    Short-term manpower management in manufacturing systems: new requirements and DSS prototyping

    The short-term planning and scheduling of discrete manufacturing systems has mostly focused in the past on the management of machines, implicitly considered as the critical resources of the workshops. Some of the present schedulers claim to also manage human resources, but perform most of the time a local allocation of operators to machines, these operators having regular working hours. However, it seems clear that the workforce has a specificity that should be better taken into account by short-term planning facilities. Moreover, the variability of the weekly working hours through the year will shortly become a rule and not anymore an exception. On the base of a questionnaire answered by 19 French companies of different sizes and industrial sectors, we have tried to identify more precisely some industrial requirements concerning the short-term management of human resources. The growing interest in annualised hours together with the lack of software tools that allow to implement it practically is one of the results of this questionnaire. We suggest in this article the specification of a decision support system for short-term manpower management under annualised hours, taking into account the competence of the operators. A software prototype has been developed according to these specifications; the results of a simple but representative example are described

    TQM in a test environment

    In response to the changing aerospace economic climate, Martin Marietta Astronautics Group (MMAG) has adopted a Total Quality Management (TQM) philosophy to maintain a competitive edge. TQM emphasizes continuous improvement of processes, motivation to improve from within, cross-functional involvement, people empowerment, customer satisfaction, and modern process control techniques. The four major initiatives of TQM are Product Excellence, Manufacturing Resource Planning (MRP II), People Empowerment, and Subcontract Management. The Defense Space and Communications (DS&C) Test Lab's definition and implementation of the MRP II and people empowerment initiatives within TQM are discussed. The application of MRP II to environmental test planning and operations processes required a new and innovative approach. In an 18 month span, the test labs implemented MRP II and people empowerment and achieved a Class 'A' operational status. This resulted in numerous benefits, both tangible and intangible, including significant cost savings and improved quality of life.     Optimal maintenance of multi-component systems: a review

    In this article we give an overview of the literature on multi-component maintenance optimization. We focus on work appearing since the 1991 survey "A survey of maintenance models for multi-unit systems" by Cho and Parlar. This paper builds forth on the review article by Dekker et al. (1996), which focusses on economic dependence, and the survey of maintenance policies by Wang (2002), in which some group maintenance and some opportunistic maintenance policies are considered. Our classification scheme is primarily based on the dependence between components (stochastic, structural or economic). Next, we also classify the papers on the basis of the planning aspect (short-term vs long-term), the grouping of maintenance activities (either grouping preventive or corrective maintenance, or opportunistic grouping) and the optimization approach used (heuristic, policy classes or exact algorithms).     A Decision Support System for Ship Maintenance Capacity Planning

    In this paper, the basic framework and algorithms of a decision support system are discussed, which enhance process and capacity planning at a large repair shop. The research is strongly motivated by experiences in a project carried out at a dockyard, which performs repair, overhaul and modification programs for various classes of navy ships. We outline the basic requirements placed upon order acceptance, process planning and capacity scheduling for large maintenance projects. In subsequent sections a number of procedures and algorithms to deal with these requirements, in particular a procedure for workload-based capacity planning, a database system to support process planning are developed, as well as a resource-constrained project scheduling system to support work planning at a more detailed level. The system has been designed to support decision making at the Navy Dockyard in particular, however, we believe that, due to its generic structure, it is applicable to a wide range of project-based manufacturing and maintenance environments

More than 74 percent of college-educated corrections personnel earned degrees and more than 40 percent acquired their experience outside Alaska.     Operational Research (OR) techniques have been applied, from the early stages of the discipline, to a wide variety of issues in education. At the government level, these include questions of what resources should be allocated to education as a whole and how these should be divided amongst the individual sectors of education and the institutions within the sectors. Another pertinent issue concerns the efficient operation of institutions, how to measure it, and whether resource allocation can be used to incentivise efficiency savings. Local governments, as well as being concerned with issues of resource allocation, may also need to make decisions regarding, for example, the creation and location of new institutions or closure of existing ones, as well as the day-to-day logistics of getting pupils to schools. Issues of concern for managers within schools and colleges include allocating the budgets, scheduling lessons and the assignment of students to courses. This survey provides an overview of the diverse problems faced by government, managers and consumers of education, and the OR techniques which have typically been applied in an effort to improve operations and provide solutions

    Much experimental work has been devoted in comparing the folding behavior of proteins sharing the same fold but different sequence. The recent design of proteins displaying very high sequence identities but different 3D structure allows the unique opportunity to address the protein-folding problem from a complementary perspective. Here we explored by ℙ-value analysis the pathways of folding of three different heteromorphic pairs, displaying increasingly high-sequence identity (namely, 30%, 77%, and 88%), but different structures called G A (a 3-α helix fold) and G B (an α/ÎČ fold). The analysis, based on 132 site-directed mutants, is fully consistent with the idea that protein topology is committed very early along the pathway of folding. Furthermore, data reveals that when folding approaches a perfect two-state scenario, as in the case of the G A domains, the structural features of the transition state appear very robust to changes in sequence composition. On the other hand, when folding is more complex and multistate, as for the G Bs, there are alternative nuclei or accessible pathways that can be alternatively stabilized by altering the primary structure. The implications of our results in the light of previous work on the folding of different members belonging to the same protein family are discussed
