    Land re-use, complexity and actor-networks: a framework for research

    This paper will present a conceptual framework for the examination of land redevelopment based on a complex systems/networks approach. As Alvin Toffler insightfully noted, modern scientific enquiry has become exceptionally good at splitting problems into pieces but has forgotten how to put the pieces back together. Twenty-five years after his remarks, governments and corporations faced with the requirements of sustainability are struggling to promote an ‘integrated’ or ‘holistic’ approach to tackling problems. Despite the talk, both practice and research provide few platforms that allow for ‘joined up’ thinking and action. With socio-economic phenomena, such as land redevelopment, promising prospects open up when we assume that their constituents can make up complex systems whose emergent properties are more than the sum of the parts and whose behaviour is inherently difficult to predict. A review of previous research shows that it has mainly focused on idealised, ‘mechanical’ views of property development processes that fail to recognise in full the relationships between actors, the structures created and their emergent qualities. When reality failed to live up to the expectations of these theoretical constructs then somebody had to be blamed for it: planners, developers, politicians. However, from a ‘synthetic’ point of view the agents and networks involved in property development can be seen as constituents of structures that perform complex processes. These structures interact, forming new more complex structures and networks. Redevelopment then can be conceptualised as a process of transformation: a complex system, a ‘dissipative’ structure involving developers, planners, landowners, state agencies etc., unlocks the potential of previously used sites, transforms space towards a higher order of complexity and ‘consumes’ but also ‘creates’ different forms of capital in the process. Analysis of network relations point toward the ‘dualism’ of structure and agency in these processes of system transformation and change. Insights from actor network theory can be conjoined with notions of complexity and chaos to build an understanding of the ways in which actors actively seek to shape these structures and systems, whilst at the same time are recursively shaped by them in their strategies and actions. This approach transcends the blame game and allows for inter-disciplinary inputs to be placed within a broader explanatory framework that does away with many past dichotomies. Better understanding of the interactions between actors and the emergent qualities of the networks they form can improve our comprehension of the complex socio-spatial phenomena that redevelopment comprises.     Recent years have seen great advances in social network analysis. Yet, with a few exceptions, the field of network analysis remains remote from social theory. As a result, much social network research, while technically accomplished and theoretically suggestive, is essentially descriptive. How then can social networks be linked to social theory ? Here we pose the question in its simplest form: what must we add to a social network to get a society ? We begin by showing that one reason for the disconnection between network theory and society theory is that because it exists in spacetime, the concept of social network raises the issue of space in a way that is problematical for social theory. Here we turn the problem on its head and make the problem of space in social network theory explicit by proposing a surprising analogy with the question: what do you have to add to an urban space network to get a city. We show first that by treating a city as a naïve spatial network in the first instance and allowing it to acquire two formal properties we call reflexivity and nonlocality, both mediated through a mechanism we call description retrieval, we can build a picture of the dynamics processes by which collections of the buildings become living cities. We then show that by describing societies initially as social networks in space-time and adding similar properties, we can construct a plausible ontology of a simple human society

    The Aims and Scope of Evolutionary Economic Geography

    This aim of this paper is to present the objectives and scope of an evolutionary approach to economic geography. We argue that the goal is not only to utilise the concepts and ideas from evolutionary economics (and evolutionary thinking more broadly) to help interpret and explain how the economic landscape changes over historical time, but also to reveal how situating the economy in space adds to our understanding of the processes that drive economic evolution, that is to say, to demonstrate how geography matters in determining the nature and trajectory of evolution of the economic system. We will argue that evolutionary economic geography is concerned with the spatialities of economic novelty; with how the spatial structures of the economy emerge from the micro-behaviours of economic agents; with how, in the absence of central coordination or direction, the economic landscape exhibits self-organisation; and with how the processes of path creation and path dependence interact to shape geographies of economic development and transformation, and why and how such processes may themselves be place dependent. Economic transformation proceeds differently in different places, and the mechanisms involved neither originate nor operate evenly across space. Our concern is both with the ways in which the forces making for economic change, adaptation and novelty shape and reshape the geographies of wealth creation, work and welfare, and with how the spatial structures and features so produced themselves feed back to influence the forces driving economic evolution.     The roots of "Western European societal evolution". A concept of Europe by Jenő Szűcs

    Jenő Szűcs wrote his essay entitled Sketch on the three regions of Europe in the early 1980s in Hungary. During these years, a historically well-argued opinion emphasising a substantial difference between Central European and Eastern European societies was warmly received in various circles of the political opposition. In a wider European perspective Szűcs used the old “liberty topos” which claims that the history of Europe is no other than the fulfillment of liberty. In his Sketch, Szűcs does not only concentrate on questions concerning the Middle Ages in Western Europe. Yet it is this stream of thought which brought a new perspective to explaining European history. His picture of the Middle Ages represents well that there is a way to integrate all typical Western motifs of post-war self-definition into a single theory. Mainly, the “liberty motif”, as a sign of “Europeanism” – in the interpretation of Bibó’s concept, Anglo-saxon Marxists and Weber’s social theory –, developed from medieval concepts of state and society and from an analysis of economic and social structures. Szűcs’s historical aspect was a typical intellectual product of the 1980s: this was the time when a few Central European historians started to outline non-Marxist aspects of social theory and categories of modernisation theories, but concealing them with Marxist terminology

    Conceptual quality modelling and integrated control of combined urban drainage system

    This paper presents the first results of conceptual quality modelling approach oriented to the integrated real-time control (RTC) strategy for urban drainage networks (UDN) and wastewater treatment plants (WWTP) developed in the European project LIFE EFFIDRAIN (Efficient Integrated Real-time Control in Urban Drainage and Wastewater Treatment Plants for Environmental Protection). Model predictive control (MPC) has been selected as a proper RTC to minimize the polluting discharge in case of raining events. The simulator SWMM5 was modified to integrate a lumped conceptual model for total suspended solids (TSS) called SWMM-TSS, which has been used as virtual reality for calibration and validation of the proposed modelling approaches in Perinot network, a real case study in Bordeaux.Peer ReviewedPostprint (author's final draft
