Generation Adequacy and Investment Incentives in Britain: from the Pool to NETA
Three years after the controversial change of the British market design from compulsory Pool with capacity payments to decentralised energy-only New Electricity Trading Arrangements (NETA) market framework, we compare the two designs in terms of investment incentives. We review the biases of the Pool capacity payments design, the drought of investment following the introduction of NETA, and the reaction of the market during the first âstress-testâ of NETA during the winter 2003. In an energy-only market such as NETA, it is essential that price signals are right and the system operator has a crucial role in contracting ahead for reserve. We recommend that NETA adopt a single marginal imbalance price as dual imbalance pricing distorts price signals in times of scarcity. The lack of long-term contracting that causes hedging and financing difficulties for power projects can becompensated by vertical and horizontal reintegration at a cost of increased market power
The impact of coordination and information on transport procurement
Transport cost is second in importance after production cost in industry. It is the purpose of the present paper to study the impact of information sharing and contractual instruments between a supply chain and its transport suppliers. After reviewing the literature, we propose a model to measure the benefits in terms of transport cost and standard deviation of transport cost. We evaluate three scenarios over one period reiterated for a shipper carrier two-echelon model with a mix of long- term and short-term procurement strategies: perfect information, asymmetric information and private information at one level of the supply chain. A decision-making approach for investigating the potential effects of near sourcing on supply chain
Purpose - Near sourcing is starting to be regarded as a valid alternative to global sourcing in order to leverage supply chain (SC) responsiveness and economic efficiency. The present work proposes a decision-making approach developed in collaboration with a leading Italian retailer that was willing to turn the global store furniture procurement process into near sourcing. Design/methodology/approach - Action research is employed. The limitations of the traditional SC organisation and purchasing process of the company are first identified. On such basis, an inventory management model is applied to run spreadsheet estimates where different purchasing and SC management strategies are adopted to determine the solution providing the lowest cost performance. Finally, a risk analysis of the selected best SC arrangement is conducted and results are discussed. Findings - Switching from East Asian suppliers to continental vendors enables a SC reengineering that increases flexibility and responsiveness to demand uncertainty which, together with decreased transportation costs, assures economic viability, thus proving the benefits of near sourcing. Research limitations/implications - The decision-making framework provides a methodological roadmap to address the comparison between near and global sourcing policies and to calculate the savings of the former against the latter. The approach could include additional organisational aspects and cost categories impacting on near sourcing and could be adapted to investigate different products, services, and business sectors. Originality/value - The work provides SC researchers and practitioners with a structured approach for understanding what drives companies to adopt near sourcing and for quantitatively assessing its advantage
A Delphi Expert Assessment of Proactive Contracting in an Evolutionary Acquisition Environment
This study used structured group discussions (The Delphi Method) among three groups of contracting professionals from the Air Armament, Aeronautical Systems, and the Electronic Systems Centers in order to identify potential roadblocks to implementation of Evolutionary Acquisition strategies. The Delphi groups also tackled the problem of identifying and exploring potential business strategies that may counter the identified challenges. Discussions revealed that current laws, regulations, and internal processes pose challenges in an evolutionary acquisition environment. No single business strategy emerged as the best way to implement the EA strategy. Participants suggested that all three Centers concluded that robust business planning, pre-contract agreements between the Government and the contractor, long-term relationships, and encouraging team behavior are key factors. Participants from all three Centers are accommodating evolutionary acquisition with current contract types. Multiple contract types are being combined under one contract vehicle; award and incentive fees are being tailored to motivate specific contractor behavior. The best strategy for an evolutionary acquisition may be a strategy that is tailored to the specific requirement
Corruption manual for beginners: "Corruption techniques" in public procurement with examples from Hungary
This paper develops 30 novel quantitative indicators of grand corruption that operationalize
20 distinct techniques of corruption in the context of public procurement. Each indicator
rests on a thorough qualitative understanding of rent extraction from public contracts by
corrupt networks as evidenced by academic literature, interviews and media content
analysis. Feasibility and usefulness of the proposed indicators are demonstrated using
micro-level public procurement data from Hungary in 2009-2012. While the prime value of
this broad set of indicators is the possibility of combining them into a robust composite
indicator of high-level corruption, the high degree of detail also reveals that many
regulatory interventions have succeeded in changing the form of corruption, but not its
overall incidence
