    An industry and country analysis of technical efficiency in the European Union, 1980-2005

    The research aim of this research is to identify and examine key resources, a conceptual framework drawing on the application of stochastic frontier models in obtaining measures of efficiency that enable a comparison of performance across industries and countries, explaining why, in the same country, some industries achieve superior efficiency performance. The important task is to relate efficiency to a number of factors that are likely to be determinants, and measure the extent to which they contribute to the presence of inefficiency. More specifically, the first step of this thesis is to review the literature concerned with techniques of efficiency estimation. This will facilitate an understanding of both the theoretical and application part of the research. The second step of this thesis is to highlight the pitfalls of the different relevant models and methodologies. The third and most important goal and contribution of this thesis is to suggest a concrete method to estimate industrial efficiency, avoiding the inherent problems. This thesis considers a European Union perspective efficiency analysis to increase the information base and derive broader conclusions about European Union productive performance within selected countries. This issue is of particular research relevance because empirical evidence shows that even though European Union industries are widely analyzed with respect to performance, yet little attention has been paid to the estimation of technical efficiency. Within this sample, it is of great importance to examine which determinants are significant, however, it is also important, to examine whether the interactions between technical progress, ICT investment, ICT investment share, R&D stock and economy openness, namely the process of the integration into the world economy, has any implications for technical efficiency. Special emphasis is given to the review of two of the main heterogeneity determining factors, namely innovation investments (as a proxy of knowledge creation) and economy openness (as a proxy of knowledge dissemination). In particular, this thesis explores whether the interactions between these factors have any implications for efficiency growth, and whether there are any complementarities between them and fostering technical efficiency growth. More specifically, this thesis aims to distinguish between the two main factors which affect total factor productivity, namely technical progress and technical efficiency, as well as what determines the production frontier itself and what determines the inefficiency term (both theoretically and empirically)

    The governance-production nexus of eco-efficiency in Chinese resource-based cities:A two-stage network DEA approach

    For decades, resource-based cities in China have significantly contributed to China's socio-economic development. The heavy resource dependence of resource-based cities inevitably leads to a series of environmental problems. Mitigating environmental impacts in an unthinking manner might be disruptive for economic development. Improving eco-efficiency has been a crucial solution for protecting the environment while mitigating its negative economic impact. However, the method commonly used to evaluate the eco-efficiency – that is, the black-box data envelopment analysis (DEA) – cannot examine the inefficiencies of the internal structure, and as a result, the underlying management defects are unclear. To open the black box, this study presents a two-stage network DEA framework incorporating government and industrial sectors and measures the eco-efficiency of 84 resource-based cities during the post-financial crisis period (2007–2015). The results indicate that the average eco-efficiency of China's resource-based cities shows a promising increase, and there is a positive relationship between governance efficiency and production efficiency. The decreasing trend of governance efficiency in the Central, Western, and Northeast regions after 2014 shows the low quality of the government sector in the usage of fiscal income. Proactive disclosure of how the government sector conducts public business and spends taxpayers' money should be made to increase transparency, attract more entrepreneurial resources to carry out production activities, and further improve sustainability. The two-stage network DEA framework helps obtain more insights into the internal management defects of the government and industrial sectors and enhance their cooperation to improve the eco-efficiency precisely

    This open access book is the result of the 1st International Conference on Evaluating Challenges in the Implementation of EU Cohesion Policy (EvEUCoP 2022). It presents the recent findings, sparks discussion, and reveals new research paths addressing the use of novel methodologies and approaches to tackle the challenges and opportunities that are unveiled with the implementation of the EU cohesion policy. The authors cover a wide range of topics including the monitoring of data; the clearness of indicators in measuring the impact of interventions; novel evaluation methods, addressing the mid-term and terminal assessment; as well as case studies and applications on evaluations of the thematic objectives under the scrutiny of the cohesion policy, namely: • Research, technological development, and innovation; • Information and communication technologies; • Shift toward a low-carbon economy. During the 2014-2020 programmatic period, member states were required to undertake assessments to evaluate the efficacy, efficiency, and impact of each operational program. Such evaluations are generally concerned with the compliance of projects and activities with programmatic priorities, as well as with funds' absorption capacity and refer to ex-ante and ex-post assessments. Hence, this book proposes the use of novel methodologies addressing the mid-term and terminal assessments that enable performing the efficiency appraisal of the operational programs and that can support decision-makers in the selection of projects that should be awarded for funding

    Innovation efficiency of high-tech industries in China

    A measurement of technical innovation efficiency reflects the competitiveness of the high-tech industry for a region or a country. The high-tech industry, which appears at the forefront of technology and scientific research, provides a country with a certain competitive advantage. Many developed countries such as the USA, UK, Germany and France, have used the high-tech industry as a means to emerge on the technological frontier. Many developing countries such as China and India have developed high-tech industries, and are home to many leading product manufacturers. However, innovation efficiency is important, since it explains the efficiency of the high-tech industry in consuming resources and providing outputs. This dissertation examines the innovation efficiency of the high-tech industry in China. The Data Envelopment Analysis (DEA) method was used to study and analyse panel data. The study focused on 28 high-tech provinces of China (DMUs, DMU: Decision Making Unit), during the years 2005-2011, along with 5 industry categories and 17 industries. Different datasets were obtained to measure the input and output indices. Variables included in the inputs index included the number of full time R&D (Research and Development) personnel, internal expenditure on R&D, expenditure on new product development, and investment in fixed assets. The output index included the number of patent applications, the output value of new products, and sales revenue for new products. The Malmquist index was calculated using static data analysis cases using Deap2 software in both cases. Several tests were employed in the analysis of the data, including the KS Test (Kolmogorov-Smirnov Test), T test (Student's t test), integral analysis, SE efficiency analysis, project analysis, total factor productivity and others. The findings indicate that the M index is unstable across the 29 provinces, and 17 industries. The Malmquist index of each DMU changes in different degrees during the 7 years. In addition, the changes have no pattern, they go from descending to rising and then declining again, or from rising to descending and then rising again. The reasons for the unstable M index were evaluated, and it becomes evident that several factors such as a total factor productivity variation, EC, TC degradation, excessive man power resources that increased the input costs. Another factor that makes the M index unstable is that many of the inputs for China were obtained from western regions, with little original research. The study also examined the STP (Science and Technology Policy) policy of the developed western countries, BRIC nations, and China, and the areas for improvement were identified. The study has made several recommendations to improve the STP policy, and for the high-tech industry to increase the innovation efficiency

    Countries rapid economic growth, energy consumption and anthropogenic emissions (GHGs) in the atmosphere are creating serious environmental problem on both global and local scales -. This is while compiled evidence about the relationship between climate change/global warming and the amount of GHG released is present (IEA, 2010). In advance, it is generally accepted that countries production processes, should seriously, take into account environmental sustainability principles and targets. In recent years, there have been a series of studies using a directional distance function dealing with environmental efficiency with the aim of measuring the ability of decision making units (i.e regions, firms, industries, countries) to produce more with less impact on the environment. A scarcity of empirical studies appears concerning the estimation of directional distance function under a metafrontier framework. In this paper we employ a balanced panel of 103 countries from 1995-2011 to shed light on the idiosyncratic performance of countries participating in two distinct different groups (Annex I and non-Annex I) using a generalized directional distance function independent of the direction vector length -. The non-parametric metafrontier framework - used in this study, as a first stage of analysis, is exploited to account for the heterogeneity between countries participating in our sample. In the second stage, a convergence-divergence hypothesis has been examined for the technology gaps estimated for each period.
