    SOLACE: A framework for electronic negotiations

    Copyright @ 2011 Walter de Gruyter GmbHMost existing frameworks for electronic negotiations today are tied to specific negotiation systems for which they were developed, preventing them from being applied to other negotiation scenarios. Thus, the evaluation of electronic negotiation systems is difficult as each one is based on a different framework. Additionally, each developer has to design a new framework for any system to be developed, leading to a ā€˜reinvention of the wheelā€™. This paper presents SOLACEā€”a generic framework for multi-issue negotiations, which can be applied to a variety of negotiation scenarios. In contrast with other frameworks for electronic negotiations, SOLACE supports hybrid systems in which the negotiation participants can be humans, agents or a combination of the two. By recognizing the importance of strategies in negotiations and incorporating a time attribute in negotiation proposals, SOLACE enhances existing approaches and provides a foundation for the flexible electronic negotiation systems of the future

    The WHO Global Code of Practice on the International Recruitment of Health Personnel: The Evolution of Global Health Diplomacy

    The May 2010 adoption of the World Health Organization Global Code of Practice on the International Recruitment of Health Personnel created a global architecture, including ethical norms and institutional and legal arrangements, to guide international cooperation and serve as a platform for continuing dialogue on the critical problem of health worker migration. Highlighting the contribution of non-binding instruments to global health governance, this article describes the Code negotiation process from its early stages to the formal adoption of the final text of the Code. Detailed are the vigorous negotiations amongst key stakeholders, including the active role of non-governmental organizations. The article emphasizes the importance of political leadership, appropriate sequencing, and support for capacity building of developing countriesā€™ negotiating skills to successful global health negotiations. It also reflects on how the dynamics of the Code negotiation process evidence an evolution in global health negotiations amongst the WHO Secretariat, civil society, and WHO Member States

    KEMNAD: A Knowledge Engineering Methodology for Negotiating Agent Development

    Automated negotiation is widely applied in various domains. However, the development of such systems is a complex knowledge and software engineering task. So, a methodology there will be helpful. Unfortunately, none of existing methodologies can offer sufficient, detailed support for such system development. To remove this limitation, this paper develops a new methodology made up of: (1) a generic framework (architectural pattern) for the main task, and (2) a library of modular and reusable design pattern (templates) of subtasks. Thus, it is much easier to build a negotiating agent by assembling these standardised components rather than reinventing the wheel each time. Moreover, since these patterns are identified from a wide variety of existing negotiating agents(especially high impact ones), they can also improve the quality of the final systems developed. In addition, our methodology reveals what types of domain knowledge need to be input into the negotiating agents. This in turn provides a basis for developing techniques to acquire the domain knowledge from human users. This is important because negotiation agents act faithfully on the behalf of their human users and thus the relevant domain knowledge must be acquired from the human users. Finally, our methodology is validated with one high impact system

    An SLA-driven framework for dynamic multimedia content delivery federations

    Recently, the Internet has become a popular platform for the delivery of multimedia content. However, its best effort delivery approach is ill-suited to guarantee the stringent Quality of Service (QoS) requirements of many existing multimedia services, which results in a significant reduction of the Quality of Experience. This paper presents a solution to these problems, in the form of a framework for dynamically setting up federations between the stakeholders involved in the content delivery chain. More specifically, the framework provides an automated mechanism to set up end-to-end delivery paths from the content provider to the access Internet Service Providers (ISPs), which act as its direct customers and represent a group of end-users. Driven by Service Level Agreements (SLAs), QoS contracts are automatically negotiated between the content provider, the access ISPs, and the intermediary network domains along the delivery paths. These contracts capture the delivered QoS and resource reservation costs, which are subsequently used in the price negotiations between content provider and access ISPs. Additionally, it supports the inclusion of cloud providers within the federations, supporting on-the-fly allocation of computational and storage resources. This allows the automatic deployment and configuration of proxy caches along the delivery paths, which potentially reduce delivery costs and increase delivered quality

    A grounded theory model of auditor-client negotiations

    The central research question addressed in this paper is 'How do companies and their auditors resolve important audit issues?' In-depth interviews are conducted with the audit partners and finance directors of a varied group of six major UK listed companies who had recently experienced audit interactions involving 22 significant accounting issues. A grounded theory model is developed of the negotiation process and the factors that influence the nature of the outcome of interactions. This model identifies, as principal analytical categories, a range of general relationship factors and specific accounting issue factors that influence aspects of the negotiation process. These aspects include the parties involved, the strategies adopted, the quality of the financial reporting outcome and the ease with which it is achieved. A secondary outcome of the research is that distinct categories of audit engagement partner are identified, termed the crusader, the safe pair of hands, the accommodator and the truster

    Customer Enquiry Management in a Global Competitive Context: A Comparative Multi-Case Study Analysis

    Business-to-Business (B2B) relationships, such as between a manufacturer and a customer, are increasingly important during the Customer Enquiry Management (CEM) process, particularly so for non-Make-To-Stock (non-MTS) companies operating in industrial markets. Few empirical studies have explored the CEM practices adopted by firms in practice. A study of the Italian capital goods sector by Zorzini et al. (2007) is a recent exception. Moreover, most studies have approached CEM from a cross-department integrated perspective but in the digital economy, and with globalization, outsourcing and extended supply chains, CEM needs to be approached from a broader supply chain-oriented perspective, incorporating B2B exchanges. This paper builds on the study by Zorzini et al. (2007) by conducting multi-case study research with seven UK-based companies in the capital goods sector, including three sales and support companies with offshore manufacturing. By adopting a cross-national research perspective, it assesses whether the proposed theory applies to other capital goods firms outside Italy. By also adopting a supply chain perspective of CEM it investigates current industry practice in B2B markets and explores whether cross-functional coordination and formalization issues can be extended into a global context. Evidence from the UK generally supports prior theory, confirming links between high levels of coordination, formalization of the CEM process and improved performance. Some refinements are proposed, for example, in order to make the theory suitable for a global context. The characteristics of a supply chain are important factors that affect CEM. This research has managerial implications for improving the CEM process in non-Make-To-Stock (non-MTS) capital goods companies from both an intra and an inter-organisational (B2B) perspective.     Preferences, Perceptions, and Veto Players: Explaining Devolution Negotiation Outcomes in the Canadian Territorial North

    Since the early part of the 20th century, the federal government has engaged in a long and slow process of devolution in the Canadian Arctic. Although the range of powers devolved to the territorial governments has been substantial over the years, the federal government still maintains control over the single most important jurisdiction in the region, territorial lands and resources, which it controls in two of the three territories, the Northwest Territories and Nunavut. This fact is significant for territorial governments because gaining jurisdiction over their lands and resources is seen as necessary for dramatically improving the lives of residents and governments in the Canadian north. Relying on archival materials, secondary sources, and 33 elite interviews, this paper uses a rational choice framework to explain why the Yukon territorial government was able to complete a final devolution agreement relating to lands and resources in 2001 and why the governments of the Northwest Territories and Nunavut have not. It finds that the nature and distance of federal-territorial preferences, combined with government perceptions of aboriginal consent and federal perceptions of territorial capacity and maturity, explain the divergent outcomes experienced by the three territorial governments in the Canadian arctic.     Negotiating Concurrently with Unknown Opponents in Complex, Real-Time Domains

    We propose a novel strategy to enable autonomous agents to negotiate concurrently with multiple, unknown opponents in real-time, over complex multi-issue domains. We formalise our strategy as an optimisation problem, in which decisions are based on probabilistic information about the opponents' strategies acquired during negotiation. In doing so, we develop the first principled approach that enables the coordination of multiple, concurrent negotiation threads for practical negotiation settings. Furthermore, we validate our strategy using the agents and domains developed for the International Automated Negotiating Agents Competition (ANAC), and we benchmark our strategy against the state-of-the-art. We find that our approach significantly outperforms existing approaches, and this difference improves even further as the number of available negotiation opponents and the complexity of the negotiation domain increases
