    Knowledge source preferences as determinants of strategic entrepreneurial orientation

    In the knowledge intensive context, firms’ capacity to integrate external and internal sources of knowledge becomes an important competitive advantage and may distinguish entrepreneurial from conservative firms. This paper explores the proposition that differences in strategic entrepreneurial orientation (EO) across firms may be significantly determined by differences in firms’ preferences regarding knowledge sources. Our research is based on 208 firms operating in knowledge intensive industries in six Central and East European countries (CEEC). We identified three types of firms in terms of patterns of sources of knowledge: external R&D knowledge based firms, in-house knowledge based firms and value chain dependent firms. By using different proxies or different dimensions of EO, we have found that the EO is strongest in firms based on external knowledge. Firms with inhouse based knowledge have an intermediate strength of the EO, and firms dependent on value chains are the least entrepreneurially oriented. We have also found moderate support for grouping different proxies of EO into three dimensions identified in literature – innovativeness, pro-activeness and risk-taking. Value chain firms are not pro-active, have the lowest innovativeness, and are the most risk averse. External knowledge based firms are the most active in all three dimensions of EO, while inhouse knowledge based firms are in an intermediate position. Our results point to strong systemic features of entrepreneurial activities; i.e., EO is inherently different in different sub-populations of firms depending on their patterns of sources of knowledge. It seems that these patterns operate as a moderating factor between performance and the EO, which explains mixed results from the literature

    Market fields structure & dynamics in industrial automation

    There is a research tradition in the economics of standards which addresses standards wars, antitrust concerns or positive externalities from standards. Recent research has also dealt with the process characteristics of standardisation, de facto standard-setting consortia and intellectual property concerns in the technology specification or implementation phase. Nonetheless, there are no studies which analyse capabilities, comparative industry dynamics or incentive structures sufficiently in the context of standard-setting. In my study, I address the characteristics of collaborative research and standard-setting as a new mode of deploying assets beyond motivations well-known from R&D consortia or market alliances. On the basis of a case study of a leading user organisation in the market for industrial automation technology, but also a descriptive network analysis of cross-community affiliations, I demonstrate that there must be a paradoxical relationship between cooperation and competition. More precisely, I explain how there can be a dual relationship between value creation and value capture respecting exploration and exploitation. My case study emphasises the dynamics between knowledge stocks (knowledge alignment, narrowing and deepening) produced by collaborative standard setting and innovation; it also sheds light on an evolutional relationship between the exploration of assets and use cases and each firm's exploitation activities in the market. I derive standard-setting capabilities from an empirical analysis of membership structures, policies and incumbent firm characteristics in selected, but leading, user organisations. The results are as follows: the market for industrial automation technology is characterised by collaboration on standards, high technology influences of other industries and network effects on standards. Further, system integrators play a decisive role in value creation in the customer-specific business case. Standard-setting activities appear to be loosely coupled to the products offered on the market. Core leaders in world standards in industrial automation own a variety of assets and they are affiliated to many standard-setting communities rather than exclusively committed to a few standards. Furthermore, their R&D ratios outperform those of peripheral members and experience in standard-setting processes can be assumed. Standard-setting communities specify common core concepts as the basis for the development of each member's proprietary products, complementary technologies and industrial services. From a knowledge-based perspective, the targeted disclosure of certain knowledge can be used to achieve high innovation returns through systemic products which add proprietary features to open standards. Finally, the interplay between exploitation and exploration respecting the deployment of standard-setting capabilities linked to cooperative, pre-competitive processes leads to an evolution in common technology owned and exploited by the standard-setting community as a particular kind of innovation ecosystem. --standard-setting,innovation,industry dynamics and context,industrial automation

    Patent Strategies of Small High-tech Firms in a Broader Context: the Case of International Learning

    The current paper explores the patenting behavior of small high-tech firms in a wider strategic context. It particularly addresses why small high-tech firms apply for patents and what makes them not to do so, and connects this with international learning. The general idea is that small high-tech firms suffer from shortage in resources causing them to be reluctant in application for patents. However, not having protected their inventions by patents may weaken their position in attracting investment capital and in establishing strategic relationships, including learning relationships abroad. Drawing on the literature and on survey data of 100 academic spin-off firms, the influence of patent behavior (among other factors) on adoption of international learning is estimated. It appears that half of the spin-off firms works with inventions protected by patents and that a slightly larger share (60%) has adopted the strategy of international learning. Our explorative analysis using a logit model of international learning indicates that not having protected inventions through patents tends to block learning in international networks.Artykuł porusza istotną rolę ochrony patentowej firmach technologicznych. Artykuł opiera się na analizie źródeł wtórnych i pierwotnych. 100 firm akademickich zostało zbadanych by zidentyfikować wpływ strategii ochrony patentowej na zachowanie się na rynku międzynarodowym. Analiza oparta jest o model wykładniczy uczenia się na rynkach międzynarodowych. Połowa małych firm technologicznych chroni swoją własność przemysłowa patentem a wśród nich trzy na pięć firm adoptuje wiedzę z rynków międzynarodowych.     Finding and filling the gaps in the Australian governments\u27 innovation and entrepreneurship support spectra

    A national innovation system is concerned with the full process of converting new knowledge into commercially viable results. Governments are policy-active in trying to create productive national innovation systems. This paper reviews ways of thinking about entrepreneurship as the commercialisation component of Australia&rsquo;s innovation system. The paper explores the impact and relevance of selected existing Australian Commonwealth, and to a lesser extent State government, programs for the commercialisation channels so identified, using four frameworks for the analysis: financial, management/start-up, innovation and entrepreneurial. The analysis indicates program initiatives covering the later development and commercialization phases, but serious gaps in the support available for the entrepreneurship phase involving the act of new entry. This gap is covered by research provider business development people and to a limited extent by incubator and State government initiatives. A critical issue has been and is access to smaller amounts of seed finance. The critical human component is the education of public servants and politicians about the nature and operation of entrepreneurship.<br /

    The Global Challenges of the Knowledge Economy: China and the EU

    This paper addresses some of the challenges confronting the European Union and China as they build their knowledge economies, and their on-going and possible future actions to address such challenges. Fifty years after the creation of what became the European Union, we argue that there is an urgent need to develop a new European Lisbon Agenda, preparing the EU for globalization. A new and "outward-looking" Lisbon strategy would focus on three key areas: international trade in services, internationalization of research networking, and access to brains and talent. The paper shows that the success of the Chinese economy over the past three decades can be partially attributed to its ability to absorb globally advanced technology and huge flows of foreign investment, its large pool of knowledge and talent, and its enactment of a policy framework that provides incentives to domestic and foreign firms to innovate - a strategy very much reminiscent of Europe's own internal Lisbon agenda. To move further, China needs to overcome the obstacles of regional disparities, transform its industry and deepen industry-academy linkages, which are also unavoidable tasks for the sustainable development of Europe.     This article first discusses the contemporary debate on cultural “creativity” and the economy. Second, it considers the current state of UK copyright law and how it relates to cultural work. Third, based on empirical research on British dancers and musicians, an analysis of precarious cultural work is presented. A major focus is how those who follow their art by way of “portfolio” work handle their rights in ways that diverge significantly from the current simplistic assumptions of law and cultural policy. Our conclusions underline the distance between present top-down conceptions of what drives production in the cultural field and the actual practice of dancers and musicians
