    A General Framework for Cooperation under Uncertainty

    In this paper, we introduce a general framework for situations with decision making under uncertainty and cooperation possibilities. This framework is based upon a two stage stochastic programming approach. We show that under relatively mild assumptions the cooperative games associated with these situations are totally balanced and, hence, have non-empty cores. Finally, we consider several example situations, which can be studied using this general framework.

    Cross-Comparison of Climate Change adaptation Strategies Across Large River Basins in Europe, Africa and Asia

    A cross-comparison of climate change adaptation strategies across regions was performed, considering six large river basins as case study areas. Three of the basins, namely the Elbe, Guadiana, and Rhine, are located in Europe, the Nile Equatorial Lakes region and the Orange basin are in Africa, and the Amudarya basin is in Central Asia. The evaluation was based mainly on the opinions of policy makers and water management experts in the river basins. The adaptation strategies were evaluated considering the following issues: expected climate change, expected climate change impacts, drivers for development of adaptation strategy, barriers for adaptation, state of the implementation of a range of water management measures, and status of adaptation strategy implementation. The analysis of responses and cross-comparison were performed with rating the responses where possible. According to the expert opinions, there is an understanding in all six regions that climate change is happening. Different climate change impacts are expected in the basins, whereas decreasing annual water availability, and increasing frequency and intensity of droughts (and to a lesser extent floods) are expected in all of them. According to the responses, the two most important drivers for development of adaptation strategy are: climate-related disasters, and national and international policies. The following most important barriers for adaptation to climate change were identified by responders: spatial and temporal uncertainties in climate projections, lack of adequate financial resources, and lack of horizontal cooperation. The evaluated water resources management measures are on a relatively high level in the Elbe and Rhine basins, followed by the Orange and Guadiana. It is lower in the Amudarya basin, and the lowest in the NEL region, where many measures are only at the planning stage.     Regulating nanotechnologies: risk, uncertainty and the global governance gap

    This article builds on research for a two-year project on nanotechnology regulation in the US and Europe (2008–09), which was funded by the European Commission. We are grateful to our collaborators in this project, at the London School of Economics, Chatham House, Environmental Law Institute and Project on Emerging Nanotechnologies, and especially Linda Breggin, Jay Pendergrass and Read Porter. Nanosciences and nanotechnologies are set to transform the global industrial landscape, but the debate on how to regulate environmental, health and safety risks is lagging behind technological innovation. Current regulatory efforts are primarily focused on the national and regional level, while the international dimensions of nanotechnology governance are still poorly understood and rarely feature on the international agenda. However, with the ongoing globalization of nanosciences and the rapid expansion of international trade in nanomaterials, demand for international coordination and harmonization of regulatory approaches is set to increase. Yet, uncertainty about nanotechnology risk poses a profound dilemma for regulators and policy-makers. Uncertainty both creates demand for and stands in the way of greater international cooperation and harmonization of regulatory approaches.     Reflections on the EU objectives in addressing aggressive tax planning and harmful tax practices Final Report. CEPS Report November 2019

    This Report analyses the EU’s instruments to tackle aggressive tax planning and harmful tax practices. Based on desk research, interviews with stakeholders and expert assessments, it considers the coherence, relevance, and added value of the EU’s approach. The instruments under analysis are found to be internally coherent and consistent with other EU policies and with the international tax agenda, in particular with the OECD/G20 BEPS framework. The Report also confirms the continued relevance of most of the original needs and problems addressed by the EU’s initiatives in the field of tax avoidance. There is also EU added value in having common EU instruments in the field to bolster coordination and harmonise the implementation of tax measures. One cross-cutting issue identified is the impact of digitalisation on corporate taxation. Against this background, the Report outlines potential improvements to the EU tax strategy such as: making EU tax systems fit for the digital era; leading the international debate on tax avoidance; enabling capacity building in Member States and developing countries; strengthening tax good governance in third countries; ensuring a consistent approach at home and abroad; achieving a level playing field for all companies; and increasing tax certainty and legal certainty
