    On the Identification of Agents in the Design of Production Control Systems

    This paper describes a methodology that is being developed for designing and building agent-based systems for the domain of production control. In particular, this paper deals with the steps that are involved in identifying the agents and in specifying their responsibilities. The methodology aims to be usable by engineers who have a background in production control but who have no prior experience in agent technology. For this reason, the methodology needs to be very prescriptive with respect to the agent-related aspects of design

    Towards a new vision of Information System Engineering.

    Information Technologies bear the potential of new uses. These uses provoke a new organization which induces a new vision of software engineering. Under the influence of globalization, and the impact of Information and Communication Technologies (ICT) that modify radically our relationship with space and time, the hierarchical company locked up on its local borders becomes an Extended Company, without borders, opened and adaptable. In this context, this paper proposes a shift in the way the design of information systems is viewed, so that the digital information system and potential user are in harmony right from the design stage of the system. The goal is to help to design systems that are useful. It will therefore be a matter of distributed intelligence of the situation in terms of interactions and cooperative partners rather than in terms of a more passive user. This means putting at the disposal of the user, seen as a "partner", a system that will help him or her think more efficiently about a situation. The approach adopted is a global philosophy based on business process management within the framework of all the methodological principles.     Training Competences in Industrial Risk Prevention with LegoÂź Serious PlayÂź: A Case Study

    This paper proposes the use of the Lego¼ Serious Play¼ (LSP) methodology as a facilitating tool for the introduction of competences for Industrial Risk Prevention by engineering students from the industrial branch (electrical, electronic, mechanical and technological engineering), presenting the results obtained in the Universities of Cadiz and Seville in the academic years 2017–2019. Current Spanish legislation does not reserve any special legal attribution, nor does it require specific competence in occupational risk prevention for the regulated profession of a technical industrial engineer (Order CIN 351:2009), and only does so in a generic way for that of an industrial engineer (Order CIN 311:2009). However, these universities consider the training in occupational health and safety for these future graduates as an essential objective in order to develop them for their careers in the industry. The approach is based on a series of challenges proposed (risk assessments, safety inspections, accident investigations and fire protection measures, among others), thanks to the use of “gamification” dynamics with Lego¼ Serious Play¼. In order to carry the training out, a set of specific variables (industrial sector, legal and regulatory framework, business organization and production system), and transversal ones (leadership, teamwork, critical thinking and communication), are incorporated. Through group models, it is possible to identify dangerous situations, establish causes, share and discuss alternative proposals and analyze the economic, environmental and organizational impact of the technical solutions studied, as well as take the appropriate decisions, in a creative, stimulating, inclusive and innovative context.     Organizational knowledge transfer through creation, mobilization and diffusion: A case analysis of InTouch within Schlumberger

    There is a paucity of theory for the effective management of knowledge transfer within large organisations. Practitioners continue to rely upon ‘experimental’ approaches to address the problem. This research attempts to reduce the gap between theory and application, thereby improving conceptual clarity for the transfer of knowledge. The paper, through an in-depth case analysis conducted within Schlumberger, studies the adoption of an intranet-based knowledge management (KM) system (called InTouch) to support, strategically align and transfer knowledge resources. The investigation was undertaken through the adoption of a robust methodological approach (abductive strategy) incorporating the role of technology as an enabler of knowledge management application. Consequently, the study addressed the important question of translating theoretical benefits of KM into practical reality. The research formulates a set of theoretical propositions which are seen as key to the development of an effective knowledge based infrastructure. The findings identify 30 generic attributes that are essential to the creation, mobilisation and diffusion of organisational knowledge. The research makes a significant contribution to identifying a theoretical and empirically based agenda for successful intranet-based KM which will be of benefit to both the academic and practitioner communities. The paper also highlights and proposes important areas for further research

    A dynamic systems engineering methodology research study. Phase 2: Evaluating methodologies, tools, and techniques for applicability to NASA's systems projects

    A study of NASA's Systems Management Policy (SMP) concluded that the primary methodology being used by the Mission Operations and Data Systems Directorate and its subordinate, the Networks Division, is very effective. Still some unmet needs were identified. This study involved evaluating methodologies, tools, and techniques with the potential for resolving the previously identified deficiencies. Six preselected methodologies being used by other organizations with similar development problems were studied. The study revealed a wide range of significant differences in structure. Each system had some strengths but none will satisfy all of the needs of the Networks Division. Areas for improvement of the methodology being used by the Networks Division are listed with recommendations for specific action

    The public authorities are facing real challenges due to the complexity and dynamics of economic and social issues. They must daily assess the available resources and answer to questions such as „is the citizens’ welfare good enough, can it be improved?” „there are the initiatives for the environmental protection adequate?”, „is there a coherent employment system for integrating the graduates on labour market?”, „are the charges pertinent means for improving the social actors’ behaviour?”. These issues as well as many others represent only a part of the problems that must be solved through public intervention. The economic difficulties often represent the strongest key factor for non-transforming a social issue into the object of a public policy. They are also responsible for imposing to the decision-maker the compulsoriness of choosing to solve certain problems. This choice is never easy and it haggles always a pit of doubt inside the heart of the decision-maker: „is this decision the best choice?”, or „is the selected alternative the best for action?”. Diminishing this dilemma, as well as supporting the decision-maker in order to improve the decision-making process have found their expression in the theorists and practitioners’ efforts to develop the states’ capacity for public policy analysis. There are quite many definitions for public policy analysis in the field literature; they support its duality, namely the public policy analysis represents an approach as well as a methodology for developing and investigating public policy alternatives. Among the well-know instruments of policy analysis, we enumerate the cost-effectiveness analysis, the cost-benefit analysis, and the impact assessment. In this paper the attention is focusing on impact assessments. Therefore, the objectives of the paper refer to (a) a brief overview on the instruments of policy analysis with a particular focus on the impact assessment and (b) an investigation of the national practice on the development of the impact assessment. In this paper, we shall analyze how the public institutions are using the impact assessment in view to improve the quality and coherence of the policy development process. Therefore, in order to attain our aims, the paper will comprise a theoretical part based on the study of the field literature and European and domestic regulation concerning the impact assessment and an empirical part, related to the analysis of some impact assessments from educational and regional development areas, drawn up by Romanian public authorities during the public policy process. The conclusions will reveal the progresses made by Romania to use the impact assessments and the possible inconsistencies between the national model and that proposed by the European Commission. As research methodology for achieving the aims, we shall use the following: researching the bibliographical sources, comparative analysis between the European and the domestic legislation regarding the impact assessment, analysis and evaluation of the public policy proposals and other important documents.Public policy analysis, cost-benefit analysis, impact assessment, Romania
