    A comparison between the cost effectiveness of CCTV and improved street lighting as a means of crime reduction

    The effectiveness of CCTV and improved street lighting has been studied extensively in terms of their potential for reducing the number of crimes in a certain area. However, this does not take into account the cost of the interventions or the savings due to crime reduction. This paper presents a model, which takes the form of a cellular automaton to simulate the implementation of improved street lighting and CCTV cameras using a range of strategies. This permits an exploration of simulated options to find which is most cost effective and what the best strategy for implementation is. The results indicate that there are few situations where CCTV is more cost effective than improved street lighting as a way of reducing street crime. In addition, it is shown that the strategy of targeting locations with the highest crime rates, “hot spots‟, has the greatest potential for maximising the cost effectiveness of interventions

    In this paper, we investigate the protective effect of smart street lighting on public safety. Smart lights have a variety of features, such as video surveillance or gun-shot detection. Some of these features can have a deterrent effect on crime. Other features, however, such as adaptive brightness control, may also encourage crime. Using a comprehensive dataset on the crimes committed in downtown San Diego (CA) during 1st May 2017 and 30th April 2018, we investigate the crime rates a priori and posterior to the installation of smart lights in this area. The results of the empirical analysis suggest that smart lights have a statistically significant negative impact on crime and that their installation increases the safety of citizens

    Women\u27s perceptions of safety : CCTV in an inner city setting

    To date, most research on closed circuit television (CCTV) has come out of the United Kingdom (UK) where the growth of CCTV has reached immense proportions with wide support and funding from the Home Office. There are 33 systems operating in Australia, with the focus of this research on the first system installed in Perth, Western Australia in 1991. There is a dearth of information on CCTV in Australia, and little research looking at the link between CCTV, women’s safety and fear of crime. The literature on fear of crime shows that women are more fearful than men even though they are less likely to be offended against. Many reasons are proposed in the literature including vulnerability, victimisation and past experience of crime, environmental factors, and psychological factors to explain women’s fear. Many methodological problems are presented in the fear of crime literature. The core aim of this research was to collect information attitudes, knowledge and opinions about closed circuit television (CCTV) and women’s safety. Six qualitative interviews were conducted with women who work in the fields related to CCTV and women’s safety or who have a keen interest in the field. A further 295 women in the community were surveyed about issues relating to the purpose and effectiveness of CCTV, attitudes about CCTV and general feelings towards crime and safety. The findings show that women are overwhelmingly supportive of CCTV in public spaces and believe CCTV reduces crime and increases feelings of safety. However, women consider the current level of surveillance to be sufficient, and would like to see more police officers, women police and improved street lighting. Women are fearful for their safety at night and are afraid of personal crimes more than property crimes. Women are fearful at the railway station, when they are alone, in car parks and walkways and when waiting for taxis. Older women are more supportive of CCTV than younger women and all women would like to be made more aware the CCTV system

    Designing and Operating Safe and Secure Transit Systems: Assessing Current Practices in the United States and Abroad, MTI Report 04-05

    Public transit systems around the world have for decades served as a principal venue for terrorist acts. Today, transit security is widely viewed as an important public policy issue and is a high priority at most large transit systems and at smaller systems operating in large metropolitan areas. Research on transit security in the United States has mushroomed since 9/11; this study is part of that new wave of research. This study contributes to our understanding of transit security by (1) reviewing and synthesizing nearly all previously published research on transit terrorism; (2) conducting detailed case studies of transit systems in London, Madrid, New York, Paris, Tokyo, and Washington, D.C.; (3) interviewing federal officials here in the United States responsible for overseeing transit security and transit industry representatives both here and abroad to learn about efforts to coordinate and finance transit security planning; and (4) surveying 113 of the largest transit operators in the United States. Our major findings include: (1) the threat of transit terrorism is probably not universal—most major attacks in the developed world have been on the largest systems in the largest cities; (2) this asymmetry of risk does not square with fiscal politics that seek to spread security funding among many jurisdictions; (3) transit managers are struggling to balance the costs and (uncertain) benefits of increased security against the costs and (certain) benefits of attracting passengers; (4) coordination and cooperation between security and transit agencies is improving, but far from complete; (5) enlisting passengers in surveillance has benefits, but fearful passengers may stop using public transit; (6) the role of crime prevention through environmental design in security planning is waxing; and (7) given the uncertain effectiveness of antitransit terrorism efforts, the most tangible benefits of increased attention to and spending on transit security may be a reduction in transit-related person and property crimes

    This report contains eight linked feasibility studies conducted in Cairns during 2010. These exploratory studies examine the complex challenges of compiling and sharing information about incidents of person-to-person violence in a late night entertainment precinct (LNEP). The challenges were methodological as well as logistical and ethical. The studies look at how information can be usefully shared, while preserving the confidentiality of those involved. They also examine how information can be compiled from routinely collected sources with little or no additional resources, and then shared by the agencies that are providing and using the information.Although the studies are linked, they are also stand-alone and so can be published in peer-reviewed literature. Some have already been published, or are ‘in press’ or have been submitted for review. Others require the NDLERF board’s permission to be published as they include data related more directly to policing, or they include information provided by police.The studies are incorporated into the document under section headings. In each section, they are introduced and then presented in their final draft form. The final published form of each paper, however, is likely to be different from the draft because of journal and reviewer requirements.     'What works' in reducing sexual harassment and sexual offences on public transport nationally and internationally: a rapid evidence assessment

    In Britain, public transport is generally very safe and serious sexual assaults are rare. However, research has found that around 15% of women and girls have been subjected to unwanted sexual behaviour on the London transport network, the vast majority of which goes unreported (Transport for London [TfL], 2013a). This document reports the findings of a rapid evidence assessment, conducted on behalf go the British Transport Police, to identify the main initiatives that are being used to reduce sexual harassment and assault on public transport nationally and internationally, and whether these 'work'. Literature searches and a ‘call for information’ identified 1889 potential source materials, 191 of which were ultimately deemed relevant. The main intervention approaches are identified, and where available, the intervention effectiveness is evaluated. Overall, it was found that there is very little rigorous evaluation of these initiatives, and therefore much of the evidence is based upon the views of passengers, staff and transport managers. Recommendations, including thorough evaluation of a range of interventions, including staffing, policing, CCTV and passenger information, are made

    Northern Territory safe streets audit

    This audit examined crime and safety issues in the Northern Territory urban communities of Darwin, Katherine and Alice Springs to help inform effective strategies to reduce the actual and perceived risk of victimisation. Abstract This Special Report is a research driven response to community concerns regarding the level of crime and fear of crime in the Northern Territory. The Northern Institute at Charles Darwin University and the Australian Institute of Criminology (AIC) were commissioned by the Northern Territory Police Force (NT Police) to undertake the NT Safe Streets Audit. The purpose of the Safe Streets Audit was to examine crime and safety issues in the Northern Territory urban communities of Darwin, Katherine and Alice Springs and to help inform effective strategies to reduce the actual and perceived risk of victimisation. The audit involved a literature review exploring issues impacting on the fear of crime in the Northern Territory, focus groups with a range of stakeholders in Darwin, Alice Springs and Katherine, the analysis of media articles on crime and policing, the analysis of incident data from NT Police on assault offences and public disorder incidents, and a rapid evidence assessment of the effectiveness of strategies targeting NT crime problems. Implications for future crime reduction approaches in the Northern Territory were then identified
