    Die Dissertation besteht aus drei Teilen: der erste behandelt Rationalität und deren Bedeutung für alle Fragen des Lebens, nicht nur für einen reduzierten – für wissenschaftliche Untersuchungen reservierten – Teilbereich der Welt; der zweite Teil ist metaphysischer Natur und skizziert den postulierten Aufbau der Welt anhand der im ersten Teil erläuterten Prinzipien. Im dritten Teil frage ich – und gebe vorläufige Antworten – wie die Ergebnisse der vorherigen Teile unseren Blickwinkel auf empfindsame Wesen des Universums – darunter Menschen – ändern. Nur wenn wir rational sind können wir das Maximum an Information aus unserer Umwelt extrahieren. Unser beste Weg zum Erkenntnisgewinn sollte auch Leitfaden für unsere Spiritualität, Ethik, unsere Ansichten über den Sinn des Lebens etc sein. Es ist wichtig die sich mit unserem Erkenntnisstand ändernden Standards der Rationalität auf alle menschlichen Unterfangen anzuwenden. Für Individuen bedeutet Wissen gute mentale Modelle der Welt zu besitzen: je genauer effektive Faktoren in der Welt gespiegelt werden, umso besser können angestrebte Ziele erreicht werden. Unwissenheit führt zu Inaktivität und Passivität. Die Bewährungsprobe für Wissen und Philosophie ist die: werden durch sie die Art und Weise wie wir die Welt, unser Leben, und – letztlich am Wichtigsten – die Art und Weise wie wir handeln, verändert?The thesis consists of three parts: the first being on rationality and its import in tackling all questions facing us in our lives, not only a reduced domain of scientific investigation; the second, metaphysical in nature, forming an essay on the nature of the world, especially as informed by the principles of rationality sketched in the previous part; and the third, applying the findings of the previous sections to sentient agents – among them humans – in this universe. I argue that the rational approach is the best way to approach all questions facing us in our lives. Only by being rational can we extract as much information from our environment as possible. Our best way of gaining knowledge should quite naturally also influence our spirituality, our ethics, our view of the meaning of life and so on. It is important to apply the open standards of rationality to all areas of interest to humans. The agent centric approach is central to the thesis. For individuals, knowledge means having a good mental model of the world: the closer to the actual effective factors in the world, the more potential there is for action leading to achievement of goals. Ignorance condemns one to inaction and passivity. The litmus test for knowledge – and philosophy – is this: does it change the way we view the world, our life, and, ultimately and most importantly, the way we act

    Outil pour le masquage/démasquage des fautes byzantines

    L'exigence de la tolérance aux fautes est incontournable avec les systèmes distribués. Plusieurs techniques assurent cette tolérance dans de tels systèmes. L'une des approches les plus connues est celle des généraux Byzantins dont l'algorithme est nommé OM. Ce dernier permet d'atteindre un consensus entre tous les composants non-fautifs d'un système malgré la nature aléatoire des fautes traitées. Toutefois à partir de cette approche, plusieurs autres ont vu le jour essayant d'améliorer les résultats qu'elle a engendrés. Par conséquent le développement d'un outil générique et flexible traitant les mécanismes de tolérance aux fautes dans un système Byzantin s'est présenté comme une nécessité induite par la multiplicité des travaux traitant ce problème. Ce mémoire présente un outil graphique permettant à l'utilisateur de simuler le déroulement d'un ensemble d'algorithmes traitant le problème des généraux Byzantins ainsi que d'avoir les résultats sous une forme pratique et conviviale. Tout d'abord, nous présenterons l'état de l'art dans la modélisation du problème Byzantin tout en mettant l'accent sur le principe de consensus et de masquage des fautifs. Ensuite, nous détaillerons une récente approche nommée ABA, permettant de démasquer les fautifs dans un système Byzantin tout en gardant les mêmes contraintes et hypothèses utilisées par l'algorithme OM. Cette approche vise à remédier les défauts de celles qui l'ont précédées par le biais de l'identification des composants fautifs. Des expérimentations subséquentes à l'application de notre outil à cette approche essaieront d'appuyer l'ensemble des résultats théoriques de l'algorithme ABA

    Public Expenditure Planning in New Zealand

    It is argued in this thesis that over the past 15 years planning - and in particular expenditure planning - has had three main functions in New Zealand central government: as a survival mechanism for elites; as a means to cope with the problems and deficiencies of organised knowledge; and as a symbolic act of reassurance in the face of economic and fiscal uncertainty. Expenditure planning is regarded in this work as a learning process. However, the thesis describes historical developments which illustrate that the imperative need to contain and manage conflict inside central government is such that real executive learning is effectively precluded. Dissonance between the political implications of significant information and the rational action that might be dictated by that information inhibits effective communication and control. The cybernetic malfunctioning of the central system arises not so much from political debate over the fiscal issues as from the need of certain elites to retain their pre-eminence in the planning process - most notably, the Treasury and its associated ministers. It is concluded that a less historically-bound system of power-sharing is called for if the executive agents - officials and ministers - are to react more sensitively to adverse fiscal circumstances and prepare more efficiently for future uncertainties than they have in the past
