    Algorithmic governance : A modes of governance approach

    This article examines how modes of governance are reconfigured as a result of using algorithms in the governance process. We argue that deploying algorithmic systems creates a shift toward a special form of design-based governance, with power exercised ex ante via choice architectures defined through protocols, requiring lower levels of commitment from governing actors. We use governance of three policy problems - speeding, disinformation, and social sharing - to illustrate what happens when algorithms are deployed to enable coordination in modes of hierarchical governance, self-governance, and co-governance. Our analysis shows that algorithms increase efficiency while decreasing the space for governing actors' discretion. Furthermore, we compare the effects of algorithms in each of these cases and explore sources of convergence and divergence between the governance modes. We suggest design-based governance modes that rely on algorithmic systems might be re-conceptualized as algorithmic governance to account for the prevalence of algorithms and the significance of their effects.Peer reviewe

They also have detection features. They try to detect intrusions, which have passed the implemented measures. Also the recovery of the system after a successful intrusion is made by the Intrusion Management Systems. The investigation of the intrusion is made by Intrusion Management Systems also. These functions can be existent in an intrusion management system model, which has a four layers architecture. The layers of the model are avoidance, assurance, detection and recovery. At the avoidance layer necessary policies, standards and practices are implemented to prevent the information system from successful intrusions. At the avoidance layer, the effectiveness of implemented measures are measured by some test and reviews. At the detection layer the identification of an intrusion or intrusion attempt is made in the real time. The recovery layer is responsible from restoring the information system after a successful intrusion. It has also functions to investigate the intrusion. Intrusion Management Systems are used to protect information and computer assets from intrusions. An organization aiming to protect its assets must use such a system. After the implementation of the system, continuous reviews must be conducted in order to ensure the effectiveness of the measures taken. Such a review can achieve its goal by using principles and standards. In this thesis, the principles necessary to implement a successful review program for Intrusion Management Systems have been developed in the guidance of Generally Accepted System Security Principles (GASSP). These example principles are developed for tools of each Intrusion Management System layer. These tools are firewalls for avoidance layer, vulnerability scanners for assurance layer, intrusion detection systems for detection layer and integrity checkers for recovery layer of Intrusion Management Systems

As multas fortes definense por violar esas regras e non e algo que os centros sanitarios poidan permitirse ignorar. O obxectivo principal desta tese e estudar e proponer unha capa segura/integracion para os curadores de datos sanitarios, onde: a conectividade entre sistemas illados (localizacions), a unificacion de rexistros nunha vision centrada no paciente e a comparticion de datos coa aprobacion do consentimento sexan as pedras angulares de a arquitectura controlar a sua identidade, os perfis de privacidade e as subvencions de acceso. Ten como obxectivo minimizar o medo a responsabilidade legal ao compartir os rexistros medicos mediante o uso da anonimizacion e facendo que os pacientes sexan responsables de protexer os seus propios rexistros medicos, pero preservando a calidade do tratamento do paciente. A nosa hipotese principal e: os conceptos Distributed Ledger e Self-Sovereign Identity son unha simbiose natural para resolver os retos do GDPR no contexto da saude? A arquitectura proposta logra eses obxectivos nun ambiente descentralizado adoptando perfis de privacidade de datos illados.[Resumen] El Reglamento General de Proteccion de Datos (GDPR) se implemento el 25 de mayo de 2018 y se considera el desarrollo mas importante en la regulacion de privacidad de datos en los ultimos 20 anos. Las fuertes multas estan definidas por violar esas reglas y no es algo que los centros de salud puedan darse el lujo de ignorar. El objetivo principal de esta tesis es estudiar y proponer una capa segura/de integración para curadores de datos de atencion medica, donde: la conectividad entre sistemas aislados (ubicaciones), la unificacion de registros en una vista centrada en el paciente y el intercambio de datos con la aprobacion del consentimiento son los pilares de la arquitectura propuesta. Esta propuesta otorga al titular de los datos un rol central, que le permite controlar su identidad, perfiles de privacidad y permisos de acceso. Su objetivo es minimizar el temor a la responsabilidad legal al compartir registros medicos utilizando el anonimato y haciendo que los pacientes sean responsables de proteger sus propios registros medicos, preservando al mismo tiempo la calidad del tratamiento del paciente. Nuestra hipotesis principal es: .son los conceptos de libro mayor distribuido e identidad autosuficiente una simbiosis natural para resolver los desafios del RGPD en el contexto de la atencion medica? Se requieren soluciones para que los medicos y los investigadores puedan mantener sus flujos de trabajo de colaboracion sin comprometer las regulaciones. La arquitectura propuesta logra esos objetivos en un entorno descentralizado mediante la adopcion de perfiles de privacidad de datos aislados.[Abstract] The General Data Protection Regulation (GDPR) was implemented on 25 May 2018 and is considered the most important development in data privacy regulation in the last 20 years. Heavy fines are defined for violating those rules and is not something that healthcare centers can afford to ignore. The main goal of this thesis is to study and propose a secure/integration layer for healthcare data curators, where: connectivity between isolated systems (locations), unification of records in a patientcentric view and data sharing with consent approval are the cornerstones of the proposed architecture. This proposal empowers the data subject with a central role, which allows to control their identity, privacy profiles and access grants. It aims to minimize the fear of legal liability when sharing medical records by using anonymisation and making patients responsible for securing their own medical records, yet preserving the patient’s quality of treatment. Our main hypothesis is: are the Distributed Ledger and Self-Sovereign Identity concepts a natural symbiosis to solve the GDPR challenges in the context of healthcare? Solutions are required so that clinicians and researchers can maintain their collaboration workflows without compromising regulations.     Reducing Runway Incursions: The Role of Collaboration, Education, and Training

    Runway incursions are a major threat to aviation safety and can cause major delays and collisions that have significant human and financial implications for airlines. This study investigated how training, education, and collaboration may be improved to reduce the occurrence of runway incursions at airports. Data collection involved interviews, a focus group, and document analysis to explore the participants’ perceptions. The interviews and focus group involved a purposive sample of 12 pilots, air traffic controllers, airport administrators, and ground personnel. The interviews and focus group transcripts were chunked, coded, and patterns sought to form five key themes addressing the research question: exercising key safety practices, effective communication, a greater focus on scenario-based training, need for greater standardization, and more collaboration and partnership among stakeholders. The findings have the potential to influence Federal Aviation Administration’s (FAA) decision-making through resource allocation for improving runway safety, as well as to inform the prevention of runway incursions through improvements to education, training, and collaboration

    Are You Ready? A Proposed Framework For The Assessment Of Digital Forensic Readiness

    This dissertation develops a framework to assess Digital Forensic Readiness (DFR) in organizations. DFR is the state of preparedness to obtain, understand, and present digital evidence when needed. This research collects indicators of digital forensic readiness from a systematic literature review. More than one thousand indicators were found and semantically analyzed to identify the dimensions to where they belong. These dimensions were subjected to a q-sort test and validated using association rules, producing a preliminary framework of DFR for practitioners. By classifying these indicators into dimensions, it was possible to distill them into 71 variables further classified into either extant or perceptual variables. Factor analysis was used to identify latent factors within the two groups of variables. A statistically-based framework to assess DFR is presented, wherein the extant indicators are used as a proxy of the real DFR status and the perceptual factors as the perception of this status

    An exploratory research on blockchain in aviation: the case of maintenance, repair and overhaul (MRO) organizations

    The aircraft maintenance sector has high complexity with many intermediaries, multiple actors sharing data and needs to ensure high data security. The implementation of Blockchain technology can significantly contribute to the aforementioned characteristics. This research explores the implementation of Blockchain technology in Maintenance, Repair and Overhaul (MRO). For this research, a mixed-method approach was followed to obtain a holistic view of the adoption of Blockchain technology in an aircraft maintenance facility. Semi-structured interviews and a case study were used. The interview findings related to the current status of maintenance records management. The findings also highlighted the value of data storage within MRO’s and the benefits of Blockchain. The paper also discusses the readiness/willingness of aircraft maintenance facilities to implement Blockchain and the barriers to implementation.     Esta tesis doctoral se enmarca dentro del área de investigación de la seguridad en entornos Peer-to-Peer (P2P) totalmente descentralizados (también denominados puros.) En particular, el objetivo principal de esta tesis doctoral es definir, analizar e implementar un esquema para la distribución segura de los contenidos compartidos. En este trabajo de tesis se han realizado importantes avances e innovadoras aportaciones enfocadas a garantizar que el contenido compartido es auténtico; es decir, que no ha sido alterado, incluso tratándose de una réplica del original. Además, se propone un mecanismo de control de acceso orientado a proporcionar servicios de autorización en un entorno que no cuenta con una jerarquía de autoridades de certificación. A continuación, se resume la metodología seguida, las principales aportaciones de esta tesis y, finalmente, se muestran las conclusiones más importantes. __________________________________________The study and analysis of the state-of-the-art on security in Peer-to-Peer (P2P) networks gives us many important insights regarding the lack of practical security mechanisms in such fully decentralized and highly dynamic networks. The major problems range from the absence of content authentication mechanisms, which address and assure the authenticity and integrity of the resources shared by networking nodes, to access control proposals, which provide authorization services. In particular, the combination of both, authentication and access control, within well-known P2P file sharing systems may involve several advances in the content replication and distribution processes. The aim of this thesis is to define, develop and evaluate a secure P2P content distribution scheme for file sharing scenarios. The proposal will be based on the use of digital certificates, similar to those used in the provision of public key authenticity. To carry out this proposal in such an environment, which does not count on a hierarchy of certification authorities, we will explore the application of non-conventional techniques, such as Byzantine agreement protocols and schemes based on “proof-of-work.” We then propose a content authentication protocol for pure P2P file sharing systems. Under certain restrictions, our scheme provides guarantees that a content is authentic, i.e. it has not been altered, even if it is a replica of the original and the source has lost control over it. Moreover, we extend our initial work by showing how digital certificates can be modified to provide authorization capabilities for self-organizing peers. The entire scheme is first theoretically analyzed, and also implemented in C and Java in order to evaluate its performance.
