    Measurement of Returns-to-Scale using Interval Data Envelopment Analysis Models

The Publisher's final version can be found by following the DOI linkThe economic concept of Returns-to-Scale (RTS) has been intensively studied in the context of Data Envelopment Analysis (DEA). The conventional DEA models that are used for RTS classification require well-defined and accurate data whereas in reality observations gathered from production systems may be characterized by intervals. For instance, the heat losses of the combined production of heat and power (CHP) systems may be within a certain range, hinging on a wide variety of factors such as external temperature and real-time energy demand. Enriching the current literature independently tackling the two problems; interval data and RTS estimation; we develop an overarching evaluation process for estimating RTS of Decision Making Units (DMUs) in Imprecise DEA (IDEA) where the input and output data lie within bounded intervals. In the presence of interval data, we introduce six types of RTS involving increasing, decreasing, constant, non-increasing, non-decreasing and variable RTS. The situation for non-increasing (non-decreasing) RTS is then divided into two partitions; constant or decreasing (constant or increasing) RTS using sensitivity analysis. Additionally, the situation for variable RTS is split into three partitions consisting of constant, decreasing and increasing RTS using sensitivity analysis. Besides, we present the stability region of an observation while preserving its current RTS classification using the optimal values of a set of proposed DEA-based models. The applicability and efficacy of the developed approach is finally studied through two numerical examples and a case study

    Power industry restructuring and eco-efficiency changes:a new slacks-based model in Malmquist-Luenberger Index measurement

    Measuring variations in efficiency and its extension, eco-efficiency, during a restructuring period in different industries has always been a point of interest for regulators and policy makers. This paper assesses the impacts of restructuring of procurement in the Iranian power industry on the performance of power plants. We introduce a new slacks-based model for Malmquist-Luenberger (ML) Index measurement and apply it to the power plants to calculate the efficiency, eco-efficiency, and technological changes over the 8-year period (2003-2010) of restructuring in the power industry. The results reveal that although the restructuring had different effects on the individual power plants, the overall growth in the eco-efficiency of the sector was mainly due to advances in pure technology. We also assess the correlation between efficiency and eco-efficiency of the power plants, which indicates a close relationship between these two steps, thus lending support to the incorporation of environmental factors in efficiency analysis

    Eco-efficiency considering the issue of heterogeneity among power plants

    One of the main objectives in restructuring power industry is enhancing the efficiency of power facilities. However, power generation industry, which plays a key role in the power industry, has a noticeable share in emission amongst all other emission-generating sectors. In this study, we have developed some new Data Envelopment Analysis models to find efficient power plants based on less fuel consumption, combusting less polluting fuel types, and incorporating emission factors in order to measure the ecological efficiency trend. We then applied these models to measuring eco-efficiency during an eight-year period of power industry restructuring in Iran. Results reveal that there has been a significant improvement in eco-efficiency, cost efficiency and allocative efficiency of the power plants during the restructuring period. It is also shown that despite the hydro power plants look eco-efficient; the combined cycle ones have been more allocative efficient than the other power generation technologies used in Iran

    Data Envelopment Analysis (DEA) is a prominent procedure in the decision-making process with a pivotal role in the sustainable development assay. Project identification is the first step of sustainability assessment in the Environmental Impact Assessment (EIA) program for the industrial projects prior to complete establishment. The present review research comprised 405 Iranian industries assessment regarding both input and output criteria via DEA integrated with the ratio model of Additive Ratio ASsessment (ARAS) and weighing systems of Kendall and Friedman's tests supported by SPSS software. The findings deployed a classification for Iranian industries pertaining to industries' nominal capacity in certain clusters.     Integrating multiple criteria decision analysis and production theory for performance evaluation: framework and review

    Accounting, life cycle assessment (LCA) and data envelopment analysis (DEA) are examples of various research areas that independently develop and apply diverse methodologies to evaluate performance. Though, many methods have in common that the results to be assessed are mainly determined by the inputs and outputs of the activities which are to be evaluated. Based on both production and decision theory, our comprehensive framework integrates and systematically distinguishes specific types of production-based performance assessment. It allows to examine and categorise the existing literature on such approaches. Our review focuses on sources which explicitly apply concepts or methods of multiple criteria decision analysis (MCDA). We did not find any elaborated methodology that fully integrates MCDA with production theory. At least, a basic approach to multicriteria performance analysis, which generalises the methodology of data envelopment analysis, appears to be well-grounded on production theory. It was already presented in this journal in 2001 and has rarely been noticed in the literature until now. A short overview outlines its recent insights and main findings. A key finding is that a category mistake prevails among well-known methodologies of efficiency measurement like DEA. It may imply invalid empirical results because the inputs and outputs of production processes are confused with resulting impacts destroying or creating values (to be minimised or maximised, respectively). We conclude by defining open problems and by indicating prospective research directions

    Defuzzification of groups of fuzzy numbers using data envelopment analysis

    Defuzzification is a critical process in the implementation of fuzzy systems that converts fuzzy numbers to crisp representations. Few researchers have focused on cases where the crisp outputs must satisfy a set of relationships dictated in the original crisp data. This phenomenon indicates that these crisp outputs are mathematically dependent on one another. Furthermore, these fuzzy numbers may exist as a group of fuzzy numbers. Therefore, the primary aim of this thesis is to develop a method to defuzzify groups of fuzzy numbers based on Charnes, Cooper, and Rhodes (CCR)-Data Envelopment Analysis (DEA) model by modifying the Center of Gravity (COG) method as the objective function. The constraints represent the relationships and some additional restrictions on the allowable crisp outputs with their dependency property. This leads to the creation of crisp values with preserved relationships and/or properties as in the original crisp data. Comparing with Linear Programming (LP) based model, the proposed CCR-DEA model is more efficient, and also able to defuzzify non-linear fuzzy numbers with accurate solutions. Moreover, the crisp outputs obtained by the proposed method are the nearest points to the fuzzy numbers in case of crisp independent outputs, and best nearest points to the fuzzy numbers in case of dependent crisp outputs. As a conclusion, the proposed CCR-DEA defuzzification method can create either dependent crisp outputs with preserved relationship or independent crisp outputs without any relationship. Besides, the proposed method is a general method to defuzzify groups or individuals fuzzy numbers under the assumption of convexity with linear and non-linear membership functions or relationships

    Exploratory data analysis and data envelopment analysis of construction and demolition waste management in the European Economic Area

    This paper deals with the efficiency and sustainability of Construction and Demolition Waste (CDW) management in 30 Member States of the European Economic Area (EEA) (the 28 European Union countries plus Norway and Iceland) for the period 2010-2016 using Exploratory Data Analytics (EDA) and Data Envelopment Analysis (DEA). The first stage of the proposed methodology is EDA with already available (the CDW recovery rate) and suggested indicators (e.g., building stock characterization, dwelling occupancy ratio, macroeconomic ratios and CDW breakdown) to characterize the efficiency and sustainability of CDW management. The second stage is to assess the efficiency of countries using DEA through two original CDW production models, one for sustainability, measuring the efficiency of the construction sector for reducing itsCDW, and the second a model to score the efficiency of maximizing the CDW recovery rate. The main outcome of the paper is the proposed methodology, which is a candidate for replacing current indicators in order to evaluate the performance of CDW policy, due to is adaptive nature, promoting the continuous improvement and overcoming the limitations of the poor quality of metrics, data and parametric indicators. The methodology has been experimentally validated using Eurostat data for 30 Member States of EEA, ranking them according to the two DEA model scores, to point out the countries considered efficient among those of their scale, as a reference for sustainable and efficient practices.info:eu-repo/semantics/publishedVersio
