion model that attempts to explain the relationship between mobile technology and MPHR. This model helps in understanding the relationship between mobile technology and PHR, and provide insight to how to overcome PHR adoption barriers

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse
