    Food security, risk management and climate change

    This report identifies major constraints to the adaptive capacity of food organisations operating in Australia. This report is about food security, climate change and risk management. Australia has enjoyed an unprecedented level of food security for more than half a century, but there are new uncertainties emerging and it would be unrealistic – if not complacent – to assume the same level of food security will persist simply because of recent history. The project collected data from more than 36 case study organisations (both foreign and local) operating in the Australian food-supply chain, and found that for many businesses,  risk management practices require substantial improvement to cope with and exploit the uncertainties that lie ahead. Three risks were identified as major constraints to adaptive capacity of food organisations operating in Australia:  risk management practices; an uncertain regulatory environment – itself a result of gaps in risk management; climate change uncertainty and projections about climate change impacts, also related to risk management

    The role of the reactor size for an investment in the nuclear sector: an evaluation of not-financial parameters

    The literature presents many studies about the economics of new Nuclear Power Plants (NPPs). Such studies are based on Discounted Cash Flow (DCF) methods encompassing the accounts related to Construction, Operation & Maintenance, Fuel and Decommissioning. However the investment evaluation of a nuclear reactor should also include not-financial factors such as siting and grid constraints, impact on the national industrial system, etc. The Integrated model for the Competitiveness Assessment of SMRs (INCAS), developed by Politecnico di Milano cooperating with the IAEA, is designed to analyze the choice of the better Nuclear Power Plant size as a multidimensional problem. In particular the INCAS’s module “External Factors” evaluates the impact of the factors that are not considered in the traditional DCF methods. This paper presents a list of these factors, providing, for each one, the rationale and the quantification procedure; then each factor is quantified for the Italian case. The IRIS reactor has been chosen as SMR representative. The approach and the framework of the model can be applied to worldwide countries while the specific results apply to most of the European countries. The results show that SMRs have better performances than LRs with respect to the external factors, in general and in the Italian scenario in particular

    Environmental risk assessment of genetically modified plants - concepts and controversies

    Background and purpose: In Europe, the EU Directive 2001/18/EC lays out the main provisions of environmental risk assessment (ERA) of genetically modified (GM) organisms that are interpreted very differently by different stakeholders. The purpose of this paper is to: (a) describe the current implementation of ERA of GM plants in the EU and its scientific shortcomings, (b) present an improved ERA concept through the integration of a previously developed selection procedure for identification of non-target testing organisms into the ERA framework as laid out in the EU Directive 2001/18/EC and its supplement material (Commission Decision 2002/623/EC), (c) describe the activities to be carried out in each component of the ERA and (d) propose a hierarchical testing scheme. Lastly, we illustrate the outcomes for three different crop case examples. Main features: Implementation of the current ERA concept of GM crops in the EU is based on an interpretation of the EU regulations that focuses almost exclusively on the isolated bacteria-produced novel proteins with little consideration of the whole plant. Therefore, testing procedures for the effect assessment of GM plants on non-target organisms largely follow the ecotoxicological testing strategy developed for pesticides. This presumes that any potential adverse effect of the whole GM plant and the plant-produced novel compound can be extrapolated from testing of the isolated bacteriaproduced novel compound or can be detected in agronomic field trials. This has led to persisting scientific criticism. Results: Based on the EU ERA framework, we present an improved ERA concept that is system oriented with the GM plant at the centre and integrates a procedure for selection of testing organisms that do occur in the receiving environment. We also propose a hierarchical testing scheme from laboratory studies to field trials and we illustrate the outcomes for three different crop case examples. Conclusions and recommendations: Our proposed concept can alleviate a number of deficits identified in the current approach to ERA of GM plants. It allows the ERA to be tailored to the GM plant case and the receiving environment

    Alternative sweetener from curculigo fruits

    This study gives an overview on the advantages of Curculigo Latifolia as an alternative sweetener and a health product. The purpose of this research is to provide another option to the people who suffer from diabetes. In this research, Curculigo Latifolia was chosen, due to its unique properties and widely known species in Malaysia. In order to obtain the sweet protein from the fruit, it must go through a couple of procedures. First we harvested the fruits from the Curculigo trees that grow wildly in the garden. Next, the Curculigo fruits were dried in the oven at 50 0C for 3 days. Finally, the dried fruits were blended in order to get a fine powder. Curculin is a sweet protein with a taste-modifying activity of converting sourness to sweetness. The curculin content from the sample shown are directly proportional to the mass of the Curculigo fine powder. While the FTIR result shows that the sample spectrum at peak 1634 cm–1 contains secondary amines. At peak 3307 cm–1 contains alkynes

    QRA with respect to domino effects and property damage

    In 1996 the European Union adopted the Seveso II Directive. The Directive stated actions to be taken in the process industry in order to prevent and limit the impact of serious chemical accidents. In the Directive it is clearly stated that domino effects shall be considered, but the level of detail required is not specified. Due to that fact and the high degree of complexity linked to domino effects, these aspects are mostly dealt with in a qualitative manner. Such approach leads to subjective assessments and is highly dependent on simplified assumptions, leading to results that may be questionable. Thus, it would be beneficial to develop a method that incorporates the risk of domino effects in a quantitative risk analysis (QRA), which has been the aim of this thesis. The method was developed based on a literature review of existing research. Focus was on integrating domino effects as a natural part of a QRA without compromising the timeframe associated to a QRA. The developed method has been applied in a case study of an oil refinery in order to evaluate how well it is applicable in practise. During the case study, the method has proven to enable the risk of property damage with regard to domino effects to be quantitatively analysed.     Climate change and transport infrastructures: State of the art

    Transport infrastructures are lifelines: They provide transportation of people and goods, in ordinary and emergency conditions, thus they should be resilient to increasing natural disasters and hazards. This work presents several technologies adopted around the world to adapt and defend transport infrastructures against effects of climate change. Three main climate change challenges have been examined: Air temperatures variability and extremization, water bombs, and sea level rise. For each type of the examined phenomena the paper presents engineered, and architectural solutions adopted to prevent disasters and protect citizens. In all cases, the countermeasures require deeper prediction of weather and climate conditions during the service life of the infrastructure. The experience gained supports the fact that strategies adopted or designed to contrast the effects of climate change on transport infrastructures pursue three main goals: To prevent the damages, protect the structures, and monitor and communicate to users the current conditions. Indeed, the analyses show that the ongoing climate change will increase its impact on transport infrastructures, exposing people to unacceptable risks. Therefore, prevention and protection measures shall be adopted more frequently in the interest of collective safety
