    From Offshore Operation to Onshore Simulator: Using Visualized Ethnographic Outcomes to Work with Systems Developers

    This paper focuses on the process of translating insights from a Computer Supported Cooperative Work (CSCW)-based study, conducted on a vessel at sea, into a model that can assist systems developers working with simulators, which are used by vessel operators for training purposes on land. That is, the empirical study at sea brought about rich insights into cooperation, which is important for systems developers to know about and consider in their designs. In the paper, we establish a model that primarily consists of a ‘computational artifact’. The model is designed to support researchers working with systems developers. Drawing on marine examples, we focus on the translation process and investigate how the model serves to visualize work activities; how it addresses relations between technical and computational artifacts, as well as between functions in technical systems and functionalities in cooperative systems. In turn, we link design back to fieldwork studies

    Development of maritime education and training for ratings in Bangladesh : a proposed path to the next century

    This dissertation focuses on the maritime education and training system for ratings in Bangladesh, under the prevailing shipping environment. The paper discusses the present situation and highlights the difficulties being experienced in attempting to upgrade the system particularly in the areas of employment, education and training. The investigation identifies a number of factors inhibiting the development that is needed to overcome the current shortage of qualified ratings. These include a lack of policy initiatives in the promotional field, inadequate appraisal of human resource development in the maritime sector, a lack of administrative and industry support, inadequate legislation, poor training facilities and a shortage of qualified instructors. The project focuses on the vital need for chanqes in the present system in the light of the technological advancements and legal developments taking place in the maritime world. Examination is made of training systems in the U.K., Germany, Australia and Japan, where administrations have been forced to restructure their approach to ratings training to meet the challenges of new technology and economic competition. On the basis of this investigation, the dissertation proposes changes in the current Bangladesh system through the adoption of a multi-skilled training, which would provide flexibility and mobility to Bangladeshi ratings seeking career development at sea as well as in other related industries. It also specifies the need for the continued upgrading of seafarer education. In Conclusion, recommendations are offered as to measures that might be taken to ameliorate some of the problems faced by the declining community of Bangladeshi seafarers

    Establishing a modern Fire Fighting School to train the necessary personnel in the field of Marine Safety is imperative for any Maritime Nation. Throughout history and still nowadays fire is the worst enemy of the crew, cargo, vessels and the industry as a whole. The primary objective of this Paper is to provide a comprehensive study and a guideline to the Maritime Academy in Algeria for the day it undertakes to establish a Fire Fighting Centre. In this work I shall mainly attempt to define and outline the detailed Syllabuses and Training Schemes for the Theoretical and Practical Training dealing with fire prevention, fire fighting and fire safety, for which purpose I’ve developed different Training Courses, including their objectives, main content and their duration. Furthermore I have also provided recommendations and descriptions of the training facilities together with the necessary equipment and materials to carry out the various fire fighting exercises. However, the financial aspect and cost involved for the I establishment of such a Centre is outside the scope of this study

    This dissertation is a study of the open registry question of seafarer wages, employment conditions, performance standards, comparing with those of the traditional maritime seafarer of developed countries, and the position of the ITF, and other organisations over open registry system as well. The opening chapter of this dissertation has evaluated the growth and development, and characteristics of open registry system. Examining these aspects of open registry, it is assessed that open registry is a necessary demand for merchant shipping industry. Because it has provided shipowners the advantages of reducing their operating costs and many other facilities to compete more effectively in a free market environment in merchant shipping industry. The issues of open registry seafarers wages, employment situation, working conditions, and their standards, and the manning of open registry ships have been examined in the succeeding chapters and it is found that: (1) average wages of open registry seafarers are not below the ILO standards; (2) average quality of open registry seafarers are not so bad compared with their western counterparts; (3) some major registries are enforcing minimum standards of national/international rules and regulations concerning manning of ships to ensure safe operation of ships, safety of life and property at sea, and prevention of marine environment; while others are flexible to comply these national/international minimum standards. Rather they leave these to the shipowners to comply with such standards according to their wish. Over the issues of open registry shipping and its seafarers, the position of ITF and other organisations have been discussed. And it is found that: except ITF and its iv affiliated developed countries seafarers unions, by this time, other organisations have admitted the very existence of open registry shipping. The concluding chapter summarises and examines the potential use and implications of open registry system as well as open registry seafarers. A number of recommendations are made concerning the necessity of open registry seafarers and open registry system as well

    Proposal for upgrading the safety courses for marine personnel in Greece

    This work makes proposals for the up-grading of the system of education and training for fire-fighting and sea survival techniques within the Greek merchant navy f1eet. In this light the renovation of an existing training center in northern Greece which would work in conjuction with an up-graded form of that of Southern Greece is* proposed. This work, after being translated into Greek, will be submitted to the Greek Ministry of Merchant Marine, in the hope that it will be accepted and soon implemented for the benefit of Greek seafarers and the shipping industry as a whole
