    Smart mobility: opportunity or threat to innovate places and cities

    The concept of the “smart mobility” has become something of a buzz phrase in the planning and transport fields in the last decade. After a fervent first phase in which information technology and digital data were considered the answer for making mobility more efficient, more attractive and for increasing the quality of travel, some disappointing has grown around this concept: the distance between the visionarypotentialthatsmartness is providingis too far from the reality of urban mobility in cities. We argue in particular that two main aspects of smart mobility should be eluded: the first refers to the merely application to technology on mobility system, what we called the techo-centric aspect; the second feature is the consumer-centric aspect of smart mobility, that consider transport users only as potential consumers of a service. Starting from this, the study critics the smart mobility approach and applications and argues on a“smarter mobility” approach, in which technologies are only oneaspects of a more complex system. With a view on the urgency of looking beyond technology and beyond consumer-oriented solutions, the study arguments the need for a cross-disciplinary and a more collaborative approach that could supports transition towards a“smarter mobility” for enhancing the quality of life and the development ofvibrant cities. The article does not intend to produce a radical critique of the smart mobility concept,denying a priori its utility. Our perspectiveisthat the smart mobility is sometimes used as an evocativeslogan lacking some fundamental connection with other central aspect of mobility planning and governance. Main research questions are: what is missing in the technology-oriented or in the consumers-oriented smart mobility approach? What are the main risks behind these approaches? To answer this questions the paper provides in Section 2 the rationale behind the paper;Section 3 provides a literature review that explores the evolution on smart mobility paradigm in the last decades analysing in details the “techno-centric”and the “consumer-centric” aspects. Section 4proposes an integrated innovative approach for smart mobility, providing examples and some innovative best practices in Belgium. Some conclusions are finally drawnin Section 5, based on the role of smart mobility to create not only virtual platforms but high quality urban places

    Challenges and opportunities to develop a smart city: A case study of Gold Coast, Australia

    With the rapid growth of information and communication technologies, there is a growing interest in developing smart cities with a focus on the knowledge economy, use of sensors and mobile technologies to plan and manage cities. The proponents argue that these emerging technologies have potential application in efficiently managing the environment and infrastructure, promoting economic development and actively engaging the public, thus contributing to building safe, healthy, sustainable and resilient cities. However, are there other important elements in addition to technologies which can contribute to the creation of smart cities? What are some of the challenges and opportunities for developing a smart city? This paper aims to answer these questions by developing a conceptual framework for smart cities. The framework is then applied to the city of Gold Coast to identify challenges and opportunities for developing the city into a ‘smart city’. Gold Coast is a popular tourist city of about 600,000 populations in South East Queensland, Australia, at the southern end of the 240km long coastal conurbation that is centred by Brisbane. Recently, IBM has nominated Gold Coast as one of the three cities in Australia for its Smarter Cities Challenge Grant. The grant will provide the Gold Coast City Council with the opportunity to collaborate with a group of experts from IBM to develop strategies for enhancing its ICT arrangements for disaster response capabilities. Gold Coast, meanwhile, has potential to diversify its economy from being centred on tourism to a knowledge economy with focus on its educational institutions, investments in cultural precincts and high quality lifestyle amenities. These provide a unique opportunity for building Gold Coast as an important smart city in the region. As part of the research methodology, the paper will review relevant policies of the council. Finally, lessons will be drawn from the case study for other cities which seek to establish themselves as smart cities

    A Framework to Use Public-Private Partnership for Smart City Projects

    The concept of Smart City has been emerging as a strategic set of integrated initiatives encompassing infrastructures, technology and digital services for the purpose of enhancing the quality of life of citizens. However, the development and implementation of Smart City projects require considerable investments that are difficult to fund with traditional public finance. In this context, Public-Private-Partnerships (PPP) appear to be suitable solutions to overcome the shortage of public finance and cuts on public spending. However, the adoption of PPP forms for Smart City projects has not been fully explored and only experimentally applied so far. In order to promote the usage of PPP to finance Smart City initiatives, this paper proposes some PPP financial instruments and discusses the associated strengths and weaknesses. In particular, the use of Project Finance, Revenue Sharing and Social Impact Bonds are suggested as sound alternatives and suitable sources of financing for Smart City project

    Complex City Systems

    Information and communications technology (ICT) is being exploited within cities to enable them to better compete in a global knowledge-based service-led economy. In the nineteenth and twentieth centuries, cities exploited large technical systems (LTSs) such as the telegraph, telephony, electrical networks, and other technologies to enhance their social and economic position. This paper examines how the LTS model applies to ICT deployments, including broadband network, municipal wireless, and related services, and how cities and city planners in the twenty-first century are using or planning to use these technologies. This paper also examines their motivations and expectations, the contribution to date, and the factors affecting outcomes. The findings extend the LTS model by proposing an increased role for organizations with respect to an individual agency. The findings show how organizations form themselves into networks that interact and influence the outcome of the system at the level of the city. The extension to LTS, in the context of city infrastructure, is referred to as the complex city system framework. This proposed framework integrates the role of these stakeholder networks, as well as that of the socioeconomic, technical, and spatial factors within a city, and shows how together they shape the technical system and its socioeconomic contribution. The CCS framework has been presented at Digital Cities Conferences in Eindhoven, Barcelona, Taiwan, London and at IBM’s Global Smart Cities Conference in Shanghai between 2010 and 2012. Its finding are timely in the context of major policy decisions on investments at regional, national and international level on ICT infrastructure and related service transformation, as well as the governance of such projects, their planning and their deployment

    Energy and Smart Growth: It's about How and Where We Build

    By efficiently locating development, smarter growth land use policies and practices offer a viable way to reduce U.S. energy consumption. Moreover, by increasing attention on how we build, in addition to where we build, smart growth could become even more energy smart. The smart growth and energy efficiency movements thus are intrinsically linked, yet these two fields have mostly operated in separate worlds. Through greater use of energy efficient design, and renewable energy resources, the smart growth movement could better achieve its goals of environmental protection, economic security and prosperity, and community livability. In short, green building and smart growth should go hand in hand. Heightened concern about foreign oil dependence, climate change, and other ill effects of fossil fuel usage makes the energy-smart growth collaboration especially important. Strengthening this collaboration will involve overcoming some hurdles, however, and funders can play an important role in assisting these movements to gain strength from each other. This paper contends there is much to be gained by expanding the smart growth movement to include greater attention on energy. It provides a brief background on current energy trends and programs, relevant to smart growth. It then presents a framework for understanding the connections between energy and land use which focuses on two primary issues: how to build, which involves neighborhood and building design, and where to build, meaning that location matters. The final section offers suggestions to funders interesting in helping accelerate the merger of these fields

    Strategic Design through Brand Contextualization

    Providing meaningful customer experience is at the core of any successful business activity. Brands can function as vehicles to bundle the ingredients of experience together and give them structure by which consumers are able to understand and interpret products and services. To complement the technical and functional reality and experience, brands create particular narratives around products and services, within the realm of their use experience. This paper aims to contribute to understanding of strategic design and brand contextualization by looking thoroughly into a research-driven student project. The product-service design assignment given to seven teams of four to five post-graduate students was to design a new bike-sharing system, serving the sustainable urban mobility needs of the city of Gothenburg in Sweden. The task was accompanied by a request to create a fictive brand case and specific brand narrative, based on a thorough analysis of pre-selected existing brands. The paper discusses how the teams crafted their brand narratives and how different design and service elements were used to create specific and meaningful brand experiences. In addition to the contribution of the paper to design research and practice, we present a process that might be more widely useful for the education of strategic design and brand management

    Smarter choices - changing the way we travel

    Summary: In recent years, there has been growing interest in a range of initiatives, which are now widelydescribed as 'soft' transport policy measures. These seek to give better information and opportunities,aimed at helping people to choose to reduce their car use while enhancing the attractiveness ofalternatives. They are fairly new as part of mainstream transport policy, mostly relativelyuncontroversial, and often popular. They include:. Workplace and school travel plans;. Personalised travel planning, travel awareness campaigns, and public transport information andmarketing;. Car clubs and car sharing schemes;. Teleworking, teleconferencing and home shopping.This report draws on earlier studies of the impact of soft measures, new evidence from the UK andabroad, case study interviews relating to 24 specific initiatives, and the experience of commercial,public and voluntary stakeholders involved in organising such schemes. Each of the soft factors isanalysed separately, followed by an assessment of their combined potential impact.The assessment focuses on two different policy scenarios for the next ten years. The 'high intensity'scenario identifies the potential provided by a significant expansion of activity to a much morewidespread implementation of present good practice, albeit to a realistic level which still recognisesthe constraints of money and other resources, and variation in the suitability and effectiveness of softfactors according to local circumstances. The 'low intensity' scenario is broadly defined as aprojection of the present (2003-4) levels of local and national activity on soft measures.The main features of the high intensity scenario would be. A reduction in peak period urban traffic of about 21% (off-peak 13%);. A reduction of peak period non-urban traffic of about 14% (off-peak 7%);. A nationwide reduction in all traffic of about 11%.These projected changes in traffic levels are quite large (though consistent with other evidence onbehavioural change at the individual level), and would produce substantial reductions in congestion.However, this would tend to attract more car use, by other people, which could offset the impact ofthose who reduce their car use unless there are measures in place to prevent this. Therefore, thoseexperienced in the implementation of soft factors locally usually emphasise that success depends onsome or all of such supportive policies as re-allocation of road capacity and other measures toimprove public transport service levels, parking control, traffic calming, pedestrianisation, cyclenetworks, congestion charging or other traffic restraint, other use of transport prices and fares, speedregulation, or stronger legal enforcement levels. The report also records a number of suggestionsabout local and national policy measures that could facilitate the expansion of soft measures.The effects of the low intensity scenario, in which soft factors are not given increased policy prioritycompared with present practice, are estimated to be considerably less than those of the high intensityscenario, including a reduction in peak period urban traffic of about 5%, and a nationwide reductionin all traffic of 2%-3%. These smaller figures also assume that sufficient other supporting policies areused to prevent induced traffic from eroding the effects, notably at peak periods and in congestedconditions. Without these supportive measures, the effects could be lower, temporary, and perhapsinvisible.Previous advice given by the Department for Transport in relation to multi-modal studies was that softfactors might achieve a nationwide traffic reduction of about 5%. The policy assumptionsunderpinning this advice were similar to those used in our low intensity scenario: our estimate isslightly less, but the difference is probably within the range of error of such projections.The public expenditure cost of achieving reduced car use by soft measures, on average, is estimated atabout 1.5 pence per car kilometre, i.e. £15 for removing each 1000 vehicle kilometres of traffic.Current official practice calculates the benefit of reduced traffic congestion, on average, to be about15p per car kilometre removed, and more than three times this level in congested urban conditions.Thus every £1 spent on well-designed soft measures could bring about £10 of benefit in reducedcongestion alone, more in the most congested conditions, and with further potential gains fromenvironmental improvements and other effects, provided that the tendency of induced traffic to erodesuch benefits is controlled. There are also opportunities for private business expenditure on some softmeasures, which can result in offsetting cost savings.Much of the experience of implementing soft factors is recent, and the evidence is of variable quality.Therefore, there are inevitably uncertainties in the results. With this caveat, the main conclusion isthat, provided they are implemented within a supportive policy context, soft measures can besufficiently effective in facilitating choices to reduce car use, and offer sufficiently good value formoney, that they merit serious consideration for an expanded role in local and national transportstrategy.AcknowledgementsWe gratefully acknowledge the many contributions made by organisations and individuals consultedas part of the research, and by the authors of previous studies and literature reviews which we havecited.
