ICT-Enabled Social Innovation to support the Implementation of the Social Investment Package: Mapping and Analysis of ICT-enabled Social Innovation initiatives promoting social investment in integrated approaches to the provision of social services: IESI Knowledge Map 2015
This report presents the analysis of the Mapping 2015 of the project 'ICT-enabled Social Innovation to support the Implementation of the Social Investment Package' (IESI). It provides an enriched picture of the existing knowledge base and evidence of how ICT-enabled social innovation initiatives that promote social investment through integrated approaches to social services delivery can contribute to the policy objectives of the EU Social Investment Package (SIP) to support the achievement of the goals of the EU 2020 strategy in terms of inclusive growth and employment.
After having introduced the policy and research background outlining the overall objectives and scope of the IESI research and the aim of the mapping 2015, the report provides an overview of the methodology followed for enriching the IESI inventory of ICT-enabled social innovation initiatives through a structured dynamic database and by conducting the mapping and analysis of a selected sample of 210 initiatives.
The report then updates the review of the literature and practice in domains related to the role and impact of ICT-enabled social innovation promoting social investment, with a specific focus on the area of active and healthy ageing and long-term care for older people, particularly the theme: prevention, health promotion and rehabilitation. In reviewing the state of the art the report discusses the degree of deployment of ICT-enabled social innovations that promote social investment through integrated approaches to social services provision in terms of geographical spread and different areas of social services covered, providing insight into the levels and types of deployment achieved.
Further, the IESI conceptual framework which underpins the research and which has been used to guide the mapping and analysis of initiatives is discussed, proposing additional dimensions in order to enrich the framework of analysis itself. Evolving theoretical approaches are taken into account, the aim being to better explain the implications ICT-enabled social innovation initiatives have or may have for social policy reforms. This is followed by an overview of the consolidated results of the analysis of the initiatives collected as part of the IESI mapping exercise in 2014 and 2015. The analysis presents the IESI Knowledge Map 2015, which aims to provide a better understanding of the main characteristics and patterns of the initiatives identified, according to the IESI conceptual framework. Reference is also made to the different welfare systems and social services delivery models which characterise various EU countries in order to contextualise the potential role played by ICT-enabled social innovation to promote social investment through integrated approaches to social services delivery.
The findings of specific thematic analyses conducted on a set of selected topics: 1) the role of social enterprise-driven ICT-enabled social innovation initiatives in support of social services delivery; and the implications of ICT-enabled social innovation that promote social investment through integrated approaches to social services delivery in support of: 2) active inclusion of young people; and 3) active and healthy ageing and long-term care for older people, particularly as regards prevention, health promotion and rehabilitation are then presented.
Finally, the main conclusions deriving from the analysis of the mapping in terms of the contribution made by ICT-enabled social innovation promoting social investment through integrated approaches to social services delivery to the implementation of the SIP are outlined. This is complemented by an analysis of the gaps identified; the limitations of the current mapping exercise and recommendations for future research, as well as implications and possible directions for policy.JRC.J.3-Information Societ
Conception, design and evaluation of an ICT platform for independent living and remote health monitoring
The current society is dealing with a progressive ageing of the population. Life expectancy
is constantly increasing and, at the same time, families tend to have less children than in
the past. For these reasons, the global proportion of people aged 60 or over is expected to
outnumber the younger age groups. This trend will have a serious impact on the society,
since the health related costs will rise, there will be a lack of professional caregivers trained
to assist the elderly and more and more people will suffer from chronic diseases that must
be treated somehow. To overcome this situation, in the past years many initiatives aiming
at increasing the elderly independence were born. The problemin developing technological
systems for the elderly is that they are reluctant to try out newsystems and devices, so a great
emphasismust be put on the design of an acceptable and usable solution. In this thesis, an
ICT platform for independent living of older adults is presented. The platform is based on
a standard TV and remote control, in order to lower the risk of technology refusal by older
people, and aims at offering a rich set of services that include social networking, support,
welfare and health. The health aspect is important but not the leading one, since such platformshould
be first perceived as useful for different aspects of their daily life, and not strictly
related to the concept the being oldmeans having health problems. Another aimof the proposed
platformis to expand the offered services by involving external service providers, that
will exploit the basic functionalities offered natively by the platform. The aspects related
to the initial studies that let to the definition of system requirements and technical specifications
will be presented, together with some preliminary usability results obtained from
several user tests. Starting from mid 2016, the proposed platformwill be tested during three
field trials in Italy, Belgiumand the Netherlands
Cognitive assisted living ambient system: a survey
The demographic change towards an aging population is creating a significant impact and introducing drastic challenges to our society. We therefore need to find ways to assist older people to stay independently and prevent social isolation of these population. Information and Communication Technologies (ICT) provide various solutions to help older adults to improve their quality of life, stay healthier, and live independently for a time. Communicating public and social services through iTV: Promoting older adults’ quality of life
As the demographic transition occurs in a global scale, dealing with the consequences
of population ageing has emerged as a critical task to modern societies. This has led
government entities to pay more and more attention to seniors’ concerns, limitations and
needs. A deep understand of old citizens, especially those unfamiliar with Internet and
smartphone technologies, is also a challenge in order to enable them to fully benefit of
the Information and Communication Technologies (ICTs). In the light of this issue, personalization
and user-centred approaches involving older adults in all development
stages may be the key for higher levels of user engagement with such ICT solutions as
the interactive television (iTV) platform reported in this paper (+TV4E). The +TV4E is
an on-going research project conducted at University of Aveiro, Portugal, based on a
social inclusion approach, aiming to take benefit from the television viewing dynamics
of senior viewers, by interweaving short and personalized adverts related to public and
social services alongside regular broadcast contents. The platform is being designed
with a user-centred approach featuring the integration of assistive technologies and multiple
multimedia communication channels. In this paper, a system architecture to deliver
the informative contents is stated and a discussion of the potential social impacts of providing such platform is presented
Stimulating intellectual activity with adaptive environment (SMILE)

As of 2016, 47.5 million people have dementia worldwide according to the World Health Organization, and it is expected that this number will nearly double every 20 years, reaching 100 million sooner than 2030. The goal of the SMILE concept is to help the elderly to live independently and to prevent/delay dementia. It should improve the quality of life of elderly by introducing healthy habits and a lifelong involvement in mentally and socially stimulating activities. It should reduce social isolation, i.e. high degree of loneliness, dissatisfaction with social contacts, and decreased social network. The focus is on prevention of gradual decline in memory function and planning ability, as well. Applying social network concepts provides easier social interaction for older people. Using stimulating and interactive environment enhances and maintains brain plasticity through social interaction. So far there are no published articles or projects that are targeted at the same goal to develop a self-care social interactive TV system as a Service, which is the aim of the SMILE concept. There are a lot of projects and papers about the relevant technologies, however not the integrated approach, which is the key innovation in this concept
