A leadership model for e-government transformation
Since the late 1990âs governments have invested aggressively in Information and Communications Technology (ICT). This trend has paved the way for moving into the âDigital Ageâ. However, despite the wide use of ICT, research on e-government suggests that it has not yet reached its full potential of integration. In this paper the authors consider possible reasons for this potential shortfall, using models of adoption of innovations and relating them to egovernment. Open Government Architecture: The evolution of De Jure Standards, Consortium Standards, and Open Source Software
Conducted for the Treasury Board of Québec, this study seeks to present recent contributions to the evolution, within an enterprise architecture context, of de jure and de facto standards by various actors in the milieu, industrial consortia, and international standardization committees active in open source software. In order to be able to achieve its goals of delivering services to citizens and society, the Government of Québec must integrate its computer systems to create a service oriented open architecture. Following in the footsteps of various other governments and the European Community, such an integration will require elaboration of an interoperability framework, i.e. a structured set of de jure standards, de facto standards, specifications, and policies allowing computer systems to interoperate. Thus, we recommend that the Government of Québec: Pursue its endeavours to elaborate an interoperability framework for its computer systems that is based on open de jure and de facto standards. This framework should not only reflect the criteria enumerated in this study and apply to internal computer systems, but it should also extend to Web services supplied to organizations outside of the government. This framework should explicitly prioritize open source de jure and de facto standards and include a policy covering free software. The interoperability framework should initially draw on that of the state of Massachusetts. In the medium term, is should be as comprehensive as that of the British government. Integrate this interoperability framework into its enterprise architecture. Publish this interoperability framework with its enterprise architecture. Specify this interoperability framework in its calls for tenders.
Elaborate a policy of compliance with this framework for all new applications.
Transaction stage of e-Government systems: identification of its location & importance
All e-Government maturity models identify a
Transaction stage along the pathway to full systems
integration. The evidence suggests that a significant
number of project failures occur at this stage and thus
frustrate the endeavour to achieve a coherent uniform
means of access to Government. Clearly, research to
identify and overcome the challenges presented at this
stage is critical. In this paper the Transaction stage is
clearly delineated as the point at which online technology
ceases to be peripheral to the agencyâs activity. Hence, it
presents the first real organisational challenge and an
appropriate research strategy is defined to uncover the
problems that arise at this point

Channel management is one CRM systems component much influenced by the behaviour of customers in relation to the implementation and use of channel management CRM component. The consumersâ behaviours, preferences, perceptions and expectations are crucial for the implementation and use of channel management. Customersâ contact with the organizationâs multi-channels can occur at several touch points through out customer lifecycle. Customersâ behaviours may be differentiated according to the individual or micro level, but it might also differ at an ecological or macro level of analysis (Ramaseshan et al., 2006). In this paper the author has conducted a case study in Egypt to analyze customersâ behaviours at a macro level and customers channel choices, through out the customer lifecycle. The author has used a Structurational Analysis model (Ali and Brooks, 2008) to identify the cultural factors (Ali, et al. 2008) that influence the multi-channel customer management in Egypt

A comparative analysis of good enterprise data management practices:insights from literature and artificial intelligence perspectives for business efficiency and effectiveness
Abstract. This thesis presents a comparative analysis of enterprise data management practices based on literature and artificial intelligence (AI) perspectives, focusing on their impact on data quality, business efficiency, and effectiveness. It employs a systematic research methodology comprising of a literature review, an AI-based examination of current practices using ChatGPT, and a comparative analysis of findings. The study highlights the importance of robust data governance, high data quality, data integration, and security, alongside the transformative potential of AI. The limitations revolve around the primarily qualitative nature of the study and potential restrictions in the generalizability of the findings. However, the thesis offers valuable insights and recommendations for enterprises to optimize their data management strategies, underscoring the enhancement potential of AI in traditional practices. The research contributes to scientific discourse in information systems, data science, and business management
Balancing contractual and relational approaches for PPP success and sustainability
Useful synergies are targeted by proposing a convergence of hitherto parallel international endeavours towards: (1) developing better and sustainable relationships for more productive construction project teams, in general; and (2) optimising the necessarily long term contractual arrangements of PPPs in particular. Examples are drawn from Africa and Latin America to reinforce reported PPP experiences from other regions, in building up a case for injecting ârelational contracting approachesâ in order to develop more productive and sustainable PPPs. Strong and sustainable relationships are shown to be essential, and complementary to appropriate contractual incentives, that would together empower PPP project teams to focus on developing sustainable infrastructure and ultimately on overall sustainable development. These propositions are merged into a basic model that merits further investigation and development, in order to ensure that planned PPPs benefit the community at large, in respect of both present and future generations
Towards a Novel Cooperative Logistics Information System Framework
Supply Chains and Logistics have a growing importance in global economy.
Supply Chain Information Systems over the world are heterogeneous and each one
can both produce and receive massive amounts of structured and unstructured
data in real-time, which are usually generated by information systems,
connected objects or manually by humans. This heterogeneity is due to Logistics
Information Systems components and processes that are developed by different
modelling methods and running on many platforms; hence, decision making process
is difficult in such multi-actor environment. In this paper we identify some
current challenges and integration issues between separately designed Logistics
Information Systems (LIS), and we propose a Distributed Cooperative Logistics
Platform (DCLP) framework based on NoSQL, which facilitates real-time
cooperation between stakeholders and improves decision making process in a
multi-actor environment. We included also a case study of Hospital Supply Chain
(HSC), and a brief discussion on perspectives and future scope of work
