    Relevance of Negative Links in Graph Partitioning: A Case Study Using Votes From the European Parliament

    In this paper, we want to study the informative value of negative links in signed complex networks. For this purpose, we extract and analyze a collection of signed networks representing voting sessions of the European Parliament (EP). We first process some data collected by the VoteWatch Europe Website for the whole 7 th term (2009-2014), by considering voting similarities between Members of the EP to define weighted signed links. We then apply a selection of community detection algorithms, designed to process only positive links, to these data. We also apply Parallel Iterative Local Search (Parallel ILS), an algorithm recently proposed to identify balanced partitions in signed networks. Our results show that, contrary to the conclusions of a previous study focusing on other data, the partitions detected by ignoring or considering the negative links are indeed remarkably different for these networks.     The objective of this investigation was to provide another perspective on what it means to be digitally competent today, in addition to reviews of literature and current frameworks for the development of digital competence, 5 all of which constitute part of the wider IPTS Digital Competence Project (DIGCOMP). Some common ground exists at a general level in defining digital competence in terms of knowledge, skills, and attitudes, which may be hierarchically organised. However, this does not provide the clarity needed by teachers, employers, citizens ā€“ all those who are responsible for digital competence development, be it their own or other peopleā€™s ā€ to make informed decisions. Further work is needed to create a common language that helps to enhance understanding across the worlds of research, education, training, and work. This will make it easier for citizens and employers to see what digital competence entails and how it is relevant to their jobs and more generally, their lives

    Understanding Search Trees via Statistical Physics

    We study the random m-ary search tree model (where m stands for the number of branches of a search tree), an important problem for data storage in computer science, using a variety of statistical physics techniques that allow us to obtain exact asymptotic results. In particular, we show that the probability distributions of extreme observables associated with a random search tree such as the height and the balanced height of a tree have a traveling front structure. In addition, the variance of the number of nodes needed to store a data string of a given size N is shown to undergo a striking phase transition at a critical value of the branching ratio m_c=26. We identify the mechanism of this phase transition, show that it is generic and occurs in various other problems as well. New results are obtained when each element of the data string is a D-dimensional vector. We show that this problem also has a phase transition at a critical dimension, D_c= \pi/\sin^{-1}(1/\sqrt{8})=8.69363...Comment: 11 pages, 8 .eps figures included.     Studies in the nineteen-eighties showed that advertising images of computers were gendered, with women relatively less represented, and shown with less empowered roles, problems or presented as sexual objects. This paper uses a mix of content and interpretative analysis to analyse current imagery in consumerist and professional society publications. It reveals the present variation and complexity of the iconography of computers and people across different domains of representation, with the continuation of gender bias in subtle forms

    'First Portal in a Storm': A Virtual Space for Transition Students

    The lives of millennial students are epitomised by ubiquitous information, merged technologies, blurred social-study-work boundaries, multitasking and hyperlinked online interactions (Oblinger & Oblinger, 2005). These characteristics have implications for the design of online spaces that aim to provide virtual access to course materials, administrative processes and support information, all of which is required by students to steer a course through the storm of their transition university experience. Previously we summarised the challenges facing first year students (Kift & Nelson, 2005) and investigated their current online engagement patterns, which revealed three issues for consideration when designing virtual spaces (Nelson, Kift & Harper, 2005). In this paper we continue our examination of studentsā€™ interactions with online spaces by considering the perceptions and use of technology by millennial students as well as projections for managing the virtual learning environments of the future.     Despite having the second largest economy at 13trillion,ChinahasonlyrecentlysurpassedtheWorldBankā€™sdefinitionoftheā€˜middleāˆ’incomerangeā€™whichisagrossnationalincomepercapitabetween13 trillion, China has only recently surpassed the World Bankā€™s definition of the ā€˜middle-income rangeā€™ which is a gross national income per capita between 1,000 to 12,000(constant2011international12,000 (constant 2011 international ). This is a noteworthy accomplishment since many other developing nations have fallen victim to economic stagnation within this range leading to the term ā€œmiddle-income trapā€. This paper will argue that one of the ways in which China escaped the middle-income trap and will continue to grow its economic influence is through the support of blockchain technology. Research and development, early technological adoption and business climate all play a role in explaining how the Chinese public and private sector have used blockchain technology to encourage economic growth. While there are many questions and misconceptions about blockchain technology and its place in China, this paper seeks only to answer a select few
