Sea level rise adaptation: emerging lessons for local policy development

Many coastal communities across the United States are beginning to plan for climate-related sea level rise. While impacts and solutions will vary with local conditions, jurisdictions which have begun this process seem to pass through three common stages when developing policy for local sea level rise adaptation: l) building awareness about local sea level rise threats, 2) undertaking analyses of local vulnerabilities, and 3) developing plans and policies to deal with these vulnerabilities. The purpose of this paper is to help advance community dialogue and further inform local decision-makers about key elements and steps for addressing climate-related sea level rise. It summarizes the results of a project the Marine Policy Institute (MPI) undertook during 2011-12 to review experiences from fourteen U.S. coastal jurisdictions representing a variety of city, county, and state efforts with sea level adaptation. There are many more initiatives underway than those reflected in this sample, but the “focus jurisdictions” were selected because of the extensive information publically available on their experiences and lessons being learned that could provide insights for coastal communities, especially in Southwest Florida

Improvement of the Fairbanks Atmospheric Carbon Monoxide Transport Model -- A Program for Calibration, Verification and Implementation

Completion Report Prepared for the Research Section, Alaska Department of Transportation and Public FacilitiesIn the early 70s, state, local and federal officials in Fairbanks, Alaska, became concerned with the rising incidence of high carbon monoxide episodes. Because of that concern, the Alaska Department of Highways (forerunner of the Department of Transportation and Public Facilities) and the Fairbanks North Star Borough requested that the Institute of Water Resources undertake a study to develop a computer model capability for understanding the transport of carbon monoxide and other pollutants within the Fairbanks airshed. The work was completed in June of 1976. Two publications (Carlson and Fox, 1976; Norton and Carlson, 1976) describe the initial development, documentation and implementation of the computer model. The model, ACOSP (Atmospheric Carbon monOxide Simulation Program), describes the two-dimensional behavior of pollutants in the atmosphere via solution of the convection-diffusion equation using the finite element method of numerical analysis

Environmental Quality Laboratory Research Report, 1985-1987

The Environmental Quality Laboratory at Caltech is a center for research on large-scale systems problems of natural resources and environmental quality. The principal areas of investigation at EQL are: 1. Air quality management. 2. Water resources and water quality management. 3. Control of hazardous substances in the environment. 4. Energy policy, including regulation, conservation and energy-environment tradeoffs. 5. Resources policy (other than energy); residuals management. EQL research includes technical assessments, computer modeling, studies of environmental control options, policy analyses, and research on important components of the large-scale systems. Field work is also undertaken at EQL, some in collaboration with other organizations, to provide critical data needed for evaluation of systems concepts and models. EQL's objectives are as follows: 1. To do systematic studies of environmental and resources problems. The results of these studies, including the clarification of policy alternatives, are communicated to decision-makers in government and industry, to the research community, and to the public. As an organization, EQL refrains from advocating particular policies, but seeks to point out the implications of the various policy alternatives. 2. To contribute to the education and training of people in these areas through involvement of predoctoral students, postdoctoral fellows, and visiting faculty members in EQL activities. This educational effort is just as important as the results of the studies themselves, and should make lasting contributions to the nation's ability to solve its environmental and resources problems. The work at EQL goes beyond the usual academic research in that it tries to organize and develop the knowledge necessary to clarify society's alternatives by integrating relevant disciplines. EQL works on solving problems of specific localities when there is a strong element of public interest or educational value, or the concepts and results are applicable to other places. The research of EQL during this period was done under the supervision of faculty members in Environmental Engineering Science, Chemical Engineering, and Social Science. This research report covers the period from October 1985 through September 1987. The publications listed under the individual project descriptions are the new ones for the reporting period

Community rotorcraft air transportation benefits and opportunities

Information about rotorcraft that will assist community planners in assessing and planning for the use of rotorcraft transportation in their communities is provided. Information useful to helicopter researchers, manufacturers, and operators concerning helicopter opportunities and benefits is also given. Three primary topics are discussed: the current status and future projections of rotorcraft technology, and the comparison of that technology with other transportation vehicles; the community benefits of promising rotorcraft transportation opportunities; and the integration and interfacing considerations between rotorcraft and other transportation vehicles. Helicopter applications in a number of business and public service fields are examined in various geographical settings

Seafloor characterization using airborne hyperspectral co-registration procedures independent from attitude and positioning sensors

The advance of remote-sensing technology and data-storage capabilities has progressed in the last decade to commercial multi-sensor data collection. There is a constant need to characterize, quantify and monitor the coastal areas for habitat research and coastal management. In this paper, we present work on seafloor characterization that uses hyperspectral imagery (HSI). The HSI data allows the operator to extend seafloor characterization from multibeam backscatter towards land and thus creates a seamless ocean-to-land characterization of the littoral zone
