    Innovative public governance through cloud computing: Information privacy, business models and performance measurement challenges

    Purpose: The purpose of this paper is to identify and analyze challenges and to discuss proposed solutions for innovative public governance through cloud computing. Innovative technologies, such as federation of services and cloud computing, can greatly contribute to the provision of e-government services, through scaleable and flexible systems. Furthermore, they can facilitate in reducing costs and overcoming public information segmentation. Nonetheless, when public agencies use these technologies, they encounter several associated organizational and technical changes, as well as significant challenges. Design/methodology/approach: We followed a multidisciplinary perspective (social, behavioral, business and technical) and conducted a conceptual analysis for analyzing the associated challenges. We conducted focus group interviews in two countries for evaluating the performance models that resulted from the conceptual analysis. Findings: This study identifies and analyzes several challenges that may emerge while adopting innovative technologies for public governance and e-government services. Furthermore, it presents suggested solutions deriving from the experience of designing a related platform for public governance, including issues of privacy requirements, proposed business models and key performance indicators for public services on cloud computing. Research limitations/implications: The challenges and solutions discussed are based on the experience gained by designing one platform. However, we rely on issues and challenges collected from four countries. Practical implications: The identification of challenges for innovative design of e-government services through a central portal in Europe and using service federation is expected to inform practitioners in different roles about significant changes across multiple levels that are implied and may accelerate the challenges' resolution. Originality/value: This is the first study that discusses from multiple perspectives and through empirical investigation the challenges to realize public governance through innovative technologies. The results emerge from an actual portal that will function at a European level. © Emerald Group Publishing Limited

    Modeling Supply Chain Resiliency

    Engineered Resilient Systems (ERS) is a Department of Defense (DoD) program focusing on the effective and efficient design and development of complex engineered systems throughout their life cycle. There is a growing literature with qualitative definitions of resilience and quantitative models for systems with one performance measure. This paper uses a quantitative resilience framework (the Framework for ERS) that includes system design options, reliability, threats, vulnerabilities, responses, and consequences assessed in multiple system performance measures. The framework assists in establishing a model for any system to evaluate resiliency. This paper applies this framework using Multiple Objective Decision Analysis (MODA) to evaluate resiliency tradeoffs in designing supply chain and logistics networks to help decision makers increase the resilience of their supply chain networks. By using the MODA framework, decision makers can identify and evaluate multiple design options for a supply chain network

    Modern cyber-physical systems are enabled by electronic hardware and embedded systems. The security of these sub-components is a concern during the design and operational phases of cyber-physical system life cycles. Compromised electronics can result in mission-critical failures, unauthorized access, and other severe consequences. As systems become more complex and feature greater connectivity, system owners must make decisions regarding how to mitigate risks and ensure resilience and trust. This paper provides an overview of research efforts related to assessing and managing risks, resilience, and trust with an emphasis on electronic hardware and embedded systems. The research takes a decision-oriented perspective, drawing from the perspectives of scenario planning and portfolio analysis, and describes examples related to the risk-based prioritization of cyber assets in large-scale systems

    Managing systemic risk in emergency management, organizational resilience and climate change adaptation

    Purpose This paper applies the theory of cascading, interconnected and compound risk to the practice of preparing for, managing, and responding to threats and hazards. Our goal is to propose a consistent approach for managing major risk in urban systems by bringing together emergency management, organisational resilience, and climate change adaptation. Design/methodology/approach We develop a theory-building process using an example from the work of the Greater London Authority in the United Kingdom. First, we explore how emergency management approaches systemic risk, including examples from of exercises, contingency plans and responses to complex incidents. Secondly, we analyse how systemic risk is integrated into strategies and practices of climate change adaptation. Thirdly, we consider organisational resilience as a cross cutting element between the approaches. Findings London has long been a champion of resilience strategies for dealing with systemic risk. However, this paper highlights a potential for integrating better the understanding of common points of failure in society and organisations, especially where they relate to interconnected domains and where they are driven by climate change. Originality/value The paper suggests shifting toward the concept of operational continuity to address systemic risk and gaps between Emergency Management, Organizational Resilience and Climate Change Adaptation

The beginning of the upgrades is considered together with the examination concerning profits and most organisations have addressed measures that a supply chain execution and monitor changes in order to drive the benefits of their business. While execution estimation is basic, most organisations either measure excessively or pay little attention to supply chain. Different weaknesses may incorporate; an excessive number of measurements, disconnected measurements, clashing measurements, obsolete measurements, temperamental information, and absence of possession, among others. Some organisations measure incorrect variables in their pursuit of their objectives. This is detrimental to the realisation of these objectives and this affects the organisation.     What we know and do not know about organizational resilience

    [EN] We present a literature review about organizational resilience, with the goal of identifying how organizational resilience is conceptualized and assessed. The two research questions that drive the review are: (1) how is organizational resilience conceptualized? and (2) how is organizational resilience assessed? We answer the first question by analysing organizational resilience definitions and the attributes or characteristics that contribute to develop resilient organizations. We answer the second question by reviewing articles that focus on tools or methods to measure organizational resilience. Although there are three different ways to define organizational resilience, we found common ideas in the definitions. We also found that organizational resilience is considered a property, ability or capability that can be improved over time. However, we did not find consensus about the elements that contribute to improving the level of organizational resilience and how to assess it. Based on the results of the review, we propose a conceptualization of organizational resilience that integrates the three views found in the literature. We also propose a four-level Maturity Model for Organizational Resilience – MMOR.
