    Advancing the Standards for Unmanned Air System Communications, Navigation and Surveillance

    Under NASA program NNA16BD84C, new architectures were identified and developed for supporting reliable and secure Communications, Navigation and Surveillance (CNS) needs for Unmanned Air Systems (UAS) operating in both controlled and uncontrolled airspace. An analysis of architectures for the two categories of airspace and an implementation technology readiness analysis were performed. These studies produced NASA reports that have been made available in the public domain and have been briefed in previous conferences. We now consider how the products of the study are influencing emerging directions in the aviation standards communities. The International Civil Aviation Organization (ICAO) Communications Panel (CP), Working Group I (WG-I) is currently developing a communications network architecture known as the Aeronautical Telecommunications Network with Internet Protocol Services (ATN/IPS). The target use case for this service is secure and reliable Air Traffic Management (ATM) for manned aircraft operating in controlled airspace. However, the work is more and more also considering the emerging class of airspace users known as Remotely Piloted Aircraft Systems (RPAS), which refers to certain UAS classes. In addition, two Special Committees (SCs) in the Radio Technical Commission for Aeronautics (RTCA) are developing Minimum Aviation System Performance Standards (MASPS) and Minimum Operational Performance Standards (MOPS) for UAS. RTCA SC-223 is investigating an Internet Protocol Suite (IPS) and AeroMACS aviation data link for interoperable (INTEROP) UAS communications. Meanwhile, RTCA SC-228 is working to develop Detect And Avoid (DAA) equipment and a Command and Control (C2) Data Link MOPS establishing LBand and C-Band solutions. These RTCA Special Committees along with ICAO CP WG/I are therefore overlapping in terms of the Communication, Navigation and Surveillance (CNS) alternatives they are seeking to provide for an integrated manned- and unmanned air traffic management service as well as remote pilot command and control. This paper presents UAS CNS architecture concepts developed under the NASA program that apply to all three of the aforementioned committees. It discusses the similarities and differences in the problem spaces under consideration in each committee, and considers the application of a common set of CNS alternatives that can be widely applied. As the works of these committees progress, it is clear that the overlap will need to be addressed to ensure a consistent and safe framework for worldwide aviation.     On October 23-25, 2013, the Mineta Transportation Institute (MTI) co-presented a two-and-one-half day conference offering insights, strategies, and opportunities for cities to develop personal rapid transit (PRT) systems in their jurisdictions. These PRT systems are also known as automated guideway transit (AGT) or “podcars.” They are small driverless cars (4-6 passengers) that operate on an automated guideway system. Typically, they are used to transport passengers for first- and last- mile trips, such as between a transit station and an airport. However, they may be used for longer distances within or between neighborhoods or commerce centers. The International Institute of Sustainable Transportation (INIST) was the primary producer for the conference. Along with MTI, other co-producers included the U.S. Department of Transportation’s Federal Transit Administration (FTA), the Swedish Transportation Administration, George Mason University, Advanced Transit Association (ATRA), and Kompass.     Automated Transit Networks (ATN): A Review of the State of the Industry and Prospects for the Future, MTI Report 12-31

    The concept of Automated Transit Networks (ATN) - in which fully automated vehicles on exclusive, grade-separated guideways provide on-demand, primarily non-stop, origin-to-destination service over an area network – has been around since the 1950s. However, only a few systems are in current operation around the world. ATN does not appear “on the radar” of urban planners, transit professionals, or policy makers when it comes to designing solutions for current transit problems in urban areas. This study explains ATN technology, setting it in the larger context of Automated Guideway Transit (AGT); looks at the current status of ATN suppliers, the status of the ATN industry, and the prospects of a U.S.-based ATN industry; summarizes and organizes proceedings from the seven Podcar City conferences that have been held since 2006; documents the U.S./Sweden Memorandum of Understanding on Sustainable Transport; discusses how ATN could expand the coverage of existing transit systems; explains the opportunities and challenges in planning and funding ATN systems and approaches for procuring ATN systems; and concludes with a summary of the existing challenges and opportunities for ATN technology. The study is intended to be an informative tool for planners, urban designers, and those involved in public policy, especially for urban transit, to provide a reference for history and background on ATN, and to use for policy development and research

    Extended scope of nursing practice: a multicentre randomised controlled trial of appropriately trained nurses and pre-registration house officers in pre-operative assessment in elective general surgery

    Aim/ Principal Research Question:1) To determine whether pre-operative assessment carried out by an appropriately trained nurse (ATN) is equivalent in quality to that carried out by a pre-registration house officer (PRHO).2) To assess whether pre-assessments carried out by ATNs and PRHOs are equivalent in terms of cost.3) To determine whether assessments carried out by ATNs are acceptable to patients.4) To investigate the quality of communication between senior medical staff and ATNs.Factors of Interest:The extended role of appropriately trained nurses and pre-registration house officers in pre-operative assessment in elective general surgery.Methods:The study design was principally a prospective randomised equivalence trial but was accompanied by additional qualitative assessment of patient and staff perceptions, and an economic evaluation.The intervention consisted of a pre-operative assessment carried out by either an ATN or a PRHO. Of the patients who completed the study with a full evaluation, 926 patients were randomised to the PRHO arm of the trial and 948 to the ATN arm. Three ATNs took part in the study, one from each centre, together with a total of 87 PRHOs.Immediately following the initial assessment of a patient by a PRHO or an ATN, one of a number of clinical research fellows, all specialist registrars in anaesthetics, repeated the assessment and recorded it on a study form, together with a list of investigations required. The clinical research fellow then evaluated the competency of the initial assessor by comparing the quality of their assessment with their own. Any deficiencies in ordering of investigations and referral to other specialities were met in order to maximise patient care.Sample groups:All patients attending at one site for assessment prior to general anaesthetic for elective general, vascular, urological or breast surgery were potentially included in the study. Of 1907 patients who were randomised, 1874 completed the study with a full evaluation.The study was carried out at four NHS hospitals, three of which were teaching hospitals, in three NHS Trusts in Southampton, Sheffield and Doncaster.Outcome measures:Three areas of ATN and PRHO performance were judged separately, history taking, examination and ordering of tests, and each was graded into one of four categories, the most important of which was under-assessment, which would possibly have affected peri-operative management. In the case of ordering of tests, it was possible to have both over- and under-assessed a patient on different tests.Findings:The pre-operative assessments carried out by the ATNs were essentially equivalent to those performed by the PRHOs in terms of under-assessment that might possibly have affected peri-operative management, although there was variation between the ATNs in terms of the quality of history taking. This may be related to the low number of patients seen at one study site.PRHOs ordered significantly more unnecessary tests than the ATNs. The substitution of ATNs for PRHOs was calculated to be cost neutral.The results of the qualitative assessment showed that the use of ATNs for pre-operative assessment was acceptable to patients; however, there was no evidence that communication between senior medical staff and those carrying out pre-operative assessments was improved by their introduction.Conclusions:This study demonstrated no reason to inhibit the development of fully nurse-led pre-operative assessment, provided that the nurses are appropriately trained and maintain sufficient workload to retain skills.Implications for Further Research:Further research is needed in the following areas:1) the extent and type of training needed for nurses undertaking the pre-operative assessment role2) the use, costs and benefits of routine pre-operative testing.<br/

    The Aversion to Tampering with Nature (ATN) Scale: Individual Differences in (Dis)comfort with Altering the Natural World

    People differ in their comfort with tampering with the natural world. Although some see altering nature as a sign of human progress, others see it as dangerous or hubristic. Across four studies, we investigate discomfort with tampering with the natural world. To do so, we develop the Aversion to Tampering with Nature (ATN) Scale, a short scale that is the first to directly measure this discomfort. We identify six activities that people believe tamper with nature (geoengineering, genetically modified organisms, pesticides, cloning, gene therapy, and nanoparticles) and show that ATN scores are associated with opposition to these activities. Furthermore, the ATN Scale predicts actual behavior: donations to an antiâ tampering cause. We demonstrate that ATN is related to previously identified constructs including trust in technology, naturalness bias, purity values, disgust sensitivity, aversion to playing God, and environmental beliefs and values.     Research communication for immediate impact: climate adaptation in Australia

    Abstract Research into climate change adaptation is challenged by funding organisations to demonstrate immediate research impact through near term reference in sector- specific communication and policy documents. Critically, research funded to inform decision makers and current policy about adapting to climate change must engage with end users and implement communication initiatives that lead to research adoption. Moreover, researchers need to better understand the components that contribute to effective engagement and communication to plan successful strategies to engage with the range of vulnerable sectors affected by climate change. Given the importance of research application, Primary Investigators for National Climate Change Adaptation Research Facility (NCCARF) funded projects had to consider end user engagement and communication. This paper identifies some common factors in three NCCARF cases which successfully demonstrated swift access to climate adaptation research in three sectors; human health, emergency management, and settlements and infrastructure. Early and ongoing engagement between researchers and the intended knowledge users shaped both the research focus and output formats. Stakeholders involved in coordinated and sustained communication programs disseminated and promoted the research through multiple channels. These agents of dissemination included; funders (NCCARF, universities and industry bodies); information users (government agencies and professional bodies), and both mass media and social media
