A dataset of RDF licenses
rights and conditions present in licenses for software, data and general
works are expressed with the Open Digital Rights Language (ODRL) 2.0
vocabulary and extensions thereof. The dataset contains licenses identified by a
dereferenceable URI, which are served with content negotiation providing a
double representation for humans and machines alike. This feature enables a

Crowdsourcing Linked Data on listening experiences through reuse and enhancement of library data
Research has approached the practice of musical reception in a multitude of ways, such as the analysis of professional critique, sales figures and psychological processes activated by the act of listening. Studies in the Humanities, on the other hand, have been hindered by the lack of structured evidence of actual experiences of listening as reported by the listeners themselves, a concern that was voiced since the early Web era. It was however assumed that such evidence existed, albeit in pure textual form, but could not be leveraged until it was digitised and aggregated. The Listening Experience Database (LED) responds to this research need by providing a centralised hub for evidence of listening in the literature. Not only does LED support search and reuse across nearly 10,000 records, but it also provides machine-readable structured data of the knowledge around the contexts of listening. To take advantage of the mass of formal knowledge that already exists on the Web concerning these contexts, the entire framework adopts Linked Data principles and technologies. This also allows LED to directly reuse open data from the British Library for the source documentation that is already published. Reused data are re-published as open data with enhancements obtained by expanding over the model of the original data, such as the partitioning of published books and collections into individual stand-alone documents. The database was populated through crowdsourcing and seamlessly incorporates data reuse from the very early data entry phases. As the sources of the evidence often contain vague, fragmentary of uncertain information, facilities were put in place to generate structured data out of such fuzziness. Alongside elaborating on these functionalities, this article provides insights into the most recent features of the latest instalment of the dataset and portal, such as the interlinking with the MusicBrainz database, the relaxation of geographical input constraints through text mining, and the plotting of key locations in an interactive geographical browser

Reasoning with Data Flows and Policy Propagation Rules
Data-oriented systems and applications are at the centre of current developments of the World Wide Web. In these scenarios, assessing what policies propagate from the licenses of data sources to the output of a given data-intensive system is an important problem. Both policies and data flows can be described with Semantic Web languages. Although it is possible to define Policy Propagation Rules (PPR) by associating policies to data flow steps, this activity results in a huge number of rules to be stored and managed. In a recent paper, we introduced strategies for reducing the size of a PPR knowledge base by using an ontology of the possible relations between data objects, the Datanode ontology, and applying the (A)AAAA methodology, a knowledge engineering approach that exploits Formal Concept Analysis (FCA). In this article, we investigate whether this reasoning is feasible and how it can be performed. For this purpose, we study the impact of compressing a rule base associated with an inference mechanism on the performance of the reasoning process. Moreover, we report on an extension of the (A)AAAA methodology that includes a coherency check algorithm, that makes this reasoning possible. We show how this compression, in addition to being beneficial to the management of the knowledge base, also has a positive impact on the performance and resource requirements of the reasoning process for policy propagation
Assigning Creative Commons Licenses to Research Metadata: Issues and Cases
This paper discusses the problem of lack of clear licensing and transparency
of usage terms and conditions for research metadata. Making research data
connected, discoverable and reusable are the key enablers of the new data
revolution in research. We discuss how the lack of transparency hinders
discovery of research data and make it disconnected from the publication and
other trusted research outcomes. In addition, we discuss the application of
Creative Commons licenses for research metadata, and provide some examples of
the applicability of this approach to internationally known data

Interoperability and FAIRness through a novel combination of Web technologies
Data in the life sciences are extremely diverse and are stored in a broad spectrum of repositories ranging from those designed for particular data types (such as KEGG for pathway data or UniProt for protein data) to those that are general-purpose (such as FigShare, Zenodo, Dataverse or EUDAT). These data have widely different levels of sensitivity and security considerations. For example, clinical observations about genetic mutations in patients are highly sensitive, while observations of species diversity are generally not. The lack of uniformity in data models from one repository to another, and in the richness and availability of metadata descriptions, makes integration and analysis of these data a manual, time-consuming task with no scalability. Here we explore a set of resource-oriented Web design patterns for data discovery, accessibility, transformation, and integration that can be implemented by any general- or special-purpose repository as a means to assist users in finding and reusing their data holdings. We show that by using off-the-shelf technologies, interoperability can be achieved atthe level of an individual spreadsheet cell. We note that the behaviours of this architecture compare favourably to the desiderata defined by the FAIR Data Principles, and can therefore represent an exemplar implementation of those principles. The proposed interoperability design patterns may be used to improve discovery and integration of both new and legacy data, maximizing the utility of all scholarly outputs
Processing SPARQL queries with regular expressions in RDF databases
Background: As the Resource Description Framework (RDF) data model is widely used for modeling and sharing a lot of online bioinformatics resources such as Uniprot (dev.isb-sib.ch/projects/uniprot-rdf) or Bio2RDF (bio2rdf.org), SPARQL - a W3C recommendation query for RDF databases - has become an important query language for querying the bioinformatics knowledge bases. Moreover, due to the diversity of users' requests for extracting information from the RDF data as well as the lack of users' knowledge about the exact value of each fact in the RDF databases, it is desirable to use the SPARQL query with regular expression patterns for querying the RDF data. To the best of our knowledge, there is currently no work that efficiently supports regular expression processing in SPARQL over RDF databases. Most of the existing techniques for processing regular expressions are designed for querying a text corpus, or only for supporting the matching over the paths in an RDF graph.
Results: In this paper, we propose a novel framework for supporting regular expression processing in SPARQL query. Our contributions can be summarized as follows. 1) We propose an efficient framework for processing SPARQL queries with regular expression patterns in RDF databases. 2) We propose a cost model in order to adapt the proposed framework in the existing query optimizers. 3) We build a prototype for the proposed framework in C++ and conduct extensive experiments demonstrating the efficiency and effectiveness of our technique.
Conclusions: Experiments with a full-blown RDF engine show that our framework outperforms the existing ones by up to two orders of magnitude in processing SPARQL queries with regular expression patterns.X113sciescopu

A multi-lingual term bank of copyright-related terms has been published connecting WIPO definitions, IATE terms and definitions from Creative Commons licenses. These terms have been hierarchically arranged, spanning multiple languages and targeting different jurisdictions. The term bank has been published as a TBX dump file and is publicly accessible as linked data. Models for the RDF data structure are based on Lemon and W3C Recommendations.
