    OpenKnowledge at work: exploring centralized and decentralized information gathering in emergency contexts

    Real-world experience teaches us that to manage emergencies, efficient crisis response coordination is crucial; ICT infrastructures are effective in supporting the people involved in such contexts, by supporting effective ways of interaction. They also should provide innovative means of communication and information management. At present, centralized architectures are mostly used for this purpose; however, alternative infrastructures based on the use of distributed information sources, are currently being explored, studied and analyzed. This paper aims at investigating the capability of a novel approach (developed within the European project OpenKnowledge1) to support centralized as well as decentralized architectures for information gathering. For this purpose we developed an agent-based e-Response simulation environment fully integrated with the OpenKnowledge infrastructure and through which existing emergency plans are modelled and simulated. Preliminary results show the OpenKnowledge capability of supporting the two afore-mentioned architectures and, under ideal assumptions, a comparable performance in both cases

    Comparative analysis of spring flood risk reduction measures in Alaska, United States and the Sakha Republic, Russia

Depending on regional weather patterns and river morphology, breakups can result in catastrophic floods in exposed and vulnerable communities. Breakup flood risk is especially high in rural and remote northern communities, where flood relief and recovery are complicated by unique geographical and climatological features, and limited physical and communication infrastructure. Proactive spring flood management would significantly minimize the adverse impacts of spring floods. Proactive flood management entails flood risk reduction through advances in ice jam and flood prevention, forecasting and mitigation, and community preparedness. With the goal to identify best practices in spring flood risk reduction, I conducted a comparative case study between two flood-prone communities, Galena in Alaska, United States and Edeytsy in the Sakha Republic, Russia. Within a week from each other, Galena and Edeytsy sustained major floods in May 2013. Methods included focus groups with the representatives from flood managing agencies, surveys of families impacted by the 2013 floods, observations on site, and archival review. Comparative parameters of the study included natural and human causes of spring floods, effectiveness of spring flood mitigation and preparedness strategies, and the role of interagency communication and cooperation in flood risk reduction. The analysis revealed that spring flood risk in Galena and Edeytsy results from complex interactions among a series of natural processes and human actions that generate conditions of hazard, exposure, and vulnerability. Therefore, flood risk in Galena and Edeytsy can be reduced by managing conditions of ice-jam floods, and decreasing exposure and vulnerability of the at-risk populations. Implementing the Pressure and Release model to analyze the vulnerability progression of Edeytsy and Galena points to common root causes at the two research sites, including colonial heritage, unequal distribution of resources and power, top-down governance, and limited inclusion of local communities in the decision-making process. To construct an appropriate flood risk reduction framework it is important to establish a dialogue among the diverse stakeholders on potential solutions, arriving at a range of top-down and bottom-up initiatives and in conjunction selecting the appropriate strategies. Both communities have progressed in terms of greater awareness of the hazard, reduction in vulnerabilities, and a shift to more reliance on shelter-in-place. However, in neither community have needed improvements in levee protection been completed. Dialogue between outside authorities and the community begins earlier and is more intensive for Edeytsy, perhaps accounting for Edeytsy's more favorable rating of risk management and response than Galena's

    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    Adaptive management of the climate change problem: bridging the gap between research and public policy

    There are important differences between adaptation to normal climate and adaptation to climate change. One scientific community is organized to address extreme probabilities in current distributions, and their disaster potential. Another scientific community addresses the longer-term changes in the climate system. There are important differences between natural hazard (extreme and unpredictable events) and disaster as natural hazard with disastrous economic and social consequences as a matter of enormous concern. Finally, disaster management means a forecast for the real disaster events and after these disasters occurred, a post disaster attitude is necessary to ameliorate the situation and to take measures for rapid recovery. In this paper the author tries to address the description, understanding and prediction of extreme events in the weather system and their impact across a range of natural and socio-economic phenomena. Other goals of the paper are to present the weather and climate characteristics, the statistics of extreme events and to evaluate their impact on economy. Thus one major task of the work is to address the management of natural disasters caused by weather: the management of event forecast, risk assessment for various regions, and disaster management after the event occur.     Improving the Effectiveness of the Dissemination Method in Disaster Early Warning Messages

    The dissemination of disaster early warning messages has a significant role in the effectiveness and serviceability in an Early Warning System (EWS). Providing the community in a disaster area with an adequate dissemination and communication of early warning messages will improve people's awareness and reaction to a natural hazard. People who live in a disaster area play a crucial role in the success of EWS. Malaysian, Sri Lankan, Bangladeshi and Indonesian authorities employ mobile phone applications, such as text messages (SMS), as a tool for disaster warning messages. However, there are many challenges in methods for disseminating early warning messages. One of the challenges is the dissemination method in which only notification messages are sent. In this paper, we propose confirmation or verification messages, as part of disaster early warning messages, by using text messages. Confirmation messages are messages that use a verification channel to provide up-to- date official information about the latest natural disaster conditions. At the same time, this methodology cannot be used for monetizing indirect costs or identifying losses in different economic sectors.
